The Phinbellan Registration Identity Card (Phineaner: Kad Pengenalan Pendaftaran Phinbella; Taesongean: 핀벨라주민등록신분증; RR: Pinbella Jumin Deungnok Sinbun-jeung; MR: P'inbella Chumin Tŭngrok Shinbun-jŭng; Batavian: Phinbellaanse Registratie Identiteitskaart; Afrikaans: Phinbellan-registrasie-identiteitskaart; Romansh: La registraziun finbellana carta d'identitad; abbreviated as PhinRIC) is a compulsory identity card issued to Phinbellan citizens and permanent residents from among Hurmudan aged 9 years and above. It is colloquially known as an Identity Card or IC (Taesongean: 주민등록증; RR: Jumin Deungnok-jeung; MR: Chumin Tŭngrok-jŭng). It was introduced in RP 2600 as a conventional identity card, and was branded as PhinRIC in RP 2617 as one of the main applications of the Phinbellan Futuristic Development Corridor or Phinbellan FDC and a replacement for the High Quality Identity Card (Kad Pengenalan Bermutu Tinggi). People must register for a PhinRIC within one year of reaching the age of 12, or upon becoming a citizen or permanent resident. Re-registration is required for persons who reach the age of 16, 25 and 40, unless the person has been issued with PhinRIC within ten years prior to the age of re-registration. The main purpose of PhinRIC as an authentication tool and proof of citizenship in Phinbella in addition to a birth certificate, PhinRIC can also function as a valid driver's license, an ATM card under TouchVerse, an electronic purse and a public key.
The Phinbella National Registry Act 2600 (last amended in RP 2618) legislates the establishment of the Phinbellan registration, as well as the issuance and use of the PhinRIC. The government agency responsible for PhinRIC registration and issuance is the National Registration and Immigration Authority (NRIA), a department under Phinbellan Ministry of Home Affairs.

The Phinbellan ID card includes the following information about the holder and the document (with fields in five Phinbellan national languages; Phineaner, Taesongean, Batavian (or else Afrikaans), Romansh and included Istvanistani):
- Photograph (both printed and processed into brown watermark)
- Nationality (PHI - Phinbellan or HUR - Hurmudan)
- Religion
- NRIC number
- Full name, including surname and all given names
- Race
- Gender or sex
- Date of birth
- Place of birth
- Authority (the authority that issued the identity card; for example "Hoyoverse" or "Monsta")
- Date issued
- Signature of the director general

Structure of the NRIC number
This NRIC numbering system is adapted from the NRIC number system in Malaysia (IRL), this format was introduced since RP 2600 with many changes to the region code of the place of birth, and the last one was in RP 2620, it features 12 digits separated into three block with dashes, as illustrated below:

The format above is the official format as printed on official identification documents eg PhinRIC. However, for database purposes (eg sorting), the Identity Card Number may have its hyphen removed, therefore:
- YYMMDDPB###G
The first six digits of YYMMDD indicate a person's date of birth in IRL format; for example, someone born on December 8, -30BP (1974) (Mat Amato Flynn's birth date) or March 13, -5BP (1999) (Mat Phineas Flynn's birth date) would have 741208 or 990313 as the first six digits of their ID card. A person born on January 1, -104BP (1900) will have 000101 as the first digit, the same as a person born on January 1, -4BP (2000). In cases where a person's actual date of birth according to the Gregorian calendar is uncertain, rather than according Norton calendar, the date that person first applied for a MyKad to be used (which is a person's birthday for official purposes), marked with an asterisk (*).
PB, the seventh and eighth digits, based on the territory/state/S.A.T. of a person's place of birth, which will be referenced from the birth certificate when applying for PhinRIC.
G, the 12th digit represents the gender of the person. Odd numbers 1 / 3 / 5 / 7 / 9 indicate a male while even numbers 2 / 4 / 6 / 8 / 0 indicate a female.
While the ninth to eleventh numbers are preferred numbers and not specific numbers, and do not represent any group born in the year when or where the area has a high birth estimate.
On the back of the card, there is an additional 2-digit number after the 12-digit number to indicate the PhinRIC number that a person previously held.
Place of birth
Since its new look on 9.XV.1736 AN, it was the last time the place of birth region code was updated, and now there are 37 region codes that include territories of the states, directly-administered cities, directly-administered territories, dependent territories and special administrative territories.
