Heijō (Sangunese: 平城, translit.: Heijō, Taesongean: 평성; RR: Pyeongseong; MR: P'yŏngsŏng), officially Heijō City (Sangunese: 平城市, translit.: Heijō-shi, Phineaner: Kota Heijō; Taesongean: 평성시; RR: Pyeongseong-si; MR: P'yŏngsŏng-shi) or Heijō Directly-Administered City (Sangunese: 平城直轄市, translit.: Heijō-chokkatsushi, Phineaner: Kota Pentadbiran Langsung Heijō; Taesongean: 평성직할시; RR: Pyeongseong Jikhalsi), also known as Kertsch or Kerҵ (Yapreayan: Kerҵ（ㄎㄜㄖㄓ）()()()()()()()()()()()()()(); Ashkenatzi: קערטש; romanization: Kertsh) is a Phinbellan proposed directly-administered metropolitan city and major seaport city located east of Eura, in the region of Phinbellan Euran States. It will be the one of four directly administered cities besides Cyberaya, Gýordonz and Liancourt Rocks, and this city is also the second most populous city in the Phinbellan Euran States after Hōkø in Shandānø'kaí. Heijō is bordered by land with the territory of Aziziyah with the New Wina collectivity to the north, Sarubian city to the south and Thuringia collectivity to the west, and maritime border with Rocher region to the west and north and the Surenid-Imperial Federation island of Béihagh to the east. The population figure in the city as of 1734 AN is 2,840,881 people of which 2,298,312 people live in built-up areas, while the metro area is around 3,189,771 people. The city is divided into seven districts and a satellite city.
