The Council of Ministers of Anglien (Crandish: Ministerrat fonn Anglien) is the principal executive body of the Free Duchy of Anglien, established under Chapter III of the Charter of Anglien on 15.X.1754 AN. The Council is chaired by the Transitional Prime Minister, Eduard Vogt, and comprises the heads of five ministries responsible for the day-to-day administration of the duchy during the post-occupation transitional period.

The Council operates under the authority of the Sovereign Duke, who appoints and may dismiss all ministers. Its role is administrative rather than political in the conventional sense. The duchy has no political parties, no parliamentary confidence mechanism, and no tradition of cabinet government. The Council's significance lies instead in the consultation requirements imposed by the Charter, which give it a limited but defined capacity to check the Sovereign Duke's decree powers on matters of taxation, military deployment, and treaty ratification.

Establishment

The Council was created as part of the institutional framework negotiated between Eduard Vogt, representing the prospective Anglian administration, and the CATO Commissioner of Peace for Anglien during the Charter's drafting between VIII and X.1754 AN. The Charter's central architectural decision was to concentrate executive authority in the Sovereign Duke during the transitional period, granting powers substantially broader than those typical of constitutional monarchies in the region. The Council of Ministers was designed as a counterweight. Not powerful enough to obstruct the Duke in an emergency, but still positioned to slow unilateral action on the most consequential categories of decree.

Vogt's appointment as Transitional Prime Minister reflected both his administrative experience and his personal history. A former civil administrator under the Grand Duchy of Lac Glacei, he had refused cooperation with the NKR authorities during the NKR occupation and spent much of the period in hiding in the eastern districts. His selection signaled institutional continuity with the pre-NKR administration while associating the new government with the civilian resistance.

Within the first three months of the Diet's opening session in XI.1754 AN, the Council oversaw the passage of twelve foundational statutes covering taxation, land registration, civil registration of births and deaths, commercial licensing, the establishment of a ducal police service, and the procedural rules of the Truth and Reconciliation Commission of Anglien.

Composition

The Council consists of the Transitional Prime Minister and the heads of five ministries. All are appointed by the Sovereign Duke and serve at his pleasure. The Charter does not require Diet confirmation of ministerial appointments, a point of contention during the drafting process that CATO advisors ultimately resolved in favor of ducal prerogative, arguing that the transitional period required an executive capable of acting without legislative delay.

Ministries

Ministry of External Affairs

The Ministry of External Affairs is responsible for the duchy's diplomatic relations, coordination with CATO, and liaison with the Order of the Holy Lakes (as successor to the former Lac Glaceian central government in Monte Glacei). The Sovereign Duke has retained personal control over the conduct of foreign affairs, making this ministry unusual in that its head operates under closer ducal supervision than the other four. The ministry administers the duchy's growing network of embassies and manages the relationship with the CATO Commissioner of Peace, whose office in Johannsessbuurg serves as the primary channel for CATO assistance programs.

Ministry of Justice

The Ministry of Justice oversees the transitional court system, the ducal police service, and the coordination of rule-of-law advisory support provided through CAMA-A's civilian component. Its responsibilities include the administration of the Supreme Transitional Court of Anglien, the Ducal Circuit Courts, and the Bailiwick Courts, as well as liaison with the Special NKR Tribunals that hear cases referred by the TRCA. The ministry also manages judicial appointments on behalf of the Sovereign Duke, vetting candidates for the bailiwick courts and preparing recommendations for Ducal Circuit Court panels.

The challenge facing the ministry has been one of capacity. The NKR replaced the Lac Glaceian court system with summary tribunals, and most trained legal professionals either fled or were removed from their posts during the occupation. CAMA-A's rule-of-law advisory contingent has trained the majority of the duchy's transitional judges, most of whom had no formal legal background before their appointment.

Ministry of Territorial Affairs

The Ministry of Territorial Affairs is responsible for the bailiwick council system, the Islands Administration (established I.1755 AN for the Purple Isles and northeastern island chain), and the land registration programs that underpin the TRCA's property restitution process. Its work is closely tied to the reconstruction of local governance: the NKR staffed bailiwick administrations with loyalists and allowed civil registration to lapse, leaving the ministry with the task of rebuilding administrative structures from the ground up across the duchy's rural interior.

Ministry of Defense

The Ministry of Defense manages the duchy's armed forces: the Anglian Ducal Guard (approximately 2,400 personnel in three light infantry battalions and support units) and the Anglian Maritime Service (approximately 1,400 personnel operating 18 vessels). The ministry's primary operational relationship is with CAMA-A, which is professionalizing and equipping both services under a joint command headquartered in Johannsessbuurg. The minister serves as the duchy's principal liaison to the Natopian garrison commander and to CAMA-A mission commander Brigadier General Ilias Marcadet.

The Sovereign Duke holds the constitutional title of supreme commander of the armed forces, but day-to-day military administration is delegated to the ministry. The Duke retains a consultation requirement on military deployment, meaning the minister cannot authorize deployments without ducal approval, though the Council's objection mechanism applies if the Duke seeks to deploy forces over ministerial objection.

Ministry of Finance and Reconstruction

The Ministry of Finance and Reconstruction administers the Anglien Emergency Budget Ordinance (passed XI.1754 AN), manages the Concord Alliance grant transfers that fund approximately 58 percent of the duchy's expenditure, and oversees the reconstruction contracting process. The ministry's subordinate bodies include the Anglian Monetary Office, which issues the Anglian mark and maintains the currency board arrangement pegging the mark to the Natopian natopo.

Revenue during the transitional period is drawn from four sources: customs and port duties collected at Johannsessbuurg and other harbours, a flat-rate land tax on all registered properties, licensing fees for commercial and fishing activities, and CATO grant transfers. The ministry works with the Court of Commerce and Guilds in Lindstrom on banknote printing, reserve management, and the training of Anglian Monetary Office staff.

Consultation mechanism

The Charter's most significant constraint on ducal authority operates through the Council. Before issuing decrees on taxation, military deployment, or treaty ratification, the Sovereign Duke must formally consult the Council of Ministers. If the Council registers a formal objection, a mandatory thirty-day review period is triggered, during which the Diet of Anglien may convene in emergency session to consider the matter. The Duke retains the legal authority to proceed after the review period expires, but the political cost of overriding both the Council and an emergency Diet session would be substantial.

As of 1755 AN, the mechanism has not been formally tested. The Sovereign Duke and the Transitional Prime Minister have operated by consensus on the major policy decisions of the transitional period, and no Council objection has been recorded in the Gazette of the Sovereign Duchy of Anglien. Whether this reflects genuine agreement or the Duke's care to avoid triggering the mechanism is a matter of speculation within the Johannsessbuurg press corps.

Relationship with other institutions

Sovereign Duke

The Council serves at the pleasure of the Sovereign Duke, who may appoint and dismiss ministers without Diet approval. In practice, Edgard III has delegated the administration of most domestic affairs to the Council while retaining personal authority over foreign affairs, judicial appointments, and the composition of the TRCA. The Transitional Prime Minister chairs Council meetings and coordinates the work of the five ministries, but the Charter does not grant the Prime Minister any independent authority; his powers derive entirely from ducal delegation.

Diet of Anglien

The Charter does not establish a parliamentary confidence relationship between the Diet and the Council. The Diet cannot censure or dismiss individual ministers, and ministerial appointments do not require legislative confirmation. The Diet's influence over the Council is exercised indirectly, through its power to annul ducal decrees (by two-thirds supermajority within sixty days) and through the emergency session mechanism triggered by Council objections. Several Diet members have advocated for the permanent constitution to include a formal confidence mechanism, arguing that an executive accountable only to the Duke is appropriate for a transitional government but not for a permanent one.

CATO Commissioner of Peace

The CATO Commissioner of Peace for Anglien operates alongside the Council but is not part of it. The Commissioner coordinates CATO assistance programs, controls grant funding flows, and maintains a permanent representative at Diet sessions. The Council's Ministry of Finance and Reconstruction manages the operational relationship with CATO funding, while the Ministry of External Affairs coordinates with the Commissioner's office on diplomatic matters. The Commissioner's practical influence over the Council, exercised through funding conditionality, is widely acknowledged to be significant, though the formal relationship is one of coordination rather than subordination.
