Sanpantul-Nouvelle Alexandrie relations are the bilateral relations between the State of Sanpantul and the Federation of Nouvelle Alexandrie. They rest on the Treaty of Kipei, a treaty of friendship and cooperation signed in 1687 AN by Sanpantul and Alduria-Wechua, a predecessor of the Federation. Relations lapsed with the fall of Sanpantul in 1692 AN and were restored after the island state regained its independence in 1744 AN, when both governments declared the treaty still in force.[1][2]
The two states face each other across the island waters between the Skerry Isles and the Wilhelm Isles, and the Federation's regional possessions of New Luthoria, Valencia, and South Lyrica lie nearby. Nouvelle Alexandrie keeps an embassy at the Sanpanese capital, Kipei, and Sanpantul maintains one in Cárdenas. The Federation classes Sanpantul as a friendly state rather than a formal ally, and their cooperation has centered on consular protection, maritime access, and the security of the shared island region.[2] That regional dimension became prominent in XIII.1757 AN, when Çakaristan's plan to conduct a nuclear test at Lija in the Wilhelm Isles, Operation Ocean Moon, drew the two governments into consultation.[3]
Background
Sanpantul is an island state centered on East Sandwich and West Sandwich, in the waters between the Skerry Isles and the Wilhelm Isles.[4] Several of Nouvelle Alexandrie's regions occupy the same island arc, among them New Luthoria, Valencia, and South Lyrica, which gives the Federation a direct stake in the surrounding seas.[5][6][7][8] Consular questions, maritime access, and regional security have accordingly dominated exchanges between the two capitals. The Federation's foreign-affairs summary dates the opening of relations to 1686 AN, a year before the Treaty of Kipei itself was signed.[2]
Treaty of Kipei
The Treaty of Kipei is the legal foundation of the relationship. Concluded at Kipei in 1687 AN by Alduria-Wechua and Sanpantul, it recognized the sovereignty and territorial integrity of both parties, bound them to non-interference and the peaceful settlement of disputes, and committed each to refrain from hostile, subversive, or destabilizing acts against the other. It also provided for resident embassies in Cárdenas and Kipei.[1] When Sanpantul recovered its independence in 1744 AN, the two governments affirmed that the treaty remained in effect. Later New Alexandrian summaries describe the relationship it governs as friendly but not allied: it rests on mutual recognition, consular presence, and the shared management of regional affairs, and stops short of any mutual-defense commitment.[2]
Missions and staff
Nouvelle Alexandrie is represented by an embassy at Kipei, and Sanpantul by an embassy in Cárdenas that dates its founding to I.I.1744 AN. The Sanpanese mission describes its work as assisting Sanpanese citizens, promoting cultural and economic exchange, and handling visas; among its stated priorities are peaceful relations with the Federation, contingency planning for emergencies in the Skerry Isles, and economic development.[9]

The Cárdenas embassy has also handled cultural and historical questions between the two states. In 1757 AN Sanpantul inquired about an Alexandrian Nazarene church on the islands and about the history of Alexandria's former holdings in the Skerries, including the Sandwich Islands. New Alexandrian officials agreed to review the archives, noting that the Federation regards itself as the principal successor state to the former Empire of the Alexandrians for the purpose of such records.[10]
Infrastructure
The principal infrastructure proposal between the two states is the Koriyama-Dabajuro Tunnel, or Skerry Tunnel, a projected undersea link between Koriyama in Sanpantul and Dabajuro in New Luthoria. By running through New Luthoria, it would tie Sanpantul into the Federation's regional transport network.[11] The proposal has remained politically sensitive, both because of Sanpantul's ties to Çakaristan and because New Luthoria falls within the New Alexandrian sphere of regional administration.[11]
1757 regional security consultations
In VI.1757 AN Sanpantul asked Nouvelle Alexandrie to explain the sharp deterioration in its relations with Çakaristan following the Dromosker Island crisis. The Department of State replied that the Federation had condemned and refused to recognize Çakaristan's annexation of Dromosker, denounced its 1717 AN treaty with Çakaristan, expelled the Çakari ambassador and recalled its own, and imposed targeted measures on senior Çakari officials. It added that it was not contemplating military action and continued to regard Sanpantul as a steady neighbor.[12]
The consultations widened in XIII.1757 AN, after the Çakaristan Times reported that the Çakari Vizirat al-Harb intended to carry out a nuclear test, Operation Ocean Moon, in the northeast of eastern Lija in the Wilhelm Isles, without stating its purpose.[13] Nouvelle Alexandrie objected publicly that Lija lay in crowded waters bordered by Sanpantul, Constancia, and its own possessions of New Luthoria, Valencia, and South Lyrica. It stopped short of alleging any treaty violation, since Çakaristan was not a party to the Dorado Convention, but asked that the test be moved to Çakari territory in Apollonia, away from the shared island waters.[3]
Nouvelle Alexandrie also asked Sanpantul whether it had been forewarned of the test and whether it would join the request to relocate it. Sanpantul said it had received no advance notice, stressed Lija's closeness to its own territory, and chose to stay neutral between the Federation and Çakaristan while putting the relocation question to Çakaristan itself. It later reported that Çakaristan had neither clarified whether the test was military or peaceful nor agreed to change the site. The Department of State answered that it was not asking Sanpantul to take sides, and requested practical safety details: the exact map location, the date and time, the type and size of the device, exclusion zones, likely effects, and emergency contacts.[14]
