It was established on June 1, 2023 as a result of the separation from the Phinbellan Unincorporated Territory together with Drusselstein. Turku and Hōri border the territory of Dindings to the southwest and Drusselstein to the east. Oriental Hispanioéire Taemhwan's district of the province of Ïeu'ryádoche as well as the Tanah Adélie district both lied to the west and district of Sriepska Krajina to the north and northeast. Turku and Hōri also border the Territory of Taemhwanian Frontier Settlements Area to the south. The capital and largest city of this territory is the Kampung Raja located on the banks of the Turku River, and it is also the economic center and seat of the Turkuhōrian territorial government. This territory has an area of 3,641 square kilometers and has a population of 4,491,827 people who are made up of various ethnic groups including Phineaner, Creole, Bajau Samah, Taesongean, Sangunese and others. Turku and Hōri are geographically divided into two areas, the highlands in the northwest and the coastal inland areas in the southeast, the highlands are known as the Dent Highlands where the highest point in this territory is located, which is Mount Ichitako which is 1,681 meters high, and the famous resort of Bukit Furious is also located on the highlands. The Turku River and the Hōri River are the two main rivers in this territory, with the Turku River being the longest. These rivers play vital roles in the territorial landscape, providing natural resources and opportunities for trade and transportation.
Turku and Hōri is one of the homes of the creole community after Dindings. The history of this territory starts from the colonization of Shintaro in the Turku river valley area and Barine in the Hōri river valley area. The Shintarian Crown Colony of Turku was founded in 1908 to bring the slaves of various descents to work in the colony, while the Hōri area was established as a territory controlled by the Barine-based Royal Barinean Hōri Trade Company in 1914, the two colonies were united on April 26, 1961 through the Treaty of Matsu, marking the unification of the Shintarian Crown Colony of Turku and the Barinean-controlled Hōri area. This pivotal agreement fostered a sense of cohesion and unity among the inhabitants of Turku and Hōri, leading to a shared vision for the future. The treaty not only solidified their combined governance but also laid the groundwork for further societal advancements and cultural integration. The Treaty of Matsu 1961 provided for the unification between the two areas under the auspices of Shintaro, it also provided for direct foreign intervention including from Barine or any foreign power in the vicinity. Meanwhile, Prince Rhodes Island which was made a penal colony by the Shintarian authorities was officially incorporated into the colony effective October 14, 1962, followed by nearby Shintarian Crown Colony of Dindings where it was incorporated in 1965. Gemeente Besut which is a settlement for the Turkuhōrian Creole community, which is a community of descendants of slaves freed from the owners of the area was incorporated into the territory in 1981. The incorporation of Gemeente Besut which is where Kampung Raja is located into the territory was a testament to the commitment of Turku and Hōri to preserving and nurturing their cultural heritage. Turku and Hōri joined the Phinbellan provisional government through the Treaty of Yandayo signed in 2008, Phinbellan reformed the administration of the territory through a new style of government, actively promoting a market-driven economy and maintaining law and order, but the tradition of slavery involving slaves of Jews and Yapreayan descent was still widely practiced in some areas of Turku and Hōri at the time, and the tradition was subsequently discontinued in 2016. The Territory of Dindings officially separated from this territory and was transferred to the direct administrative control of the Phinbellan provisional government in in 2010. In 2016, Turku and Hōri gained full independence through the Federal Republic of Phinbella but were absorbed and transferred control into an unincorporated territory along with Dindings. On June 1, 2023, the Turku and Hōri region together with neighboring Drusselstein was separated from the unincorporated territory, and Turku and Hōri became the tenth and newest territory of the federated state in the Free area of the Federation.
Turku and Hōri have ethnic, cultural and linguistic diversity, the Turkuhōrian culture is quite different from other Phineaner or Phinbellan cultures throughout Phinbella or in the Free area of the Federation. This territory is famous for several traditional dances: bubu, dabus, geghopak, berehniangka, tshanggong or tzanggong, limbai and barongsai, as well as several other cultures such as wau turku, dikir jomo or dikir oghang, paluan gumbeh, isun-isun, gasing and labu cherman, the latter name also refers to the unique traditional Turku and Hōri pottery. The head of the territory is a Governor, known as Yang di-Pertua Wilayah, and the head of government is the Chief Minister. The government is modeled closely on the Westminster parliamentary system, with territorial administration divided into administrative districts. Phineaner, Taesongean and Sangunese are recognized as the official languages of Turku and Hōri, but Turkuhōrian Phineaner is the main dialect in this territory where it is spoken in the Turku and Hōri river valleys, this dialect is incomprehensible even to some standard Phineaner speakers. Turku and Hōri are territory of federal state in the Free area of the Federation that have Yapreayan descendants, unlike other territories that do not have a Yapreayan population.
