The Council of State is the federal executive, chaired by the Chancellor and sharing the executive power with the President. The first Council of State was formed on 21.X.1679 following successful negotiations between the United Nationalist Alliance, Sanaman National Party, Northern League and Partito Popolare Cisamarrese. It represents the first center-right government since Sanama gained independence in 1671.

Lhayi Council 1679–1682

The first Lhayi council consists of six ministers from the United Nationalist Alliance, five ministers from the Sanaman National Party, two ministers from the Northern League and two ministers from Partito Popolare Cisamarrese.
