Draft Agreement
Coalition Agreement among the Ayreonist–Traditionalist Faction, the Conservative Faction, and the Phineonesian Faction

Preamble
This Coalition Agreement is established among the Ayreonist–Traditionalist Faction, the Conservative Faction, and the Phineonesian Faction to form a stable and Secretariat of State with confidence from the Senate of the Lakes.
Governance and Ministerial Appointments
Ministerial Positions
- The First Secretary shall appoint, from among members of the Conservative Faction shall, the following ministerial positions:
- Minister for Sports: Responsible for revitalizing the sports sector, including the re-establishment of the football league and the promotion of women's football.
- Minister of Education: Tasked with overseeing educational policies, including the introduction of study visas for foreign students in universities.
- Minister for the Fyrð: Charged with enhancing the capabilities and independence of the defence forces, reducing reliance on external alliances, and to cooperate with the First Secretary, the Secretary for Peace, and the Minister for Civil Defence, for all matters related to the public defence and safety of the Order of the Holy Lakes.
- Minister of Finance and Economic Affairs: Overseeing the Order's financial policies, economic planning, and fiscal management.
- The First Secretary shall appoint, from among members of the Phineonesian Faction shall, the following ministerial positions:
- Minister of Infrastructure: Responsible for developing and maintaining the inter-realm infrastructure, including transportation and public works, including collaboration with the Apollonian Express and related projects.
- Minister of International Trade: Tasked with managing trade relations, export promotion, and international economic partnerships, as well as relations with the Xäiville Convention parties.
- The First Secretary shall appoint, from among members of the Ayreonist–Traditionalist Faction, the other ministerial positions.
Support for Appointments
- The Conservative and Phineonesian Factions agree to support the Ayreonist–Traditionalist nominees for Secretaries of State, following consultation with them.
- The Conservative and Phineonesian Factions also agree to support all other appointments to the Secretariat made by the First Secretary of State, ensuring a cohesive and collaborative governance structure.
Policy Agreements
Foreign Affairs
- The coalition will maintain an active and engaging foreign policy, fostering relations with neighbouring countries and those with historical or cultural ties to Hurmu.
- Commitment to remain in the Xäiville Convention is affirmed.
- Realm Expansion:
- The coalition agrees that no territorial expansion into the Green will be pursued during the coalition period.
- Focus will be directed towards internal development and cultural deepening within existing territories.
- Defence and Security:
- A shared commitment to increase the Fyrð's defence capabilities, aiming for greater self-reliance and neutrality.
- Recognition that Vanicism and Bassaridism are incompatible with the Brida, with policies reflecting this principle.
- Sentient Rights:
- Affirmation that all sentient beings are equal in dignity and value, with efforts to ensure legal rights reflect this equality.
- Advancement of LGBTQI rights across all realms of the Order, ensuring uniformity and codification in super-realm law.
Cultural and Economic Development
- Education:
- The Minister of Education will implement policies to attract foreign students, including the introduction of study visas, enhancing the diversity and academic excellence of universities among the realms.
- The Minister will also work towards shared academic credentials across the realms.
- Infrastructure:
- The Minister of Infrastructure will focus on developing and maintaining inter-realm infrastructure, improving transportation networks, and ensuring sustainable public works, including collaborations with the Apollonian Express and related projects.
- International Trade:
- The Minister of International Trade will work to enhance trade relations, promote exports, and establish beneficial international economic partnerships, including with Xäiville Convention parties.
- Finance and Economic Affairs:
- The Minister of Finance and Economic Affairs will oversee financial policies, economic planning, and fiscal management to ensure economic stability and growth.
Defence
- The Coalition will ensure advancement of the defence and security capability of the Order of the Holy Lakes. It is imperative that the Order remains free of military alliances and the influence of foreign powers on its defence and security.
- The Coalition will set forth legislation to protect the border areas against the Green, as well as ensure a smooth border control along the borders with friendly states.
Law and Constitution
- The Coalition will propose a bill to regulate the Secretariat, the Fyrð, and elections to the Senate of the Lakes. Regarding elections to the Senate of the Lakes (and referendums among electors of the Holy Lakes), the Coalition shall ensure fairness in the elctions. (OOC: a more fair way ratio of RL electors and IC electors).
Coalition Management
- Collective Responsibility:
- All factions agree to uphold the principle of collective responsibility, ensuring that decisions made within the Secretariat are supported publicly by all members, fostering unity and presenting a cohesive government stance.
- Decision-Making:
- The coalition commits to collaborative decision-making, with regular meetings to discuss policy implementation and address any arising issues.
- Dispute Resolution:
- Any disputes will be addressed through dialogue and mutual respect, seeking resolutions that uphold the coalition’s integrity and objectives.
Duration
- This agreement shall remain in effect for the duration of the current Senate term, with provisions for review and renewal upon mutual consent.
