The New Caputia Provisional Authority (NCPA) is the transitional military government of the former Bassarid territory of Passas, now known as New Caputia, established following the start of Operation Purple Splendor on 11.VI.1717 AN and the capture of the territory. The NCPA derives its authority from the Humanitarian Assistance and Protection Act of 1717 and Letters Patent issued soon after the Act was passed to create the NCPA. Following its establishment, the NCPA vested itself with executive, legislative, and judicial authority over the New Caputia from the period of its inception until New Caputia is admitted as a Region of Nouvelle Alexandrie by the Federal Assembly.
History
Structure of the NCPA
The New Caputia Provisional Authority (NCPA) is organized into an intricate structure to ensure a streamlined process of authority and governance over the region. It is characterized by a hierarchical structure headed by the Administrator, followed by several specialized departments, each having a distinct role in the functioning of the authority.
Administrator
The head of the NCPA is the Administrator. The Administrator has the ultimate executive, legislative, and judicial authority over New Caputia during the transitional period. The current Administrator is General XXXXXX XXXXX.
Deputy Administrator
The Deputy Administrator supports the Administrator in all facets of the NCPA's operations. The Deputy Administrator is responsible for overseeing the daily operations of the NCPA and assumes the duties of the Administrator in their absence. The current Deputy Administrator is Admiral XXXXXX XXXXXXX.
Department of Defense
The Department of Defense is responsible for maintaining security and stability in New Caputia, ensuring the protection of the population, and facilitating the transition to civil rule. This department is overseen by the Chief of Staff, a high-ranking military officer.
Department of Governance and Civil Affairs
The Department of Governance and Civil Affairs is tasked with the establishment and oversight of local governance structures, ensuring public services are functioning, and supporting civil society development. This department plays a crucial role in transitioning from military to civil administration.
Department of Justice and Law Enforcement
The Department of Justice and Law Enforcement is responsible for establishing rule of law, overseeing local law enforcement agencies, and administering justice during the transitional period. It is led by the Chief Justice Officer, who works closely with the local judiciary and law enforcement agencies.
Department of Economic and Infrastructure Development
The Department of Economic and Infrastructure Development focuses on revitalizing the economy, rehabilitating infrastructure, and managing public finances. This department is headed by the Chief Economic Officer, who works closely with international donors and local businesses.
Department of Humanitarian Affairs and Social Services
The Department of Humanitarian Affairs and Social Services is charged with coordinating and delivering humanitarian aid, social services, and health care to the population of New Caputia. The Chief Humanitarian Officer oversees this department, working closely with international organizations and non-governmental organizations.
Department of Information and Communications
The Department of Information and Communications is responsible for managing public information, media relations, and strategic communications for the NCPA. This department ensures that the population is informed about the NCPA's activities and promotes transparency in the transitional administration.
New Caputia Provisional Authority Advisory Council
In addition to these departments, the NCPA maintains an Advisory Council, composed of individuals from diverse sectors, including legal experts, academics, civil society leaders, and local elders. The Advisory Council provides counsel to the Administrator and plays a significant role in decision-making processes.
Programs of the NCPA
Integration of Bassarid Knowledge and Expertise for Nouvelle Alexandrie
The Integration of Bassarid Knowledge and Expertise for Nouvelle Alexandrie Program is a government program by the government of Nouvelle Alexandrie that aims to recruit Bassarid scientists, engineers, and technicians for government employment following the collapse of the Bassarid Empire in Keltia in 1717 AN and later in Corum in 1719 AN. The program was initiated in the former Keltian Bassarid territories annexed by Nouvelle Alexandrie to capitalize on the knowledge and expertise of the Bassarid specialists in various fields, including aerospace, weapons development, and other advanced technologies. IBKENA aims to play a significant role in advancing Nouvelle Alexandrie's scientific and technological capabilities, much like the 1686 Nouvelle Alexandrie Cira Expedition.
Child Integration and Rehabilitation Initiative
The Child Integration and Rehabilitation Initiative addresses the future of Bassarid children. Children under the age of seven belonging to Bassarid families have been declared wards of the state and are being sent to foster homes in Lyrica and Alduria. Children between the ages of seven and fifteen have been assigned to the Honourable Company, where they will start a new life as apprentices, often serving in the ports of Eura.
Adult Resettlement and Integration Program
The Adult Resettlement and Integration Program addresses the future of adult Bassarids. The native populations of New Caputia (mainly Caputians, Alexandrians, Haifans, Israati and Wechua) are encouraged to identify Bassarids who held prominent political, military, economic, or religious positions under the old regime. Adults that are indicted will be tried in the Federal Tribunal for Bassarid Accountability and Justice, convened by the Federal Forces of Nouvelle Alexandrie. Those Bassarids who successfully pass the investigation process will be granted parole to depart for Corum.
Keltia Command Tribunal for Bassarid Accountability and Justice
The Keltia Command Tribunal for Bassarid Accountability and Justice (KCTBA) was established to investigate and prosecute Bassarid individuals who held prominent political, military, economic, or religious positions under the old regime. The KCTBA aimed to hold accountable those responsible for any violations of international law, human rights abuses, or acts of aggression during the Alexandro-Hammish-Bassarid Confrontation and more recently, the conflict with Nouvelle Alexandrie and its allies.

The KCTBA was created under the authority of the Federal Forces of Nouvelle Alexandrie in collaboration with the Raspur Pact. It consists of a panel of judges and legal experts, including representatives from Nouvelle Alexandrie and other countries affected by the Bassarid Empire's actions. The tribunal is designed to be impartial and to ensure that justice was served for the victims of Bassarid aggression and policies. The tribunal is organized into various departments, including investigation, prosecution, defense, and administration. Each department is responsible for specific aspects of the legal process, ensuring that the accused were granted due process and that evidence was thoroughly examined.

Investigation and Prosecution
The investigation department of the KCTBA works closely with the native population of New Caputia to identify and locate Bassarid individuals who held prominent positions under the old regime. The department gathers evidence, interviews witnesses, and prepares cases for prosecution. The prosecution department then pursues charges against the accused, presenting evidence and arguments in court to demonstrate guilt and establish responsibility for any crimes committed. During the investigation process, accused Bassarid individuals are interned pending the outcome of the inquiry. If evidence pointed to their guilt, they were indicted and brought before the tribunal for trial.
Defense and Due Process
The KCTBA ensures that accused Bassarids are granted due process and a fair trial. The defense department provides legal aid and representation for the accused and works to ensure that basic rights are protected throughout the legal process. The defense team is also granted access to all evidence and witness testimonies, with the opportunity to cross-examine witnesses, challenge evidence, and present their own arguments in court.
Sentencing and Parole
For those Bassarid individuals found guilty by the tribunal, sentences range depending on the nature and severity of the crimes committed. In some cases, those found guilty of "lesser crimes" are often granted parole to depart for Corum, under the condition that they would not engage in any activities that could undermine the peace and stability of the region.
