The Department of Administrative Coordination and Efficiency (DACE; Alexandrian: Département de Coordination Administrative et d'Efficacité; Martino: Departamento de Coordinación Administrativa y Eficiencia; Wechua: Kamachiq Taqay Allin Ruray Suyu) is a department of the Council of State of Nouvelle Alexandrie established on 3.II.1745 AN through the Government Efficiency Reorganization Act, 1745. The department replaced the Administrative Coordination Office (ACO) and was elevated to full Council of State-level status to reflect the critical importance of administrative coordination and efficiency to the federal government's operations.

The department is responsible for coordinating administrative functions across the federal government, implementing governance reforms, overseeing digital transformation initiatives, and ensuring the efficient delivery of public services. It represents the institutionalization of the successful reform efforts undertaken by its predecessor agency and has been granted enhanced authority and resources to continue modernizing federal administration.

History

The Department of Administrative Coordination and Efficiency was established as part of Premier Juan Pablo Jimenez's broader governmental reorganization following his decisive electoral victory in 1744. The creation of DACE represented the culmination of nearly four years of successful administrative reform efforts initiated by the Administrative Coordination Office in 1741 AN.

The Government Efficiency Reorganization Act, 1745, passed by the Federal Assembly on 3.II.1745 AN, formally dissolved the ACO and established DACE as a new department with expanded mandate and enhanced authority. The legislation recognized that the scope and importance of administrative coordination had grown beyond what could be effectively managed by an independent agency, necessitating elevation to full departmental status. The department inherited all personnel, resources, and ongoing initiatives from the ACO, while receiving additional funding and authority to expand its operations.

Functions and powers

The Department of Administrative Coordination and Efficiency possesses comprehensive authority to:

  • Establish and enforce standardized administrative procedures across all federal departments and agencies;
  • Review and approve organizational structures and operational processes;
  • Coordinate interdepartmental activities and communications;
  • Monitor administrative performance, compliance, and efficiency metrics;
  • Oversee senior-level recruitment, appointments, and performance management;
  • Issue binding administrative directives and policy guidance;
  • Conduct administrative audits, investigations, and performance reviews;
  • Lead digital transformation initiatives across government;
  • Develop and implement strategic foresight capabilities;
  • Coordinate federal-regional administrative harmonization efforts.

Unlike its predecessor agency, DACE has enhanced authority to directly intervene in departmental operations when efficiency standards are not met and can recommend organizational restructuring to the President of the Government.

Organization

The department is headed by a Secretary of Administrative Coordination and Efficiency, who is appointed by the King on the advice of the President of the Government. The Secretary is a member of the Council of State and reports directly to the Premier.

The department is headquartered at Government House in Cárdenas and maintains coordination offices in all federal departments as well as comprehensive regional centers in all twelve Regions of the Federation.
