THE COUNCIL OF PERFECTI instructs the The Directorate of the Tumultuous Wastes to prepare and disseminate official travel advice for Kalgachi citizens wishing to attend Benacia Cup matches, with the following recommendations: a) Fans of Nezeni ethnicity are advised against any travel to Shireroth for the tournament. Those who choose to make the journey do so at their own risk and are advised not to seek protection from Shirerithian authorities, as this will likely increase their exposure to acts of arbitrary harrassment, grievous bodily harm or summary murder by the junior ranks of local law enforcement. THE COUNCIL OF PERFECTI hereby releases Lord Xylem Wetherless from the offices and responsibilities of Lord Lieutenant of Oktavyan and Chair of the Lord Lieutenants' Council, with due and sincere gratitude for his lifetime of service to the Garden of Kalgachia in general and the Lieutenancy of Oktavyan in particular. 2. Lord Wetherless shall retain, at the pleasure and expense of the Kalgachi state for the remainder of his physical lifespan, the appellation of 'Lord' along with salary, domiciles, transport arrangements, domestic service and security clearances equivalent to those appropriate for holders of his vacated office. 3. One Rubina Xantievna Prepodava Yastreb of Oktavyan City is hereby appointed Lady Lieutenant of Oktavyan and Chair of the Lord Lieutenants' Council, tasked with implementing the will of the Council of Perfecti in the Lieutenancy of Oktavyan and coordinating Kalgachia's other Lieutenancies in their implementation of the same. 4. The Council of Perfecti confirms the tenability in office of Lady Lieutenant Beatrice Formicida of Lepidopterum, transcendant of concerns raised by Lady Yastreb, and expresses full confidence in the latter to work with the entire Lord Lieutenants' Council in the spirit of righteous jollity and the welfare of the Kalgachi people, undefiled by the Archon of Untrammelled Hatred whose corruptions must forever be checked by the vigilance of the Garden's enlightened children.
Thanksday Springhigh 24th, 177 AL	Zinkgraven's Demise and Elwynnese Civil War: National Thanksgiving and Piss-up	WHEREAS news has reached the Garden of Kalgachia that one Waldemar Zinkgraven, scourge of Benacian and Keltian civilisation, prime agent of the Archons Irredeemable and pitiless devourer of innocent souls, has met his due and just demise at the hands of the Garden's fearless allies in the Kingdom of Nova England, AND WHEREAS this joyous occasion has occurred in tandem with the compulsion of the vile Nationalist-Humanist cadres to wreak cannibalistic havoc within the borders of their Shirerithian host body, the latter now justly punished for tolerating the ascent of an unaccountable and rapacious military caste in the face of repeated warnings, AND WHEREAS this natural and proper reversion to Shireroth's ancient historical precedent has granted wider Micran civilisation a reprieve from the pervasive oppression and gratuitous bloodshed which has characterised the lives of recent generations the world over, AND WHEREAS these things are cause for much rejoicing, 1. THE COUNCIL OF PERFECTI instructs all employers within the Garden of Kalgachia excepting the spiritual offices of the Church of Kalgachia, the Kalgachi Defence Force, the Prefects and all premises serving alcoholic beverages to the public, to suspend their operations the day after the publication of This Order (hereafter the day in question) such that its employees are able to properly celebrate recent events. Excepted employers shall nonetheless make all possible arrangements for their own celebration without prejudice to their daily operations. 2. Premises serving alcoholic beverages to the public are instructed to remain closed until 1200 hours of the day in question, precedent to which time all Kalgachi churches, abbeys and cathedrals are instructed to conduct services of thanksgiving upon the present situation, of a duration not infringing beyond 1159 hours. 3. Kalgachi retailers of imported Nova English ale are instructed to provide it without charge from 1200 to 2359 hours on the day in question, but may implement such rationing practices as may be necessary to preserve their stocks until closing time. The Directorate of Labour and Economic Planning is instructed to reimburse the list price of all free-served ale upon petition by its retailers. 4. Byeday Springhigh 10th, 175 AL	RIB Normalisation and Military Honours	WHEREAS a civil dialogue has been established between the Garden of Kalgachia and the Republic of Inner Benacia, AND WHEREAS the Republic has instigated no further violations of Kalgachia's territorial integrity during this time, AND WHEREAS one Dr. Zakhar Slapagai, recently banished from the Directorate of Health and Public Welfare for the theft and illicit sale of opioid medications, has successfully discharged his duties as Extraordinary Envoy to the Dolmen as part of his penal service with the Directorate of the Tumultuous Wastes, 1. THE COUNCIL OF PERFECTI hereby recalls to Kalgachi territory all elements of the Kalgachi Defence Force presently operating upon those tracts of the Benacian mainland beyond the Kalgachi frontier, until further notice. 2. One Dr. Zakhar Slapagai, Extraordinary Envoy of the Garden of Kalgachia to the Dolmen of the Republic of Inner Benacia, having established a workable rapport with the prevailing elements of the latter polity, is hereby appointed Emissary of the Garden of Kalgachia to the Republic of Inner Benacia on a permanent basis. 3. The receipt of three deceased operatives of the KDF Special Purpose Regiment (Cossack Squadron) from the Republic of Inner Benacia is confirmed with gratitude. The request of Messrs. THE COUNCIL OF PERFECTI by This Order inaugurates the Lieutenancy of Lepidopterum comprising that territory circumscribed by the new Kalgachi frontier established pursuant to the Order of This Council dated Springrise 25th, 174 AL, excepting that segment north of the Minarborian-era border of Vollity and Whisperwood which is ascribed to the Lieutenancy of Bergburg and defaulted in title to the Church of Kalgachia (Pesakhnik) for due delineation into March and Parish. 2. Title to those parts of the Lieutenancy of Lepidopterum lying North of the planned Gravelbottom-Lepidopterum road, and South of the planned Gravelbottom-Lepidopterum railway, is granted intransferable to the administration of the Lieutenancy of Lepidopterum. Title to that part of the Lieutenancy of Lepidopterum lying between the planned Gravelbottom-Lepidopterum road and the planned Gravelbottom-Lepidopterum railway, inclusive of the city of Lepidopterum itself but excepting land requisitioned by the Kalgachi Defence Force or Prefects in reference to this Order, is defaulted to the Church of Kalgachia for due delineation into March and Parish. 4. One Beatrice Formicida, Parish Proctor of Tealsburrow in Lithead, is honourably dismissed from that office and hereby appointed Lady Lieutenant of Lepidopterum with immediate effect. 5. Thanksday Springrise 25th, 174 AL	Closure of the Lepidopterum Gap	WHEREAS The Garden of Kalgachia and the Kasterburger Republic are agreed that their continued seperation by ungoverned territory is intolerable in the face of their neighbourly relations, AND WHEREAS both nations are in the material position to secure a common frontier in the name of mutual security, prosperity and the general restoration of civilisation to the Benacian continent, AND WHEREAS the Nezeni population of the fallen city of Lepidopterum, final nest of the Broodmother, would in the long term be greatly emperilled were any Benacian power other than Kalgachia to assert its governance among them, AND WHEREAS that ground between Lepidopterum and the present Kalgachi frontier, although topographically indefensible, presents an ideal venue for the massed relocation of regional Tyrannocricetus aliger populations into a controlled biomic minefield of the Minarborian style, thereby providing some relief for the Tee-al afflicted peoples of both Kalgachia and Kasterburg, 1. THE COUNCIL OF PERFECTI by this instrument asserts full and exclusive Kalgachi sovereignty over that portion of ungoverned territory between the present Kalgachi frontier at Gravelbottom and the fallen city of Lepidopterum, resting place of the Broodmother, inclusive of such lands either side of that axis as might present a coherent frontier, in accordance with the Schedule to this Order. 2. The Kalgachi Defence Force is instructed to conclude Operation Beefsteak with immediate effect and to redeploy its constituent forces - namely the 3rd Cossack Regiment Shumyanov, the 7th and 8th Squadrons of the 2nd Kossar Regiment Ha-Esh Volyri and the 15th Whirdlebirb Squadron - to the abovegiven area where they are to be reinforced by the following: a) From the 1st Oktavyan Division - the 3rd Infantry Regiment, the 2nd Whirdlebirb Squadron, the 1st Electronic Warfare Battalion and such elements of the Special Purpose Regiment as are not presently engaged on other operations. b) From the 4th Jollity Division - the 10th Infantry Regiment, the 10th Whirdlebirb Squadron and the 4th Electronic Warfare Battalion. c) From the 6th Bergburg Division - the 15th Infantry Regiment, the 27th and 28th Underground Infantry Battalions and the remaining 5th and 6th Ha-Esh Volyri Kossar Squadrons. d) From the 7th Lithead Division - the 17th and 18th Infantry Regiments; the 30th and 31st Underground Infantry Battalions, the 17th and 18th Whirdlebirb Squadrons and the 11th Air Defence Battalion, the hardware of the latter to be disengaged from its road transport elements and rigged for heli-lift. e) 45 Frontier Patrol Units of the Prefects' Border Guard Service deployed from quieter portions of the existing Kalgachi frontier at the Prefects' discretion. 2. The abovegiven force is designated Task Group Celestine within the auspices of Operation Broodmother, whose command staff shall be led by two KDF Brigadiers and one equivalent officer of the Prefects, the latter of whom shall serve as staff chair and overall Task Group commander subordinate only to the Council of Perfecti itself. Task Group Celestine is instructed to pursue the following objectives immediately upon arrival: a) The establishment of a coherent and secure frontier line about the perimeter of the new Kalgachi territory, incorporating upon its western boundary a functional and amiable line of contact with the advancing forces of the Kasterburger Republic and the establishment of such operational liaisons and agreed crossing points as may subsequently be required. b) The location and deportation/liquidation of criminal or heretical elements within the secure frontier in line with the requirements of the Oktavyan Code, and the referral of compliant elements to the Prefects for citizenship processing. 3. Title to all new territory obtained through the execution of this Order is reserved in the first instance to the Lieutenancy of Oktavyan for administrative purposes, without apportionment to the Church of Kalgachia or any organ of state, until the matter of its final jurisdiction is settled. The command of Task Group Celestine is responsible for the daily administration of the territory until such time as secured portions can be transferred to the oversight of civil authorities. 4. Due notice of this order and its implications shall be forwarded to the Sxiro-Kalgachi Military Coordination Council. THE COUNCIL OF PERFECTI is solemnly and regretfully disposed to announce the death of Ilessa Zakatte Aerit, Pedagogue General of the Garden, from complications of childbirth. 2. The Council directs the administration of the Abiding Rustle Elementary School in the Parish of Frostypeeps, Oktavyan, to place at the Council's disposal the following: a) a portion of land located at the centre of Abiding Rustle's school playground sufficient to perform an interment and erect thereupon an appropriate memorial, and b) ten final-year pupils from Abiding Rustle, of sufficient physical condition and emotional resilience to serve as pallbearers. 3.
