National Service in Constancia generally refers to the system of conscription within the Imperial State of Constancia.

Background

Upon assumption into office of Primo de Aguilar as Autokrator of Constancia, an Autokratorial Decree ensured that every Constancian national was enlisted in the Imperial Constancian Army upon their 18th birthday, and assigned to a unit, if they were not otherwise previously-enlisted or commissioned in another branch of the Imperial Constancian Armed Forces, the Imperial Constancian Labor Service, the Imperial Constancian Fire Service,or the State Protection Authority. This bureaucratic undertaking was serviced by the Military Chancellery, in coordination with the Ministry of Defense. A minimum of two years active duty service is mandated, with reservist status liability until their 50th year of age.

Administration

The bureaucracy for management of this endeavor was initially tasked to the Military Chancellery of the Office of the Autokrator of Constancia, soon expanding to include borrowed staff and offices at the Ministry of Defense, as well as the Ministry of Munitions and Military Logistics, Ministry for Labor and Employment, Ministry of the Interior and Local Government, Ministry of Youth and Ministry for Civil Defense. By the time of the Basilinna Esmeralda al-Osman, it had involved into an interagency committee that met monthly, similar to the structure of the Gulf of Aqaba Authority.

By 1734, a surprise audit by the Autokrator of Constancia himself, the Prince Iñigo, revealed the various egregious deficiencies in the system.

Governance

An Autokratorial Decree promulgated with effect on the first day of 1735, created the National Service Administration. Initially headquartered in vacant buildings in the Aqaba Government Complex, it was soon provided with counterpart, made-to-order buildings in Petropolis, Hyblios in Shahzamin, and Nivardom.

The National Service Council is the policymaking body of the Authority, and meets at least once a month. It is composed of:

Daily operations are managed by an Administrator, assisted by several Deputy Administrators.

Operationalization

Dependent on their registered residence, conscripts are usually assigned to one of the units of the Home Guard: 504th (Prosgeiosi Basileus) Army, 505th (Aqabah Province) Army, 506th (Molivadia Province) Army, 507th (Nivardom Province) Army, 508th (Raspur Khanate) Army, 510th (Shahzamin) Army, or 511th (Razjania) Army.

In accordance with another Autokratorial Decree, employees of the ESB Group are automatically enlisted or commissioned in the 1634th ESB-Jörmungandr Division, 505th (Aqabah Province) Army during the course of their employment. Civil servants are also provided commensurate rank in accordance with their present appointments.

Completion of national service is generally a requirement before the issuance of a passport, although annual deferments can be provided due to reasons such as schooling. Overseas training in Raspur Pact armed forces may also be credited as part of active service duty.
