The Confederacy of the Dispossessed is a pan-Greenist international militant resistance movement arising from the Green (the Micras nullius, unclaimed lands in Micras) in parts of Keltia, Corum, and Eura in 1717 AN. The Confederacy was formed in response to the series of territorial expansions and offensives launched by the Raspur Pact to gain control of territories that were recently vacated by the Haifo-Pallisican Imperial Trade Union. The "Dispossessed" self-identify as a vanguard spearheading a global revolution against all recognized and established nations by the people of the Green, uniting all its lands to create a grand supranational alliance, known as the Verdant Confederacy. It is not known if the Confederacy aims to establish its own state in the future, but it does support the restoration of many nations that previously existed - if only to disrupt and further expand their influence around Micras.

Composed of hundreds of thousands of different members around Micras, it houses different diaspora or stateless groups and communities living in the Green. The organization is led by officials and fighters from the former Bassarid Empire, Babkha, Ocia, Ergonia, Ostland, and many other stateless diasporas. Mercenaries, pirates, and many other groups around Micras are known to support the Confederacy, with most of them maintaining mutual defense pacts. At its inception, the Confederacy also counted with the full support and participation of the Wakara Kingdom in Keltia until their full defection and integration into Nouvelle Alexandrie at the end of Operation Purple Splendor and the foundation of Boriquén. One of its closest and most powerful partners remains Azad Eura, a similar organization strictly based in Eura that initially rose in 1666 AN[1] to resist the clash between the USSO and the Raspur Pact during the Sxiro-Jingdaoese Confrontation.

The Confederacy has mounted significant attacks and military offensives with its partners and allies aimed at stemming the growth of the Raspur Pact nations, triggering a series of conflicts (as of 1730 AN) still ongoing called the Wars of the Dispossessed. Initially experiencing significant success, towards the end of 1717 AN, the Confederacy of the Dispossessed achieved more or less full control over Moorland following the Evacuation of Moorland. This would be mirrored by successes in Normark and Ostland throughout the final months of that same year. The Eastern Eura Trade Association would also come to be aligned with the Confederacy of the Dispossessed following its successful defence of Norasht and Rei against an offensive launched by the Trans-Euran Command of the Raspur Pact during the same time period. Since 1717 AN, the Confederacy has experienced a mix of significant defeats and stunning upset victories in many different resistance theatres around Micras. In 1718 AN, the Confederacy scored a significant victory by shooting down Condor One, the airplane carrying King Manco Cápac of Nouvelle Alexandrie and Basileus Giakoumis of Constancia. This triggered a massive crushing response and offensive around the world by the Raspur Pact and, separately by other nations as well, that significantly degraded the Confederacy in Keltia and Corum. Despite this response, the Confederacy maintains a significant resistance in the remaining unclaimed lands in Eura and Keltia. The discovery of Alexandrium in Eura in 1729 AN[2] offered the Confederacy and its allies a significant source of power, finance, and possibly weaponry. This has produced further conflict, triggering a series of wars around Eura called the Alexandrium Wars.

Currently, the Confederacy counts with several ships, significant sources of ammo and equipment obtained from collapsed nations, especially the Bassarid Empire. Specific details about its strength and organization are not precisely known, but rather accurate estimates of strength may be gathered based on evidence gathered at battles, border security operations, and through foreign intelligence reports.

Etymology

The name of the Confederacy comes from many different sources. The Confederacy is a grand and rather loose international coalition of militant groups, slavers, independence movements, pirates, mercenaries, and smugglers. The loose and wholly voluntary arrangement was initially inspired by the writings of Lucius Tanah-Leyte, an Ocian early Dispossessed leader and thinker. In his influential pan-Greenist pamphlet, The Wretched of the Green, he writes, "what is needed most is a Confederacy of all the Dispossessed and the Stateless of Micras, to rise and defend our families and bring real and lasting peace." The phrase entered the pan-Greenist discourse and soon came to name the entire militant organization, having been widely adopted as common parlance quickly.

Some members of the Confederacy claim that the name "Dispossessed" reflects their status as outcasts and refugees from the various conflicts and upheavals that have rocked their homelands. They see themselves as a group of people who have been abandoned by their governments and left to fend for themselves, forced to turn to piracy and rebellion in order to survive. According to this narrative, the Confederacy is a coalition of the oppressed, united in their struggle against tyranny and oppression. However, others suggest that the name "Dispossessed" is more of a misnomer, and that the group is made up of opportunistic criminals and mercenaries who have little interest in political or ideological causes.

History

In the aftermath of the collapse of the Haifo-Pallisican Empire, the unclaimed lands of The Green became a breeding ground for lawlessness, pirate activity, and small-scale warfare. The Raspur Pact saw an opportunity to expand their territory and launched offensives to gain control of these abandoned territories. In response, the Dispossessed emerged as a resistance movement, with the goal of protecting their homes and preventing the Raspur Pact from seizing control of The Green. The Confederacy was founded in a series of meetings led by political thinker Lucius Tanah-Leyte, Fíalara Préidon (a former Bassarid sailor known as "the Red Admiral"), and Mads Frederiksen (Elwynnese soldier that escaped The Scouring known as "the Gunsmith") in 1716 AN in Passas. The developing collapse of the Bassarid Empire in Keltia, Corum, and Eura would trigger a scramble by neighboring nations to secure and annex the territories to expand and preserve their security. Expecting this, the meetings led to the founding of the Confederacy, centered around the pan-Greenist ideals of Tanah-Leyte, as described in his pamphlet The Wretched of the Green, of solidarity, resistance, and the destruction of all nations that seek to expand and conduct razzias in the Green. The group is seen as the direct, hostile response to the movements across many Micran capitals that held the tenet that "the Green must be conquered!"[3].

Towards the end of 1717 AN, the Dispossessed achieved more or less full control over Moorland following the Evacuation of Moorland. This would be mirrored by successes in Normark and Ostland throughout the final months of that same year. The Eastern Eura Trade Association would also come to be aligned with the Confederacy of the Dispossessed following its successful defence of Norasht and Rei against an offensive launched by the Trans-Euran Command of the Raspur Pact during the same time period.

Although driven back by the Federal Forces and Keltia Command in Passas, the year 1718 AN would see the Confederacy score another psychologically devastating victory over the Raspur Pact with the death of King Manco Cápac I and Basileus Giakoumis through the targeted shootdown of Condor One over Passas. The retaliatory orbital strike on Northman, conducted by the Natopian Spacefleet, and subsequent airstrikes could not disguise the disruption which had been caused to two key member states of the Pact.

As of 1728 AN, the confederacy had been largely expelled from its Keltian holdings, with the last bastions of the formerly wide ranging Corsair fleets being confined to the Norashti and Zinjibari coast of northeastern Eura and some parts of Corum.

Organisation

The Confederacy is led by a council of captains, with each captain representing a different corsair fleet or group of militias. The council is chaired by a rotating group of three captains, with each captain serving for a term of one year before being replaced by another captain. This ensures that no one captain can hold too much power or influence over the Confederacy. The council of captains meets regularly to discuss and make decisions on matters of importance to the Confederacy. However, the council is advised by a group of clan leaders, who represent the various groups and clans that make up the Confederacy. These leaders are chosen by their respective tribes and clans, and serve as advisors to the Council of Captains.

In this system, the council of captains provides the executive leadership of the Confederation, while the tribal leaders and parliament provide the checks and balances necessary to ensure that the council of captains does not abuse its power. The combination of a Council of Captains and a Clan Confederacy allows for a diverse range of voices to be heard in decision-making, while ensuring that the Confederacy remains agile and nimble in its actions.

As of 1717 AN the Confederacy of the Dispossessed is believed to be formed of twelve corsair fleets operating in the Sea of Storms and a thirteenth fleet operating in the Strait of Haifa. The highly independent nature of these piratical fleets, each purported to be under the command of a captain-general, has meant that, in spite of the rumored existence of an "Emperor" amongst their numbers, has meant that they seemingly lack the cohesion necessary to form a state. Nonetheless, their access to warships, military hardware, munitions, supplies, and trained naval crews, combined with their willingness to rove far and wide in plundering expeditions as well as in support of the disinherited of the Green, means that these corsair fleets, specializing in sudden descents on under defended coastal regions, could become a significant threat for years to come.
