Subdivisions

The Provincial Assemblies of Jingdao were established in 1692 AN to govern the zhou. In an attempt to halt criticism on the national government for setbacks or failures, a series of reforms introduced a parliament for each zhou. Those assemblies were blamed for any failures of the government, from crop failures to financial troubles.

Each Provincial Assembly is presided by the Governor (Taizhou), or in his absence the most senior nobleman. Membership is not limited to any social class. However, as a member does not earn any income, the most impoverished groups were unable to be represented.
