The 1489 Grand Consul election was the second election held for the position of presiding officer of the Natopian Senate. The election was conducted under a new constitution that separated the Chancellor's parliamentarian functions into a new office, the Grand Consul. The Grand Consul was given strong powers to make the legislative branch appear more independent. The office of Grand Chancellor retained its head of state, head of government, and commander-in-chief powers. Andi Shin was elected by a unanimous Senate after being nominated by Nathan Waffel-Paine, who still served as Grand Chancellor.
Within the year, however, Shin retired due to lack of real authority when it became clear he was to approve all of Waffel-Paine's policy proposals. Without calling for a new election, Waffel-Paine assumed the Grand Consul's title and duties until 1498.
