The 1751 AN Kōkai State general election (Phineaner: Pilihanraya Umum Negeri Kōkai 1751), officially the 24th Kōkai State general election overall, was the first state election after the state's incorporation into Phinbella under the Order of the Holy Lakes in 1729 AN, scheduled to be held in 1751 AN or in December RP 2621 after the dissolution of the 23rd Kōkai State Legislative Assembly on 20.XV.1749 AN. This election will determine the 24th Kōkai State Legislative Assembly. All 121 seats will be contested, following the addition of parliamentary constituencies at the federal level for the new territories. Kōkai has 48 federal constituencies in the House of Majilis and all of them are divided into 121 state constituencies.

Background

State general elections are not usually held simultaneously with federal general elections because each state can decide when to hold its elections, however, some states can decide to hold state elections simultaneously with the general elections. This is because the state assembly is dissolved by the respective governor on the advice of the state chief minister.

With the formation of a unity government, each local party within the state is part of the government for stability, for example in Manschūhōria which has its own monarchy system that the state bloc dominated by the Concordia Association of Manschūhōria joined with Pan-Phineonesian-PETIR Coalition to form a unity government. At the state level with special self-government or monarchy status, only local parties can contest in these elections, but there are also national parties that also compete including from the Phinbellan Alliance coalition. However, the current practice of the unity government in Phinbella is like a seat negotiation, or an unsigned electoral alliance where no two parties will send candidates, only one candidate will be sent from the unity government. It remains to be seen how at the state level the collaboration will take place.

Electoral system

Elections in Phinbella are not like the elections in other realms in the Order of the Holy Lakes, they are held at the federal, state and territorial levels. The federal elections elect members of the House of Majilis, the people's chamber of the Parliament of Phinbella, while state and territorial elections in each of the 20 territories elect members of their respective state legislative assemblies, as do the directly-administered territories and dependent territories elect members of their legislatures. Since Phinbella follows the Baskerville system of government from the Britannic Empire, the head of government (Chairman of the Council of Ministers at the federal level and Menteri Besar/Chief Minister at the state level) is the person who commands the confidence of the majority of members in their respective legislatures – this is usually the leader of the party or coalition with the majority of seats in the legislature.

The Kōkai State Legislative Assembly consists of 121 members, known as Members of Legislative Assembly (MLA), who are elected for a fixed term. Each MLA is elected from a single-member constituency using a first-past-the-post system; each constituency contains approximately the same number of voters. If a party wins a majority of seats, then that party is entitled to form a government, however, not the party leader, but only the party's trusted representative who has the majority support of the MLAs can be appointed as chief minister after being approved by the governor. In the event of a hung parliament, where the party that wins the most seats but does not win a majority of seats, a government can still be formed through a coalition or a confidence and supply agreement with another party. In practice, coalitions and alliances in Phinbella, and by extension, in Kōkai State, generally persist between elections, and member parties do not usually contest the same seats.

In Phinbella, the voting age is 16 years and above (using either the Norton or Gregorian calendar). Elections are conducted by the Phinbellan Election Commission. Phinbella, unlike other realms, practices automatic voter registration but does not practice compulsory voting.
