Background

In keeping with the precedent set by the 1708 Session, the Imperial and Emirati Bank of the Sathrati Islands and the Imperial & Emirati Bank of Alalehzamin and Constancia were nominated as guarantors of the peace that would prevail in Chryse during the Congress.

Participants at the congress were obliged to surrender hostages and pay the fees required for blood indemnity bonds into escrow accounts, refundable only on condition that no murder or mayhem transpire during the congress. Zollinger Kirchner was hired to act as go-between and intermediary, negotiating fees and collecting nominated hostages for delivery to Tirlar where they would be placed under the protective custody of the guarantor banks for the duration of the congress.

Occurrences

  1. A report was made to Congress by the delegation of Elluenuueq, notifying of the end of punitive sanctions against the subjects of those bailiwicks which engaged in rebellion during the Republican War. Meritorious Subjects in the circuit of the General Government were once more permitted to travel between bailiwicks without prior permission of higher authority. The age at which juveniles were brought forward for municipal auction was raised from thirteen to fifteen, and the last restrictions upon eligible subjects pursuing higher education with the Benacian Academy were lifted.
  2. Rumours allege that Lord Chief Steward Willihard Cason got very drunk on the first night of the arrival of the Ransenari delegation. Purported witness accounts also say that he wandered into the street in his underwear from inside his lodging, in an attempt to board a cab that could take him to a Cake Bakes, a Ransenari chain of 24-hour "cocoa houses" known for their baked goods such as cakes, muffins, cupcakes, and other pastries. The chain is not present in Chryse, but the Steward allegedly was able to satiate his need for pastries from local bakeries.
    • Following an "editorial conference" at the residence of the city's High Commissioner, news of the misdemeanor remainded conspicuously absent from the Chryse Chronicle and the other lesser local papers. Pages and articles pertaining to Willihard Cason subsequently disappeared from the Benacian Data Network for forty-eight hours, on account of "routine indexing", before reappearing in an often truncated form of the original contents.
    • A number of individuals, suspected of propagating "harmful narratives", were subsequently spoken to by representatives of the Magister-Carnifex in the city, with no further actions being taken.
