The Ministry of Finance and Reconstruction of Anglien (Crandan: Ministerium fonn Finansie en Wederopbou) is the governmental department responsible for public finance, revenue collection, CATO grant management, and the coordination of physical reconstruction in the Free Duchy of Anglien. Established in 1754 AN under the Charter of Anglien, the Ministry administers the duchy's budget, oversees the Anglian Monetary Office, and manages the reconstruction contracts through which infrastructure damaged or neglected during the NKR occupation is being restored.

The present Minister of Finance and Reconstruction is Catrin Halvordssen, a former tax and revenue official in the Lac Glaceian administration who managed the transition from the Glaceian blanc to the Anglian mark in the months following liberation.

History

The economy inherited by the transitional government in 1754 AN had been shaped by two years of NKR rule. The Nü Krantisk Repüblik imposed autarkic trade policies and severed commercial ties with neighbouring states. Port infrastructure at Johannsessbuurg had deteriorated through neglect and wartime damage. Civil registration collapsed across the interior, and with it the administrative basis for taxation. The Glaceian blanc, already weakened before the insurrection, had ceased to function as a reliable medium of exchange in the eastern districts by late 1753 AN.

The Diet of Anglien addressed the fiscal emergency among its first acts. The Anglien Emergency Budget Ordinance (Angliener Noodbegrooting), passed in XI.1754 AN as one of the twelve foundational statutes, established interim revenue authorities, authorized CATO grant acceptance, and created the legal framework for reconstruction contracting. The ordinance empowered the Minister of Finance to levy customs duties at restored port facilities without waiting for the full land registration process, because land-based taxation required a cadastral survey the duchy could not yet conduct.

Halvordssen's appointment drew on her experience with the Lac Glaceian revenue system. She had served as a district tax administrator before the insurrection and was among the handful of fiscal officials who remained in Anglien throughout the occupation without collaborating with NKR authorities. Her first priority was the currency transition: the introduction of the Anglian mark, pegged to the Natopian natopo through a currency board arrangement, replaced the defunct blanc in circulation by early 1755 AN.

Revenue and expenditure

The Ministry draws revenue from four sources during the transitional period. Customs and port duties collected at Johannsessbuurg and other harbours are the largest domestic source, though port capacity constraints limit throughput. A flat-rate land tax applies to all registered properties, but its yield remains modest; the cadastral survey required for comprehensive property taxation is still incomplete across much of the interior. Commercial and fishing licences generate a smaller share, particularly from the restored fisheries around the Purple Isles and the northeastern coast.

The fourth and largest single source is the CATO grant transfer, which in the first fiscal year accounted for approximately 58 percent of total government expenditure. The CATO Commissioner of Peace controls disbursements, which are tied to Chapter IX governance benchmarks in the Charter. CATO conditionality therefore shapes fiscal policy as much as any domestic consideration. Several Diet members have raised concerns about the sustainability of this arrangement as the 1759 AN constitutional process approaches, and with it the anticipated conclusion of the CATO mandate.

On the expenditure side, reconstruction and infrastructure absorb the largest share, followed by the judiciary and rule-of-law programs administered through the Ministry of Justice. The Anglian Ducal Guard and Anglian Maritime Service account for the next tranche. Social allocations cover the property restitution process overseen by the TRCA and the resettlement of displaced persons returning from Nouvelle Alexandrie and elsewhere.

Reconstruction

Physical reconstruction is coordinated through the Ministry, which manages contracting for infrastructure restoration. Two Natopian firms, Dingo Enterprises and Neridia Defense Industries, hold the principal contracts, engaged through CAMA-A procurement channels in the early months of the transitional government. Their work has concentrated on port rehabilitation, road restoration in the interior bailiwicks, and the repair of public buildings damaged during the NKR period.

Port rehabilitation at Johannsessbuurg is the largest single project. Two of the harbor's berths have been restored to operational condition as of 1755 AN, with full rehabilitation projected to require three to five additional years. The port handles the bulk of Anglien's external trade and is the main customs collection point, so its slow recovery constrains both trade volumes and the government revenue derived from them.

Road conditions in the interior remain poor, particularly in the bailiwicks south and east of Bergbuurg where NKR forces concentrated their operations. The Ministry coordinates with the Ministry of Territorial Affairs on transport routes needed for agricultural output from the Eriksfjord lowlands and interior farms to reach markets and port facilities.

Agriculture, historically centred on grain, dairy, and timber, is the largest sector of the private economy. Recovery has been uneven. Farms in the western lowlands resumed production relatively quickly after liberation, while those in the eastern districts continue to face infrastructure damage and unresolved land title disputes that the TRCA restitution process has not yet cleared.

Anglian Monetary Office

The Anglian Monetary Office is a subordinate body of the Ministry, responsible for issuing the Anglian mark and maintaining the currency board arrangement that pegs the mark to the Natopian natopo. The Office occupies a facility in Johannsessbuurg where coins are struck; banknotes are printed in Lindstrom by the Court of Commerce and Guilds, with the two institutions cooperating on reserve management and anti-counterfeiting measures.

The currency board model was chosen over an independent central bank. A currency board requires the issuing authority to hold reserves sufficient to cover the monetary base at the fixed exchange rate, which prevents the government from financing expenditure through money creation. The Charter's drafters and CATO advisors considered this discipline appropriate for a transitional state whose creditworthiness rested entirely on external guarantees. The peg also anchors Anglien within the natopo currency area, which has practical advantages: Natopian firms hold the principal reconstruction contracts, and the Natopian garrison is one of the largest employers of local labour in Johannsessbuurg outside the government.

Staff at the Monetary Office received training through CAMA-A and the Court of Commerce in reserve accounting, denomination planning, and the logistics of physical currency distribution across a territory with limited banking infrastructure.
