IPT is a Phinbellan free-to-air commercial television network. It is branded as IPT1 in most of territories in Phinbella, while in Oriental Taemhwan and the Scattered Islands it is branded as TTV, and in Kōkai, Syōnan Archipelago, Heijō and Nod-Krai it is branded as NTV. Launched in -26BP as Independent Phineonesian Television (Phineaner: Televisyen Independen Phineonesia) to provide competition to the Public Affairs Television Foundation (now FPPO 5 and FPPO 8), Föderation Erstes Kommerzielles Fernsehen (now ARF De Veertinde) and Relay Television. IPT is the third oldest commercial network in Phinbella. The IPT network was known to many viewers as "Channel Nine" to distinguish it from the other analogue channels at the time: KBS with channels 4 and 10, FPPO with channels 5, 8 and 12, ARF on channel 14, RTV with channels 17 and 18, NNN on channel 7, TBS on channel 11 and DBS on channel 16.
For decades, IPT was a broadcasting network with separate companies in each region or territory providing regional television services and also sharing programmes between themselves for broadcast across the network. Each broadcasting franchise in Phinbella was originally owned by a different company. However, the regional franchise companies merged into one entity where the regional broadcasting franchises are held by three different companies according to their respective areas: IPT ltd. which operates IPT1, TTV Group which operates TTV and NTV ltd. which operates the NTV.
IPT network is a separate entity from IPT ltd. which was formed after the merger of several regional franchises in Phinbella in the early RP 2610s. IPT ltd. holds the television broadcasting license on channel 9 for each territory in Phinbella except Oriental Taemhwan held by TTV Group and northern Phinbellan Euran States region (including Syōnan Archipelago) held by NTV ltd..
However, each regional IPT network may have its own regional programs including entertainment programs, news and some current affairs series, as well as syndicated programs.
History
After the two channels of the Public Affairs Television Foundation in -29BP and the Föderation Erstes Kommerzielles Fernsehen in -28BP, TV had become an important medium in the Phineonesia region (except for Forajasaki where television services had been in existence since -59BP). In -28BP, a statutory body known as the Phineonesian Independent Television Authority (PhITA, later the Phineonesian Independent Broadcasting Authority (IBA)) was created by the territorial Department of Posts and Telecommunications to strictly regulate the industry and award television broadcasting franchises, as well as create TV stations that focused on education and entertainment simultaneously. On 10 November -28BP, the territorial Department of Posts and Telecommunications issued frequency allocations on channels 9, 11, 15, 16, 17 and 18, and the Gangwol and Tampines regions were granted three licenses in total. Three licenses were awarded for channels 9, 15, 17 and 18 to the Phineonesian Independent Television Authority, while channels 11 and 16 were opened for private bidding.
Bidding for the ITA franchise was opened for channels 9 and 15 with separate allocation of franchises on weekdays (Tuesday to Saturday) and weekends (Saturday to Monday), meanwhile, for channels 17 and 18 to be used for daily broadcasting franchises, it was awarded to Broadcast Relay Service Phinbella leading to the launch of RTV in -27BP.
Among the first bidders for channels 9 and 15 were film production companies Veteranians and Tan'ei Company, educational production group Ōbeikei Educational Institute (OEI), radio broadcaster Zennichi Hōsō and Broadcast Relay Service Phinbella itself. On 1 September -27BP, the applications of Veteranians, Ōbeikei, Zennichi and BRS were consolidated by ITA into a single franchise, Capital Edutainment Television, which was later acquired on 8 September for the license in the Gangwol region and Tampines and Gýordonz city. In the Keijinshin metropolitan area, the ITA awarded a franchise license to Keiki Television Broadcasting Co., Ltd. (京畿テレビ放送株式会社) in October -27BP, for commercial broadcasting extending to the metropolitan area, and it was granted the license in December of the same year to be broadcast on channel 9 in its coverage area. ITA also awarded Hsinking Television the franchise for channel 9 covering Kōkai State and the Syōnan Archipelago in January -26BP.
On December 1, -27BP, Capital Edutainment Television held its first shareholders' meeting and changed its franchise name to Independent Edutainment Television Co., Ltd. (IET). On Christmas Eve -27BP, IET began its test transmissions. On 9 January -26BP, their broadcasting license was approved, and test transmissions continued nightly. IET was launched on 11 February of the same year as the first IPT service to be launched, with services in the Keijinshin metropolitan area and Kōkai State launched in June and November of the same year respectively. Following this launch, the ITA awarded more franchises until the entire Phinbellan area was covered by fourteen regional stations, all of which were launched in -23BP.
The network has been modified several times through franchise reviews that have occurred four times in -20BP, -14BP, -7BP and RP 2600, during which the broadcast area has changed and the service operator has been replaced. As a result, several operators have left the channel 9 network, with some regional stations still holding weekend franchises, particularly those in metropolitan areas, while others have dropped out (like in the Gangwol region, there are only two franchises, which is IET for weekdays and THT for weekends). As many regional broadcasters in Phinbella began to emerge as IPT franchises, this led to the launch of the All-Phineonesian News Network (ANN) on April 1, -22BP, the country's 4th national network, with IET producing national news and other nationally produced programmes for regional channels that had joined the IPT network. In -17BP, the addition of franchises including breakfast franchises and teletext services occurred. Achim Telebijeon was the first franchise to operate a breakfast service which operated from 06:00 to 09:30 NAT, and later in -12BP, the breakfast broadcast service was taken over by a new franchise with its main program, Start! Morning in Negara Awan (출발! 구름의왕국의아침).
Following a major change in -6BP which led to a relaxation of IBA supervision; whereby companies were able to buy other regional IPT companies and franchises were now awarded on the basis of a bidding auction, with few safeguards in place. In -5BP, one of the largest bidding auctions in IPT history took place which led to a change in regional franchises. In -3BP, a number of IPT franchise networks joined forces to have high-definition satellite broadcasts, IPT network has airtime on the Hi-Vision test channel every Saturday from 11:00 to 15:00 and 19:00 to 21:00 NAT.
