1686 Nouvelle Alexandrie Cira Expedition

The 1686 Nouvelle Alexandrie Cira Expedition, also known as the "Razzia of Cira", was a military and scientific expedition conducted by the nascent Federation of Alduria and the Wechua Nation, now known as the Federation of Nouvelle Alexandrie in 1686 AN. The objective of the expedition was to capture all of the vast amounts of highly advanced scientific knowledge, resources, and material from the former Ciric Confederation of Wrighthaven, Hemsford, Paroka, and Minh-Cong, commonly referred to as Cira, after it descended into the Green. The expedition also had as its purpose recruiting talent from Cira and attracting them to resettle in Nouvelle Alexandrie, where they would be given permission to continue their Cult Tecnologica in peace and avoid the chaos and terror of statelessness in the the Green.

Today, the Razzia of Cira is remembered as a pivotal moment in the history of Nouvelle Alexandrie, as it helped to establish the country as a scientific and technological power along with dramatic improvements to the quality of life to millions of citizens. The legacy of the razzia continues to inspire new generations of scientists and military personnel, who strive to build upon the achievements of the expedition.

Background

Cira, located on the islands of Sypyr and Hypernostria, was a confederate parliamentary republic that placed high value on scientific progress, particularly due to the prevalence of the worship of machinery in the area. Nouvelle Alexandrie saw this as an opportunity to seize valuable scientific knowledge and technology, including devices meant to predict, harness, or manipulate the weather or natural weather phenomena from Cira's Southern Meteorological Service. Additionally, they targeted weather modification technology, including cloud seeding and technology to disperse hurricanes before they could cause damage to civilian structures.

A diplomatic spat between Cira and the then-independent Republic of Alduria in early 1682 AN was a result of the testing of cloud seeding technology and other similar technologies by the Southern Meteorological Service in international waters off the southwestern coast of the then independent Republic of Alduria. Alduria, whose airspace was affected by these tests, took offense and brought up the issue with the government of Cira. The matter escalated quickly, leading to a diplomatic dispute between the two nations. Cira, recognizing the gravity of the situation, promptly issued an apology and agreed to discontinue the testing. This resolution was reached through negotiations between the two countries and was seen as a successful outcome for diplomacy. The incident highlighted the importance of clear communication and cooperation between both nations, especially when it comes to testing potentially impactful technologies in the shared international waters and airspace.

Cira falls to the Green

After Cira ceases to exist[1] as a nation in Micras in 1685 AN, the nascent government of Premier Alejandro Campos, who was himself a politician from Alduria during the diplomatic crisis with Cira, ordered the government to send an expedition.

Expedition

The expedition was led by Aldurian General Jean-Baptiste Rousseau, who was accompanied by a team of scientists and military personnel. The team included diplomats, climatologists, meteorologists, engineers, and technicians, all selected for their expertise in their respective fields. The expedition encountered significant resistance from local populations initially, but was ultimately able to capture a large amount of scientific knowledge and technology.

Results

The razzia was considered a success, and the knowledge and technology captured from Cira helped to fuel a scientific renaissance in Nouvelle Alexandrie. The technology acquired from the Southern Meteorological Service has since been used in Nouvelle Alexandrie to improve weather forecasting and mitigation efforts, leading to improved conditions for the country's agriculture and commerce. The use of this technology has helped spawn a rebirth of agriculture in Alduria, particularly in the area of South Baatharz, when it was first deployed to great success by the Federal Forces of Nouvelle Alexandrie in 1716 AN. Knowledge and technologies obtained from the Andromeda Tech Corporation and its countless subsidiaries during the razzia also led to new advancements in defense, aeronautics, aquanautics, and many other scientific fields. The information and experiences of this razzia also led Nouvelle Alexandrie to include Cira as its citizens being covered under Nouvelle Alexandrie's Law of Graces. This allowed the immigration of millions of Ciran refugees to Nouvelle Alexandrie over the course of 1687 AN and 1697 AN, settling in Alduria and the Wechua Nation.

Despite the heavy initial resistance found by the expedition, the statelessness and chaos of the Green quickly created an environment of uncertainty and desperation, making survival the top priority for the people of Cira, who numbered at just over 12 million. This, along with the following factors, contributed to the rapid degradation of the resistance and led to the eventual total buy-in and a complete defection of knowledge and talent from Cira to Nouvelle Alexandrie. Wider still, diplomats from Alduria-Wechua saw the opportunity to gain more citizens to help support and settle their continued territorial expansions in Keltia and Eura, particularly. For the people of Cira, Nouvelle Alexandrie offered economic stability and security, advanced infrastructure, and political stability.

Ciric immigration

The Razzia of Cira resulted in the mass immigration of nearly 9 million Ciriacs over the course of 10 years (1687 AN-1697 AN) due to a combination of factors. The first and most pressing reason was the statelessness and chaos of the Green, which threatened the very survival of Cira's population. In the face of this existential threat, many sought refuge in the relative stability of Nouvelle Alexandrie. The razzia itself was also a contributing factor, as it initially resulted in widespread destruction and dislocation within Cira. This created further incentives for people to leave and resettle in Nouvelle Alexandrie, where they were offered better living conditions, education, and opportunities than the lawless Green. Nouvelle Alexandrie also played a role in facilitating the immigration by actively courting and encouraging the best and brightest of Cira to make the move. This included scientists, engineers, and other highly skilled individuals who were crucial to the development of Nouvelle Alexandrie's economy and technological prowess. The government also provided incentives for these individuals, such as housing, education, and funding for their research, in order to secure their defection from Cira. Many Ciriacs were also motivated by the desire to preserve the Cult of Technologica in a country that is tolerant and could benefit from the progress. Many people in Cira felt that they would be able to maintain their cultural heritage in Nouvelle Alexandrie, while also benefiting from the stability and prosperity of their possible future home.

Premier Alejandro Campos saw this as an opportunity to give asylum to a stateless people that could benefit the development of Nouvelle Alexandrie, then Alduria-Wechua. Through an executive order, Premier Alejandro Campos included Cira in the list of nations included in the Law of Graces as established by the Proclamation of Punta Santiago, allowing anyone with Ciriac citizenship to settle in Nouvelle Alexandrie.
