The New Caputia Provisional Authority (NCPA) is the transitional military government of the former Bassarid territory of Passas, now known as New Caputia, established following the start of Operation Purple Splendor on 11.VI.1717 AN and the capture of the territory. The NCPA derives its authority from the Humanitarian Assistance and Protection Act of 1717 and Letters Patent issued soon after the Act was passed to create the NCPA. Following its establishment, the NCPA vested itself with executive, legislative, and judicial authority over the New Caputia from the period of its inception until New Caputia is admitted as a Region of Nouvelle Alexandrie by the Federal Assembly.

The Integration of Bassarid Knowledge and Expertise for Nouvelle Alexandrie Program is a government program by the government of Nouvelle Alexandrie that aims to recruit Bassarid scientists, engineers, and technicians for government employment following the collapse of the Bassarid Empire in Keltia in 1717 AN and later in Corum in 1719 AN. The program was initiated in the former Keltian Bassarid territories annexed by Nouvelle Alexandrie to capitalize on the knowledge and expertise of the Bassarid specialists in various fields, including aerospace, weapons development, and other advanced technologies. IBKENA aims to play a significant role in advancing Nouvelle Alexandrie's scientific and technological capabilities, much like the 1686 Nouvelle Alexandrie Cira Expedition.

Child Integration and Rehabilitation Initiative

The Child Integration and Rehabilitation Initiative addresses the future of Bassarid children. Children under the age of seven belonging to Bassarid families have been declared wards of the state and are being sent to foster homes in Lyrica and Alduria. Children between the ages of seven and fifteen have been assigned to the Honourable Company, where they will start a new life as apprentices, often serving in the ports of Eura.

The Keltia Command Tribunal for Bassarid Accountability and Justice (KCTBA) was established to investigate and prosecute Bassarid individuals who held prominent political, military, economic, or religious positions under the old regime. The KCTBA aimed to hold accountable those responsible for any violations of international law, human rights abuses, or acts of aggression during the Alexandro-Hammish-Bassarid Confrontation and more recently, the conflict with Nouvelle Alexandrie and its allies.

Investigation and Prosecution

The investigation department of the KCTBA works closely with the native population of New Caputia to identify and locate Bassarid individuals who held prominent positions under the old regime. The department gathers evidence, interviews witnesses, and prepares cases for prosecution. The prosecution department then pursues charges against the accused, presenting evidence and arguments in court to demonstrate guilt and establish responsibility for any crimes committed. During the investigation process, accused Bassarid individuals are interned pending the outcome of the inquiry. If evidence pointed to their guilt, they were indicted and brought before the tribunal for trial.

The KCTBA ensures that accused Bassarids are granted due process and a fair trial.
