BE IT ENACTED by the King’s Most Excellent Majesty, by and with the advice and consent of the Cortes Federales, in this present 1st session assembled, and by the authority of the same, as follows:-


Article 1: Purpose
The purpose of this Bill is to provide for the establishment of a system of humanitarian assistance and protection in adjacent lands that experience a failure of their own government. The system shall be established and maintained by the Council of State of New Alexandria through the grant of letters patent.

Article 2: Definition
For the purposes of this Bill, the term “adjacent lands” refers to any country, territory or geographical area that is located in proximity to New Alexandria and experiences a failure of its own government.

Article 3: Grant of Letters Patent
The Council of State of New Alexandria may, by grant of letters patent, establish a system of humanitarian assistance and protection in adjacent lands. The letters patent shall specify the scope, responsibilities and duties of the system, as well as the resources and support that shall be provided by New Alexandria.

Article 4: Objectives
The objectives of the system of humanitarian assistance and protection established by this Bill shall include, but are not limited to:

Providing emergency aid and relief to people affected by a failure of their own government in adjacent lands; Protecting and promoting the human rights of people affected by a failure of their own government in adjacent lands; Supporting the development of democratic institutions, processes and governance in adjacent lands; Supporting the restoration of law and order and the re-establishment of stable and functional government in adjacent lands.

Article 5: Responsibilities and Duties
The system of humanitarian assistance and protection established by this Bill shall have the following responsibilities and duties:

Coordinating with international organizations and other stakeholders to provide emergency aid and relief to people affected by a failure of their own government in adjacent lands; Monitoring and reporting on human rights violations and abuses in adjacent lands; Providing training, capacity building and support to local actors and organizations in adjacent lands to promote and protect human rights; Supporting the development of democratic institutions, processes and governance in adjacent lands; Supporting the restoration of law and order and the re-establishment of stable and functional government in adjacent lands.

Article 6: Support and Resources
New Alexandria shall provide the necessary resources and support to the system of humanitarian assistance and protection established by this Bill, including financial and logistical support, as well as personnel and equipment.

Article 7: Reports and Review
The system of humanitarian assistance and protection established by this Bill shall provide regular reports to the Council of State of New Alexandria on its activities and progress in achieving its objectives. The Council of State of New Alexandria shall review the system and its progress regularly, and may modify or amend the grant of letters patent as deemed necessary.

Article 8: Final Provisions

  1. This Bill shall apply to all of the Federation of New Alexandria and the Adjacent Lands.
  2. This Bill shall not become law unless it has been given Royal Assent.
  3. In the event any provision or part of this Bill is found to be invalid or unenforceable, only that particular provision or part so found, and not the entire Bill, will be inoperative.

Article 8: Existing Humanitarian Organizations

  1. The Aldurian Civil Defense Corps, created under Order 008 of President Alejandro Campos when Alduria was still a sovereign republic, is granted a legislative charter.
  2. The Aldurian National Red Sun Society is granted a legislative charter.
  3. The foregoing humanitarian organizations shall promulgate their own bylaws to govern themselves and may receive donations from the public, which shall be exempt from any and all taxes, and such donations may be deducted from income. The Secretary of the Treasury shall promulgate regulations to implement this article.
  4. The foregoing humanitarian organizations shall provide an annual report to the Council of State of Nouvelle Alexandrie on its activities, and progress in achieving its objectives.

Article 9: Final Provisions

  1. This Bill shall apply to all of the Federation of New Alexandria and the Adjacent Lands.
  2. This Bill shall not become law unless it has been given Royal Assent.
