Shahzamin

Shahzamin, a province of the Imperial State of Constancia established after Operation Paramount in 1698 AN, broadly congruent with the former Babkhan satrapy of the same name which had been destroyed during the 1598 Babkhan Holocaust.

History

Established as a political entity via Autokratorial Decree after the success of Operation Paramount.

Governance

Bjørn Hendriksson was appointed civil Governor of Greater Molivadia and Shahzamin on 3.XIII.1698. With the accession of the new Prince of Molivadia on 5.II.1705, his remit was confirmed as Governor of Shahzamin, effective that same date.

His daughter, Sophia Hendriksson was appointed Governor of Shahzamin on 1.I.1710, vice her father, who was elevated as Chief of Staff to the new Mesazon, her grandfather, Garvin Hendriksson.

At his own request and upon recommendation of his daughter the Governor, Bjørn Hendriksson was called to active duty on 2.I.1711, promoted to the rank of Sepahbod (Lieutenant-General), and assumed command of the 510th (Shahzamin) Army.

Administration

The capital of Shahzamin is Hyblios, although it has major cities such as Eridu, Al-Ghabi, Edgardia, and Duhok. Port Aguilar, while geographically located within the province, is independently governed as part of the Principality of Molivadia.

A Council of Shahzamin, patterned after the Council of Molivadia, was soon formed on 2.I.1710, composed of the Governor and the mayors of Eridu, Al-Ghabi, Edgardia, and Duhok, and such other individuals as it pleased the Governor to appoint.

Elections were held on 20.XV.1703 for 250 Dikastis of the 12th Imperial Synkletos in accordance with the Imperial Decree of 14.XV.1709. This was the first time that Shahzamin had elected representation in the Imperial Synkletos. At this time, discussions began on the appointment of a Minister for Shahzamin, akin to the Minister of Aqabah and Minister for Molivadia. This recommendation was periodically rebuffed by the Autokrator of Constancia, who held authority to legislate via Autokratorial Decree.

Security

Home Guard elements of the 510th (Shahzamin) Army provide internal security for the province, and are commanded from Fort Ardashir Khan, located on the coast near Hyblios. Commanded by Sarhang (Colonel) Periklês Metaxas from 1698-1700.

Subdivisions

Initially governed by the appointed Governor who possesses plenipotentiary powers, who appoints mayors serving at their pleasure, who govern within their respective cities: Hyblios, Duhok, Edgardia, Al-Ghabi, and Eridu. The Governor governs the rest of Shahzamin which is not yet incorporated into a city.

Economy

ESB Construction was granted a contract in 1705 to construct a commercial port in Hyblios.

ESB Construction (Shahzamin), established 1.II.1705, operational 3.III.1705, domiciled in Port Aguilar, and with offices in Edgardia, Duhok, and Hyblios. Began construction of administrative buildings in Hyblios in IV.1705, followed by other public works in Hyblios and elsewhere in Shahzamin. In 1735, began construction of the National Service Administration building, Hyblios, Shahzamin.

Revenue was initially generated by plunder of non-citizen properties after Operation Paramount, after which cash was generated through the sale of real property in Hyblios and other cities in Shahzamin. Working capital was also raised via loans with real property in Shahzamin as collateral, alongside grants from the Imperial Constancian Government.
