The Honorary Citizenship (Kaiser Mondo) Act, 1751 is an Act of the Cortes Federales that grants honorary New Alexandrian citizenship to Kaiser Mondo Etzeterra of the Mondosphere. The bill was jointly introduced on 15.III.1751 AN by Deputy Daniel Valkory, Jr. of the Federal Humanist Party and Deputy Isabela Restrepo-Fuentes of the Democratic Socialist Party, both representing the Federal Capital District.

The measure passed with overwhelming bipartisan support in both chambers of the Cortes Federales. The Federal Assembly approved the bill on 25.IV.1751 AN by a vote of 733 to 2 with 14 abstentions. The Chamber of Peers passed the measure unanimously on 2.V.1751 AN. King Sinchi Roca II granted Royal Assent on 5.V.1751 AN.

The cross-party enthusiasm for the legislation reflects the widespread affection for Kaiser Mondo among New Alexandrians across the political spectrum. This affection dates back to the 1732 state visit that triggered the cultural phenomenon known as Mondomania, and has only grown through his frequent subsequent visits to the Federation, his personal engagement with citizens, and his embrace of New Alexandrian culture. Many New Alexandrians have come to regard Kaiser Mondo as an "adopted New Alexandrian" (Alexandrien d'adoption).

Kaiser Mondo Etzeterra's relationship with Nouvelle Alexandrie began with his historic state visit between 1.XV.1732 AN and 6.XV.1732 AN. Hosted by King Sinchi Roca and Premier Marissa Santini, the visit took the Kaiser to Cárdenas, Parap, and Hato Rey. The visit sparked Mondomania, an unprecedented wave of public fascination that saw an estimated 678,000 people line the streets of Punta Santiago alone. Streets were decorated with banners bearing the Kaiser's image, bakeries offered special "Mondo Cakes" featuring his distinctive bow tie motif, and viewing parties for televised events were held in public squares across all twelve Regions.

The Kaiser's charm captured the attention of New Alexandrian media. Popular talk show host Isabella Valentina featured Kaiser Mondo in her "Fashion Police" segment, praising his signature bow tie as "diplomatic chic" and noting his well-known fondness for cake. The University of Punta Santiago subsequently established a "Mondology" research department, and annual "Mondo-inspired" cake baking competitions became a regular feature in culinary schools throughout the Federation.

Kaiser Mondo has returned to Nouvelle Alexandrie numerous times since 1732 AN. He attended the royal wedding of Crown Princess Sayari in 1750 AN, leading the Mondosphere delegation. During that visit, he personally bestowed the Order of Saint Lazarus upon radio host Marisol Valdés in recognition of her charitable work with orphaned children through her Fundación Esperanza Viva.[1] The Kaiser has also embraced popular New Alexandrian cultural moments, such as his attendance of Aurelio Palacios' farewell concert in 1751 AN[2] and publicly declaring his participation in the "Dance Mom" phenomenon of 1744 AN with the memorable tweet "I am wiggling! #DanceMom".[3]

The bill's sponsors, Deputy Valkory and Deputy Restrepo-Fuentes, represent the two parties that hold seats in the Federal Capital District following the 1749 general election. Their bipartisan introduction reflected the cross-party appeal of the measure.

Key provisions

The Act contains three main parts:

  • Part I (General Provisions) establishes the citation of the Act and sets forth the findings of the Cortes Federales regarding Kaiser Mondo's affection for Nouvelle Alexandrie, his numerous visits, his personal honours bestowed upon New Alexandrian citizens, and his embrace of New Alexandrian culture.
  • Part II (Grant of Honorary Citizenship) confers honorary citizenship upon Kaiser Mondo Etzeterra. The Kaiser is entitled to style himself as an Honorary Citizen of Nouvelle Alexandrie and received a certificate signed by H.M. the King and the President of the Government.

BE IT ENACTED by the King's Most Excellent Majesty, by and with the advice and consent of the Cortes Federales, in this present session assembled, and by the authority of the same, as follows:-


PART I
GENERAL PROVISIONS.

Article 1: Citation.

  1. This Act may be cited as the "Honorary Citizenship (Kaiser Mondo) Act, 1751".



Article 2: Findings.

  1. The Cortes Federales finds that:
    1. His Imperial Majesty Kaiser Mondo Etzeterra of the Mondosphere has demonstrated exceptional and abiding affection for the peoples and cultures of Nouvelle Alexandrie;
    2. The Kaiser's first state visit in 1732 AN sparked the cultural phenomenon known as Mondomania, during which hundreds of thousands of New Alexandrians celebrated his presence in the Federation;
    3. The Kaiser has undertaken numerous official and private visits to the Federation since 1732 AN, including attending the royal wedding of Her Royal Highness the Princess of Rimarima in 1750 AN, and has engaged with New Alexandrian citizens with warmth and sincerity;
    4. Kaiser Mondo has personally honoured New Alexandrian citizens for their charitable works, including his investiture of Marisol Valdés as Dame of the Order of Saint Lazarus in recognition of her service to orphaned children;
    5. The Kaiser has embraced New Alexandrian cultural expressions and has become widely regarded among the populace as an "adopted New Alexandrian" (Alexandrien d'adoption);
    6. The Federation benefits from the strengthening of ties with the Mondosphere and the personal friendship of its sovereign.


PART II
GRANT OF HONORARY CITIZENSHIP.

Article 3: Conferral of Honorary Citizenship.

  1. His Imperial Majesty Kaiser Mondo Etzeterra, Reigning Emperor of Greater Sangun, King of Riskai, and Kaiser of Etzeland, is hereby granted honorary citizenship of the Federation of Nouvelle Alexandrie.
  2. This honorary citizenship is conferred as a mark of esteem and affection from the New Alexandrian people.

Article 4: Limitations on Honorary Citizenship.

  1. Honorary citizenship under this Act shall not confer any rights to vote in elections or referenda of the Federation.
  2. Honorary citizenship under this Act shall not confer any right to hold public office in the Federation.
  3. Honorary citizenship under this Act shall not confer any entitlement to claim benefits, subsidies, or other disbursements from the public treasury.

Article 5: Certificate of Honorary Citizenship.

  1. The honorary citizen shall be entitled to style himself as an Honorary Citizen of Nouvelle Alexandrie.
  2. The honorary citizen shall receive a certificate attesting to this status, signed by H.M. the King and the President of the Government.
  3. The Department of State shall be responsible for arranging the presentation of the certificate at a time and place agreeable to both the Federation and the honorary citizen.


PART III
CLOSING PROVISIONS.

Article 6: Commencement and Application.

  1. This Act shall apply to all of the Federation of Nouvelle Alexandrie.
  2. This Act shall not become law unless it has been given Royal Assent.
  3. This Act shall be published and made publicly available.
  4. In the event any provision or part of this Act is found to be invalid or unenforceable, only that particular provision or part so found, and not the entire Act, will be inoperative.
