ARF – Association of Commercial Broadcasters of the Federation of Phinbella (Sangunese: フィンベラ連邦の商業放送局の作業部会, translit.: Finbera renpō no shōgyō hōsōkyoku no sagyō bukai?, Germanian: Arbeitsgemeinschaft der kommerziellen Rundfunkanstalten der Föderation von Phinbella; Phineaner: Persatuan Penyiar Komersial Persekutuan; Taesongean: 핀벨라연방의상업방송국의작업부회; Hanja: 핀벨라連邦의商業放送局의作業部会; RR: Phinbella Yeonbang-ui Sangeop Bangsongguk-ui Jakeobbuhoe; Batavian: Vereniging van de Commerciële Omroepinstellingen van de Federatie van Phinbella; Afrikaans: Vereniging van die kommersiële uitsaaiers-instellings van die federasie van Phinbella) is a joint organization of Phinbellan regional commercial radio and television network broadcasters, the television network is fully controlled by the Dōmoyuchi Shimbun newspaper. It was founded in -25BP as a commercial broadcasting network to represent the common interests of new and decentralized broadcasting services – in particular the introduction of joint broadcasting networks in the Free area of the Federation, dependencies and the special administrative territories. The network's responsibilities include the syndication of entity-wide non-news television programs and television news programs to its regional affiliates, and the exchange of news between stations.
ARF maintains and operates a Federation-wide television network known as De Veertiende ("The Fourteenth") where it is broadcast terrestrially on Channel 14 in Negara Awan. The ARF network – De Veertiende began broadcasting on 14 September -28BP under the name Phinbellasche Commerciële Televisie (フィンベラの商業テレビ, Finbera no shōgyō terebi?, Kommerzielles Fernsehen von Phinbellan; Televisyen Komersial Phinbella), later renamed Federatie Eerste Commerciële Televisie – Kanaal 14 (連邦最初の商業テレビ – 第14チャンネル, Renpō saisho no shōgyō terebi – Dai 14 Chan'neru?, Föderation Erstes Kommerzielles Fernsehen – Kanal 14; Televisyen Komersial Pertama Persekutuan – Saluran 14) in -10BP corporate redesign in the same year; after that it adopted its current short name of De Veertiende in RP 2606. ARF also operates a 24-hour news channel, EineNews, which is available on subscription television platforms and also broadcasts on selected ARF affiliates during the night. The programmes produced by the ARF are broadcast through its terrestrial broadcasting network throughout the Free area of the Federation, and it can also be broadcast outside of this entity and abroad via satellite services.
De Veertiende is also a key station for this network, until now ARF has approximately 20 affiliated stations throughout the Free area of the Federation, and it also has satellite stations for programs that were once broadcast by ARF stations. ARF affiliate stations operate 50 regional and local radio stations and 20 regional television networks, some of which have opted out of entity-wide daytime programming.

‡commercial broadcasting institution means a broadcaster that is not owned by the government, nor a government-owned company, but is owned by a public company that is commercially generated and traded freely on the stock exchange. This means that ARF can be 'owned' by anyone.
Early stages
The history of ARF begins in -43BP, where a broadcaster and radio presenter at the time, Steve van Sterich-chan (best known as the main supporter of Voice of Free Forajasaki) stated that commercial broadcasting would be established in the Phineonesian region, especially in Phinbella and Forajasaki. The structure of local broadcasting in the Phineonesian region, the rejection of government influence, and also affiliation with the press and their respective ideologies are key to commercial and private radio and television institutions. According to the Kunapuran-Forajasakian writer, Ferdinand Muragan, Steve had recommended a prominent newspaper publishing company owner, Matsuhiro Takamayaki along with other local newspaper agency executives to form an institution for commercial broadcasters under the newspaper agency. Matsuhiro then persuaded the government authorities of the time to establish a commercial broadcasting network in the Phinbellan area only, and not in the rest of the Phinbellan region, especially in Taemhwanian area. As a result of that discussion, the first commercial radio station was launched in Melekeok in -42BP. Since the first commercial radio station was launched, there have been several local commercial radio stations launched during that period and merged with the first radio station. Until -34BP, as many as 10 local commercial radio stations were launched.
In -32BP, the first TV broadcasting license for a commercial broadcaster was granted to Matsuhiro through Dōmoyuchi Press, and since then, the Phinbellan Commercial Television Network Corporation was established on January 10, -30BP. However, due to delays in delivering the equipment used for broadcasting, testing was postponed with significant from the scheduled initial date. It led to public broadcasters AVRO, PPAR, SPIP, FKTRV and FCRV establishing the Phinbellan Television Foundation (PhTF-PhTS; now known as FPPO 1) and becoming the first to start broadcasting TV programs on 20 December -29BP. On September 8, -28BP, KFP began broadcasting trials and eight days later, on September 14, KFP officially began broadcasting TV programs as the first commercial broadcaster in Phinbella, and it was also the second commercial television channel in the Phineonesian region after Media Sinar TV5 in Forajasaki.
KFP noticed that the large number of new TV licenses issued by the Inter-Phinbella Postal Authority in the late -30BPs, although plans to expand ARF's radio and television broadcasts throughout Phinbella did not proceed because the licenses granted to KFP were limited to the Kernsopolis and Tampines areas only, a broadcasting station for the Nah'yok Bouki sector based in Providenciales was established by the Dōmoyuchi Shimbun Group and granted a separate broadcasting license for the entire Keijinshin metropolitan area under the name Sender Freies Providenciales. In early -27BP, Dōmoyuchi Shimbun and Phinbellan Commercial Television began to establish TV stations outside the Kernsopolis-Tampines area, and in the same year SFP-TV began broadcasting on March 10 which marked the beginning of KFP's expansion to the Keijinshin area including Danville and its surroundings.

Programming
Radio
Like radio stations in other public and commercial broadcasting networks, ARF member stations also usually produce their own radio programming. Some ARF member stations usually partner with ARF centralized radio stations for common radio service in most of their market areas. Most ARF affiliate stations have at least three to five radio stations including FM radio stations for different programming, be it news, youth and music oriented. At night several member stations will deliver regular evening programming produced on a rotating system by the ARF stations themselves, the programming is divided into four services which are: ヒットナイト hittonaito (light music), 夜のコンサート yoru no konsāto (classical music), インフォナイト infonaito (all news) and ポップナイト poppunaito (pop music). Most services in ARF member radio stations are on both the AM and FM broadcast bands, although some services are also available on DAB.

Apart from 17 affiliated members, ARF also has 25 correspondent offices throughout Phinbella including in Kota Hilir, Tri-State Area, Tanah Baharu and Oriental Hispanioéire Taemhwan, and outside Phinbella including in Forajasaki, Plazas de Irian, Sanpantul (Çakaristan), Hurmu, Craitland and some other countries.
