Integration of Bassarid Knowledge and Expertise for Nouvelle Alexandrie (IBKENA) is a government program by the government of Nouvelle Alexandrie that aims to recruit Bassarid scientists, engineers, and technicians for government employment following the collapse of the Bassarid Empire in Keltia in 1717 AN and later in Corum in 1719 AN. The program was initiated in the former Keltian Bassarid territories annexed by Nouvelle Alexandrie to capitalize on the knowledge and expertise of the Bassarid specialists in various fields, including aerospace, weapons development, and other advanced technologies. IBKENA aims to play a significant role in advancing Nouvelle Alexandrie's scientific and technological capabilities, much like the 1686 Nouvelle Alexandrie Cira Expedition.

Background

The Bassarid Empire was a powerful political and economic force on the continents of Keltia and Corum. It maintained a vast military presence, including advanced weapons systems and military installations. However, internal strife, political instability, the collapse of its intricate and overcomplicated economy, continued diplomatic and economic isolation, and a series of military defeats led to the collapse of the empire in 1719 AN. In the aftermath of the collapse, the government of Nouvelle Alexandrie sought to take advantage of the situation by recruiting Bassarid specialists who were now without employment or purpose. The program, known as IBKENA, was initiated with the dual goals of bolstering the scientific and technological capabilities of Nouvelle Alexandrie and preventing the spread of Bassarid knowledge and expertise to hostile nations or to the Confederacy of the Dispossessed.

Operation Purple Splendor and Operation Purple Shroud

IBKENA was preceded by two major military operations, Operation Purple Splendor and Operation Purple Shroud. Part of these operations, particularly Operation Purple Splendor which aimed to identify, locate, and extract key Bassarid scientists, engineers, and technicians from the collapsing empire. These operations were successful in securing the cooperation of numerous specialists, many of whom were later integrated into the IBKENA program.

Decommissioning and Scrapping of Bassarid Military Equipment

Since the IBKENA program began, the Federal Forces of Nouvelle Alexandrie have taken over all Bassarid military installations in Passas. The Federal Forces of Nouvelle Alexandrie are in the process of making decisions on which installations to decommission and dismantle and which ones are worth integrating into the existing systems of Nouvelle Alexandrie's military.

The decommissioning and scrapping process of Bassarid equipment is a complex and ongoing effort, with a focus on ensuring that all Bassarid military equipment and infrastructure are safely and effectively dismantled or repurposed. The program includes several stages of review and evaluation, with a dedicated team of experts tasked with identifying equipment that could be useful to the Federal Forces of Nouvelle Alexandrie. Much of the equipment and materiel has been deemed as too old, too outdated, or damaged to be useful. However, useful equipment is either repurposed for use in the Federal Forces of Nouvelle Alexandrie or sold to other nations or private companies. The funds generated from the sale of these equipment are reinvested in the program to ensure that the decommissioning and scrapping process can continue.

IBKENA Program

After years of conflict and animosities with the Bassarid Empire and the fight against the Confederacy of the Dispossessed, the government of Nouvelle Alexandrie recognized that the nation would need to tap into the knowledge and expertise of the Bassarid specialists if they were to win against the Confederacy of the Dispossessed. However, the government also recognized the need to prevent the spread of anti-New Alexandrian and anti-Caputian attitudes and Bassarid propaganda among those who had previously served the Bassarid Empire.

As a result, the IBKENA program includes a comprehensive re-education component designed to counter these attitudes held by the Bassarid specialists. This re-education process was a delicate balancing act, as the government sought to preserve the essential knowledge and expertise that the specialists possessed while also ensuring that they fully understood the culture, values, and ideals of Nouvelle Alexandrie. Many of the specialists had spent years or even decades serving the Bassarid Empire, so it was a challenging task to change their mindsets. The re-education program involved an intensive curriculum that focused on the history, culture, and political system of Nouvelle Alexandrie. The specialists were also introduced to the country's educational, scientific, and technological achievements, so they could understand the nation's advancements and the principles of the society. Simultaneously, the program included targeted interventions to counter Bassarid propaganda, anti-New Alexandrian, and anti-Caputian attitudes. The specialists were introduced to alternative perspectives and provided with factual information that challenged their existing beliefs. The government also worked to integrate the specialists into Nouvelle Alexandrie's society and workforce, providing them with housing, financial assistance, and other resources necessary for their successful integration. They were placed in various government agencies, research institutions, and private corporations, based on their expertise. Overall, it is unclear if the IBKENA program will be a success. IBKENA has established several re-education camps in Passas, now known as New Caputia, called Centres of Prevention, Integration, and Citizenship. These have been established in several locations in New Caputia. Many of them are currently partially implemented deradicalisation camps, with several more under construction and assembly following Nouvelle Alexandrie's victory in Operation Purple Splendor and Operation Purple Shroud.

Criticisms

The IBKENA program has been the subject of controversy and criticism. Some have argued that the recruitment of former Bassarid specialists amounted to the government of Nouvelle Alexandrie providing a safe haven for individuals who may have been involved in Bassarid atrocities, the death of King Manco Cápac I, or other unethical activities during their time in the Bassarid Empire. Others have raised concerns about the potential long-term security implications of integrating these specialists into the fabric of New Alexandrian society, fearing that they could pose a risk to national security. Despite these criticisms, the IBKENA program is generally seen as a worthwhile endeavor.
