Heijō (Sangunese: 平城, translit.: Heijō?, Taesongean: 평성; RRPyeongseong; MRP'yŏngsŏng), officially Heijō City (Sangunese: 平城市, translit.: Heijō-shi?, Phineaner: Kota Heijō; Taesongean: 평성시; RRPyeongseong-si; MRP'yŏngsŏng-shi) or Heijō Directly-Administered City (Sangunese: 平城直轄市, translit.: Heijō-chokkatsushi?, Phineaner: Kota Pentadbiran Langsung Heijō; Taesongean: 평성직할시; RRPyeongseong Jikhalsi), also known as Kertsch or Kerҵ (Yapreayan: Kerҵㄎㄜㄖㄓ()()()()()()()()()()()()()(); Ashkenatzi: קערטש; romanization: Kertsh), formally known as Pengkalan Elopura and Port Arthur (Phineaner: Labuan Arthur), is a Phinbellan proposed directly-administered metropolitan city and major seaport city located east of Eura, in the region of Phinbellan Euran States. It will be the one of four directly administered cities besides Cyberaya, Gýordonz and Liancourt Rocks, and this city is also the second most populous city in the Phinbellan Euran States after Hōkø in Shandānø'kaí. Heijō is bordered by land with the territory of Aziziyah with the New Wina collectivity to the north, Sarubian city to the south and Thuringia collectivity to the west, and maritime border with Rocher region to the west and north and the Surenid-Imperial Federation island of Béihagh to the east where it is separated through the Bohai Strait. The city is divided into seven districts and a satellite city which is an archipelago. The population figure in the city as of 1734 AN is 2,840,881 people of which 2,298,312 people live in built-up areas, while the metro area is around 3,189,771 people. The city has a string of beaches along the entire coastline where it is suitable as a place for leisure and picnics. The city has a navigable river, it is known as the Heijō River measuring 68 kilometers long where it flows from Mount Liyubud in Hulu Trang to the Bohai Strait in the city center.

Heijō is so famous for its duty-free shopping, that it is nicknamed the "Duty-Free Metropolitan City" (Phineaner: Kota Metropolitan Bebas Cukai). The city is one of the twenty-four Phinbellan duty-free zones, and also one of the duty-free zones that is not located on the land border, but is located directly adjacent to the island of Béihagh. Apart from Heijō, what will become a duty-free zone in PES is in the Syōnan Archipelago. The city also a financial, shipping and logistics center for the Phinbellan Euran States, has also developed into the PES' region main hub for coastal tourism, including as a shopping destination due to duty-free. Heijō has the important history of being used by Phineonesian and foreign powers for its port. This city was formerly the fishing village. The most important history in Heijō is the group of mutineers from the Barinean cruise ship HVS New Territories consisting of residents of the towns of Batang Padang, Saporok and the Telipot (Bluie) Islands of the mixed Tōnán'hyôrïan-Yapreayan men, women and teenagers, and fifteen Yehudi men who were with them, where the ship departed from the port of Pos Jor, came to this city in -56BP and opened a settlement there, and the second wave was from the group of 75 HVS Tapah mutineers and 840 ship passengers, who came to the city in -12BP, until its creation the Heijōnese were a biracial ethnic group mostly descended from the HVS-NT, HVS Tapah mutineers and a handful of Yapreayan slaves. The city was established by the mutineers at the time and leased to the Barinean and Shintarian concession in -44BP.
