The Federal Civil Service System of Nouvelle Alexandrie serves as the permanent bureaucracy employed by the federal government. Established under the Proclamation of Punta Santiago in 1685 AN, the civil service implements executive decisions, supports legislative operations, provides administrative services to the judiciary, and maintains essential support functions for the Federal Forces of Nouvelle Alexandrie and the Federal Gendarmerie of Nouvelle Alexandrie. The civil service operates under principles of political neutrality, professional competence, and public service, with statutory protections designed to insulate career civil servants from partisan political pressure while maintaining accountability to elected officials.

The civil service underwent significant modernization between 1741 AN and 1744 AN, driven by the establishment of the Administrative Coordination Office (ACO) under Director Isabel Vásquez. These reforms transformed government operations, achieving a 73% reduction in permit processing times, 78% digital service adoption, and raising public satisfaction with government services to 72%, the highest level since measurement began in 1731 AN. In 1745 AN, ACO was elevated to a full fledged Council of State department with the establishment of the Department of Administrative Coordination and Efficiency under Serina Bakhshi.

As of 1750 AN, total employment in the public sector across all levels of government in Nouvelle Alexandrie stands at approximately 16.8 million employees, representing roughly 6.6% of the total population. This includes federal civil servants, regional and local government employees covered by federal equalization programs, military personnel, and specialized agency staff. The federal civil service proper employs approximately 3.2 million career civil servants, excluding uniformed military and gendarmerie personnel.
