KBS Voice of the Special Administrative Regions (Phineaner: KBS Suara Wilayah Pentadbiran Khas; Jawi: KBS سوارا ولايه ڤنتدبيرن جاص; Petrosian: KBS Suara Daerah Administrasi Khusus; Taesongean: KBS 특별행정구의 소리), formerly known as KBS 12Radio (Phineaner: Radio KBS Saluran 12; Taesongean: KBS 제12라디오) atau Radio 12 Special Administrative Regions Service (Phineaner: Radio 12 Perkhidmatan Wilayah Pentadbiran Khas; Petrosian: Radio 12 Pelayanan Daerah Administrasi Khusus), is a regional radio station owned and operated by Keopuchean Broadcasting System, a Phinbellan public broadcaster. Voice of the Special Administrative Region service broadcasts from the first floor north wing of the Wisma Radio KBS and the Perseus Gemious Flynn Special Administrative Region Broadcasting and Information Research Institute in the Nilam Puri Inter-Phinbellan Broadcasting Complex, Negara Awan and it is dedicated to listeners in the Phinbellan special administrative territories of Kota Hilir, Tri-State Area, Tanah Baharu and Oriental Hispanioéire Taemhwan. Voice of the Special Administrative Region broadcasts and delivers news and information as well as Federal government policy for the special administrative territories, it includes broadcasting entertainment programs and other program contents including culture and arts, finance, life services, etc. Covering the regions of Kota Hilir, Tri-State Area, Tanah Baharu and Oriental Hispanioéire Taemhwan and surrounding border areas, the national level radio station broadcasting in Phineaner (including Phinbellan and Petrosian) and Common Tongue, this radio station changed its name to current name as of September 1, RP 2615, and in addition to the original Phineaner and Common Tongue shows, also added broadcasts of local Phineaner dialects (Hiliorian, Gangwol and Taemhwanian Phineaner). Started broadcasting on October 1, RP 2600, Voice of the Special Administrative Region service is broadcast daily from 06:55 to 23:00 NAT the next day (08:15 to 00:20 PPT/09:55 to 02:00 TBST).
Features
Commercial advertising broadcasts are not sent or transmitted in the KBS 12Radio service. The reason why commercial broadcasts are not transmitted or carried out is because they are operated with a license fee, and therefore radio programs can start and end without commercial advertisements. It is also one of the public radio channels that broadcasts information and entertainment content for the residents of special administrative territories that do not broadcast advertisements. However, commercial advertisements are only transmitted during the month of Ramadhan to look forward to iftar time and during sahur meal in Kota Hilir only because the transmitted follows Negara Awan time zone through shortwaves. While iftar time in other SARs is transmitted through FM waves in certain areas following other time zones, also broadcasting advertisements, where they are provided by KBS broadcasting centers and small broadcasting stations in all SARs.
History
Along with the establishment of the territory of Kota Hilir as a special administrative territory on November 20, -1BP and followed up with the Tri-State Area on July 15, RP 2600, on October 1, RP 2600 at 9:30 am NAT (10:50 am PPT), the twelfth program of the KBS Radio Service, commonly known as the Program Twelve ot the Light Blue Network, has been launched, positioning it as a comprehensive news and entertainment frequency for the territory of Kota Hilir and the Tri-State Area. The launch ceremony was officially held and started the broadcast which is located and centered at the headquarters of the Keopuchean Broadcasting System (now the former headquarters since RP 2616) in Stepanakert, Hulu Teming. It is to adapt to the establishment of a special administrative territories containing a population of various races and religions as well as life and work patterns. Program Twelve or Light Blue Network operates daily initially through the shortwave frequency of 11.680㎑ from the Victoria Antenna Farm near the Victoria in the Petite Martinique area, and also through FM frequencies of 89.4㎒, 92.9㎒ and 93.8㎒ in two broadcast sessions from 09:30 to 13:00 NAT (10:50 to 14:20 PPT) and from 16:45 to 20:00 NAT (18:05 to 21:20 PPT). Radio 12 began broadcasting at the beginning of its establishment in the three main Phineaner dialects, namely Hiliorian for listeners in both territories, as well as Gangwol and Taemhwanian for listeners in the Tri-State Area only. Radio 12 also broadcasts KBS 1Radio programs from two local KBS stations in Kota Hilir and the Tri-State Area. Due to the support and interest of the public in both regions, Radio 12 has increased its broadcast time, which has been extended from 07:30 to 12:00 NAT (08:50 to 13:20 PPT) and 16:00 to 20:00 NAT (17:20 to 21:20 PPT) and broadcasts from the KBS headquarters at Stepanakert. The broadcasting area is only limited to the two regions through the FM frequencies there, however the whole country gets its broadcast from Victoria shortwave transmitter.
On April 10, RP 2602, the Twelve Program or the Light Blue Network was renamed KBS Radio 12 Special Administrative Region Service. In addition to broadcasting regular programs, Radio 12 Special Administration Regional Service also provides a 1-hour program in Istvanistani from 17:00 to 18:00 NAT called Voice of S.A.R. where the name of this program is the basis for the branding of this service in September RP 2615. This plan is specifically for tourists from abroad to get to know the two special administrative regions in terms of natural beauty, food, clothing and community culture of both special administrative regions.
In RP 2603, the frequency review of Radio 12 Special Administrative Region Service. has been implemented, while Radio 12 Special Administrative Region Service has gone one step further by putting together informative programs as well as fresh and lively entertainment. On January 10, RP 2604, Radio 12 was divided intotwo sets of programs, namely the Phineaner and dialect broadcast which uses FM waves and the bilingual Phineaner and Common Tongue broadcast which uses shortwave. On September 15, RP 2606, two FM frequencies were added to cover the Cyberaya area and northern Province Wellesley where both territories were established as SAR in the same year, and then ended its transmission in RP 2618 to RP 2619. In the same year, Radio 12 was added to its broadcasting time in the morning for 30 minutes where it started from 07:00 NAT (08:20 PPT), and also added for two hours in the evening where it ended broadcasting at 22:00 NAT (23:20 PPT), but it is broadcast from Tuesday to Saturday a week. Later it also added broadcast days until Sunday on January 1, RP 2607. The personality of the radio presenter was introduced that year, where a radio presenter was on duty every day according to a certain time - Tuesday to Sunday from 7:00 am to 10:00 am, 10:00 am to 12:00 noon, 4:00 pm to 7:00 pm and 7:00 pm to 10:00 pm.
On January 1, RP 2610, two separate Radio 12 program channels were merged and reorganized into a single program set network, Radio 12 was renamed as KBS 12Radio in line with the branding of the KBS radio service at the time, the broadcast content of KBS 12Radio also changed in line with the current the current development which is to focus more on human development programs as well as policy and propaganda programs, in line with the wishes and policies of the provisional government outlined by KBS. Various forms of programs have been held involving the elderly, young and children such as community development, news, drama, current events, song requests, entertainment songs including traditional songs published specifically from Kota Hilir and the Tri-State Area only. On the service's tenth anniversary, KBS 12Radio was rebranded as KBS Special Administrative Region Network (Phineaner: Rangkaian Wilayah Pentadbiran Khas), but the name "KBS 12Radio" was still retained, with an additional four hours of broadcast time until 14:00 NAT (15:20 PPT) on the side noon and until 02:00 NAT (00:20 PPT) in the evening. KBS 12Radio has started broadcasting in relay with the public broadcasters in Kota Hilir and the Tri-State Area through the frequencies owned by the public broadcasters, the frequencies are also shared to broadcast broadcasts from the public broadcasters in the two regions in the remaining broadcast time slots.
At 07:00 NAT on September 1, RP 2615, the KBS Special Administrative Regions Network officially changed its name to Voice of the Special Administrative Regions, referred to as Voice of S.A.R., this name was taken in conjunction with the name of the Istvanistani-language program at the beginning of its establishment, the increase in broadcast time was implemented during four hours and this service broadcasts for seventeen hours a day. The FM broadcast frequency was exchanged with KBS 2Radio which originally covered the Cyberaya area and its surroundings, and changed from 107.8㎒ to 101.2㎒. The short wave frequency power of the Voice of S.A.R. in Victoria, the Tri-State Area at night is increased to 500kW while in the morning it remains at 200kW. On March 15, RP 2616, after Western Nijima was established as a special administrative region in the west of Nijima Island after a humanitarian mission involving Phinbella, a new frequency was introduced to reach beyond the region, except for the entire island, however, this service is also available in the region via shortwave.
On 8 August RP 2616, KBS moved its headquarters to the Nilam Puri Inter-Phinbellan Broadcasting Complex in Negara Awan, so broadcasts from the old headquarters ended at 00:00 NAT and began broadcasting this service from its new headquarters the next day. The radio station for this service has been located on the second floor of the north wing in Wisma Radio and will be in use until RP 2618. On January 10, RP 2619, the Perseus Gemious Flynn Special Administrative Region Broadcasting and Information Research Institute located across the street between the KBS Intermicronational Broadcasting Center and Wisma Radio KBS, is also in the Nilam Puri Inter-Phinbellan Broadcasting Complex, has been officially opened. The center is responsible for the production and broadcasting of Voice of S.A.R. programs and news gathering platforms, as well as media production, all materials produced and published at the institute will be brought to Wisma Radio.
In parallel with the change in the status and boundaries of the administrative division in Phinbella, on December 1, RP 2618, the frequencies covering Province Wellesley and Western Nijima were ended this transmission, followed by the addition of frequencies in the Kantō-shū Islands shortly after the territory was established as the SAT, however, the frequencies that was also closed after the Kantō-shū Islands were downgraded as a federal state territory due to several factors. The frequency of this service in Cyberaya was also ended this transmission in few days after that.

The Sam-Sam language program broadcasts from 18:00 to 19:00 NAT in Kota Hilir and 19:20 to 20:20 PPT in the Tri-State Area every day, delivering government policy and current info and community columns in this language, and indeed aimed to the Sam-Sam community in both territories. This hour-long broadcast is filled with various local songs in the Sam-Sam language including songs produced from the federal territory and Tanah Tōnán'hyôrï.

Azan (call to prayer) broadcast
Call to prayer on KBS Voice of S.A.R. only played four times a day (Dhuhr, 'Asr, Maghrib and Isya') because this station starts broadcasting at 07:00 in the morning, and the call to prayer is played on this station at a set time that is calculated and discussed by the Phinbellan Umraist Development Department. Voice of S.A.R. broadcast together with local broadcasts in the four KBS broadcasting centers in the four special administrative territories to broadcast and play the call to prayer through specific FM and shortwave frequencies, such as the frequency in Oriental Taemhwan plays the call to prayer from Ҭvuҟovarь while the frequency in Tanah Baharu plays the call to prayer from Soekarnograd. The call to prayer at this station is presented by the Zakat Center from the Umraist and customs council in each territory.

Frequencies
At the beginning of the service, the broadcast was transmitted through a frequencies that covered Kota Hilir and the Tri-State Area only, as well as frequencies that covered other former special administrative territories whose transmissions were terminated at the end of RP 2618, while in Cyberaya in 10 July RP 2619, however Plazas de Irian can only receive broadcasts of this service via frequencies from the Tri-State Area. In RP 2619, the frequency for the Kantō-shū Islands transmitted but ended on 14 August. The frequencies to covering Tanah Baharu began to be transmitted on April 24, RP 2619, and to covering Oriental Hispanioéire Taemhwan was began transmitted on October 15, RP 2619 including shortwave in the city of Charlotte Amalie and Oyan Town. Now the Voice of S.A.R. broadcast through FM Mhz and three shortwave frequencies.
