The Grand Secretariat is the executive power of the Jingdaoese Empire. It is headed by the Emperor and composed of the Chancellor and the Ministers.
Composition
The Chancellor is appointed by the Emperor (in most cases he appoints someone from the largest party), who has to find a majority which supports his cabinet. Once a majority is reached, the parties deliver Ministers.
While the Emperor normally does not interfere in its daily affairs, the Grand Secretariat depends of his goodwill to pass Decrees. The Chancellor acts as the head of government, while the Emperor as head of state does not hold any responsibility.
