Tanah Baharu is a special administrative territory of Phinbella, with executive, legislative and judicial powers devolved from the federal government. The government system in Tanah Baharu which is led by the executive has a majority Petrosian influence and a little Pallisican influence who inherited most of the system as a former Petrosian state and a former Pallisican dependency. Under this term and the principle of "one country, two systems" in the Constitution of the Federal Republic of Phinbella, the Basic Law of Tanah Baharu is the territorial constitution where it will be enacted and applied in the future. The territorial government of Tanah Baharu is divided into three branches which are executive, legislative and judicial.
- Executive: The Chief Executive is responsible for enforcing regional laws in Tanah Baharu, can reconsider existing laws, and appoint members of the Executive Council who are part of the legislature, and principal officials. Acting with the Executive Council, the Chief Executive can propose new bills, issue subordinate legislation, and has the power to dissolve the legislature. In case of emergency or public danger, the Chief Executive-in-Council is further empowered to enact any regulations necessary to restore public order in Tanah Baharu.
- Legislature: A unicameral Legislative Assembly known as the Legislative Assembly of Tanah Baharu enacts territorial laws, approves the budget, and has the power to dismiss the sitting Chief Executive.
- Judiciary: The Court of Final Appeal and lower courts where the judges are appointed by the Chief Executive on the advice of the recommendation commission, interpret existing laws in Tanah Baharu and annul laws that are inconsistent with the Basic Law of Tanah Baharu.
