Phinbella-Nouvelle Alexandrie relations are the bilateral relations between the Federal Republic of Phinbella and the Federation of Nouvelle Alexandrie. The two are neighbors in Keltia, and their relationship rests on the Treaty of Friendship and Cooperation, negotiated to settle the overlap of their expansions during Operation Purple Splendor. Relations have generally been friendly, and each government maintains a resident embassy supported by several consulates-general.[1][2]
Phinbella is a federal republic in western Keltia, adjoining New Alexandrian territory in the same region. It was a realm of the Order of the Holy Lakes until 1756 AN, when it and Forajasaki separated from the Order to form the independent Phineonesian Confederation. Relations with the Federation date to 1717 AN. In 1757 AN they combined cooperation over regional security in the Wilhelm Isles with strain over the movement of refugees to Nouvelle Alexandrie that followed Phinbella's rollback of legal protections for its LGBT population.[3][4][5]
Background
Both states hold territory in Keltia, and their relationship grew out of the meeting of their expansions there. During Operation Purple Splendor, Nouvelle Alexandrie extended its influence into southern Keltia while Phinbella sought to annex Tanah Baharu as a special administrative territory. The resulting overlap was resolved through negotiation rather than confrontation, and the talks that settled it opened the way to a formal treaty relationship.[1][2]
Treaty of Friendship and Cooperation
The Treaty of Friendship and Cooperation is the foundation of relations. It was proposed in 1722 AN by New Alexandrian Secretary of State Maximinus Kerularios as the culmination of the post-Purple Splendor talks, and was signed at The Istana in Negara Awan between President Muhammad Furkorn Mat Jeen of Phinbella and King Sinchi Roca I of Nouvelle Alexandrie.[2] Its articles provide for perpetual peace and friendship; mutual respect for sovereignty, territorial integrity, and good-neighborly relations; rules governing the overflight of each party's airspace; the maintenance of embassies and regular diplomatic contact; full faith and credit for each other's civil-law acts and records; reciprocal visa-free travel of ninety days; and the peaceful settlement of any dispute over the treaty's interpretation.[2]
Separation from the Order of the Holy Lakes
After the treaty, Phinbella acceded to the Order of the Holy Lakes as a realm, which for a time conditioned the bilateral treaty on the Order's own agreements with Nouvelle Alexandrie.[2] By the Act of Separation adopted by the Senate of the Lakes on 23.XV.1756 AN, Phinbella and Forajasaki left the Order to constitute the independent Phineonesian Confederation, a step attributed in part to dissatisfaction with the Order's LGBT-friendly laws. The separation restored Phinbella's standing as an independent treaty partner of the Federation.[4]
Regional security consultations
In 1757 AN, the two governments were in contact over the security situation in the Skerry Isles and Wilhelm Isles, where the announcement of Operation Ocean Moon, a planned Çakari nuclear test in the Wilhelm Isles, had raised regional concern. Phinbellan outlets publicly opposed the test, citing the proximity of Phineas Padolski, Pyeongrang, and the Tannyeugwa Islands to the planned site; they called for it to be relocated and reported that residents intended to demonstrate against it in the capital.[6] The position paralleled that of Nouvelle Alexandrie, which had asked Çakaristan to move the test away from the crowded island waters it shares with its neighbors, and the two governments have continued to consult on the regional situation.
Refugee movements
Phinbella's departure from the Order of the Holy Lakes was followed by a rollback of its legal protections for LGBT people, and from early 1757 AN a growing number of Phinbellans sought refuge abroad. Nouvelle Alexandrie, which maintains the Rainbow Haven Visa Program for people fleeing persecution over their sex or sexuality, announced on 13.IV.1757 AN that it would widen the program to receive the new arrivals, adding visa places, resettlement funding, and an arrangement to distribute reception among its Regions.[5] Phinbella's government characterized the receiving states' actions as interference in its internal affairs.[5]
Diplomatic missions
Nouvelle Alexandrie maintains an embassy in the Phinbellan capital, Negara Awan, with consulates-general at K. Forajasaki and Soekarnograd. Phinbella maintains an embassy in Cárdenas, with consulates-general at Punta Santiago, Parap, and Artes. Each state grants the other's citizens ninety days of visa-free travel, and both rate the relationship as friendly.[1]
