The Federation of Nouvelle Alexandrie, also known as Nouvelle Alexandrie or New Alexandria, is a confederation of two formerly sovereign nations, Alduria and the Wechua Nation, and 8 other Regions. Its territory covers land and islands in northwestern Eura and near central and southeastern Keltia. The capital of the Federation is the city of Cárdenas, which makes up the Federal Capital District. Other major urban areas include the cities of Punta Santiago, Parap, Rimarima, Piriya, Behaurnais, Fort Laons, Judah, and San Luis. The federation has a population of 216,892,547 inhabitants as of 1694 AN.

Nouvelle Alexandrie is a multinational state with a federal and secular parliamentary monarchy, with King Manco Cápac I as head of state and President of the Government Augustus Strong as its head of government.

Alduria-Wechua’s territory is positioned along some of the most important shipping and transport lanes of the world. It also counts with one of the largest deposits of hydrocarbon resources, located on both the Euran and Keltian continent. Its prominent location along international trade routes is reflected in the diversity of the country and its largest cultural regions: Aldurian (Alexandrian and Caputian), Wechua, Babkhi, Ladino, and Leonés.

The country is a member of the Micras Treaty Organization (MTO) and the Raspur Pact (RP).

Government

Executive

Chapter V of the Proclamation of Punta Santiago provides that the Executive consists of the King, the Council of State, and the executive agencies.

Legislative

Chapter IV, Article 30, Section 2 of the Proclamation of Punta Santiago provides that the Cortes Federales exercise the legislative powers of the Federation in accordance with this Proclamation and with the laws, and adopt its Budget, control the action of the Government, and have the other competencies assigned by this Proclamation.

Article 31 provides that the Federal Assembly shall be composed of all of the Deputies elected from each of the Regions by proportional representation, and that their apportionment and regulation shall be prescribed by law, while the Chamber of Peers shall be composed of all the Peers of the Realm, as prescribed by the law. Members of the Cortes Federales shall not be bound by any compulsory mandate, and the members of each of the chambers are inviolable for opinions expressed in the exercise of their functions. No Peer or Deputy during the term of their office may be arrested by any authority save by order of his respective chamber, except when arrested for murder, corruption, or other high crimes and misdemeanors.

Judicial

Chapter VI of the Proclamation of Punta Santiago provides that the judicial powers are vested in the courts, with the High Court of Justice as the final appellate court of the Federation, and such other courts that may be provided by law.

Regions

There are ten regions in the Federation: Alduria, the Wechua Nation, Santander, Valencia, the Isles of Caputia, New Luthoria, North Lyrica, South Lyrica, Islas de la Libertad and the Federal Capital District.

Federal Capital District

Cárdenas is the federal capital of Nouvelle Alexandrie and the seat of government of the Federal Capital District. The city is located at the start of the Santanderian highlands and is closely connected with its "sister" cities - the port cities of Wechuahuasi and Jirishanca.

National Cultural Institutions

The Aldurian Culture, Heritage and Arts Act 1675, enacted when Alduria was still a sovereign republic, created a Department of Heritage, Culture, and the Arts within the Aldurian Government, to be headed by a Secretary of Heritage, Culture, and the Arts, assisted by an Undersecretary for Administration, an Undersecretary for Operations, and an Undersecretary for Protection and Preservation, which such staffing pattern as the Secretary may require and provide.

This also created National Cultural Institutions such as a National Museum, a National Heritage Museum of the Aldurian People, a Museum of Natural History, a National Gallery, a National Library, a National Archives, a National Historical Commission were created, as well as subnational branches thereof, all independent agencies under the Department, to be headed by a Director appointed by the Secretary and serving for a 3-year term. Each cultural institution has an Advisory Council of no more than fifteen individuals, all unpaid volunteers serving for a fixed 3 year term not coterminous with the Director, provided that 5 individuals shall be appointed by the President from a list of professionals and academics prominent in their field as nominated at large by written nomination of the Aldurian people, 1 individual shall be as appointed by the Speaker, Prime Minister, Secretary of Heritage, Culture, and the Arts, the Parliament via resolution, 1 individual elected from among all the employees of the cultural institution, and the rest via public expression of interest and election under such rules as the Secretary shall provide. The Secretary is chair ex officio of all Advisory Councils.

One Billion Ecus were appropriated from the Development Fund of Alduria to serve as a Cultural Trust Fund in the Bank of Alduria, with interest accrued therein available to be disbursed to support the construction, sustainability, and operations of the National Cultural Institutes. Five Hundred Million Ecus were appropriated from the Development Fund of Alduria for the initial operations of the Department.

A National Culture Citizens Trust Fund was opened in the Bank of Alduria, with an initial appropriation of Five Hundred Million Ecus, and which any individual, association, or organization may donate to. For the first five years from this Act, interest accrued therein shall be available to be disbursed to support the construction, sustainability, and operations of the National Cultural Institutes as the Secretary may provide, thereafter, any amount may be utilized, provided that the National Culture Citizens Trust Fund shall never be at a balance of less than Four Hundred Million Ecus at any time.

Literature

It was required by law that every publisher in Alduria shall be required to furnish the National Library 5 copies of every book or pamphlet it shall publish.
