As elections were arranged for 1744, polling stations were established across Eesdeheito to allow the population ample access to vote. Most of these were set up within existing buildings, such as town halls, community centers, fire houses, and so forth. The question put forth was two part. The first was a provision to formally annex Eesdeheito into Lac Glacei, giving it the full rights of a canton and elevating it from a territory. The second was to elect a new head of government since the Joint Council would be formally dissolved upon completion of the election process. Voter turnout was significant, with roughly sixty-percent of the population casting ballots. The results proved favorable to Lac Glacei, with Eesdeheito voting to become a canton and allow full annexation, dissolving the condominium, Joint Council, and territorial status. Voters also chose Sanja Tsetseg, head of the Golden Democracy Party, to be elected to the position of Governor. In 1744.10, Lac Glacei announced the formal annexation of Eesdeheito and transition to cantonment government. | |||

Eesdeheito (Crandish for the "Eastern Heath"; Hurmu Norse: Oystra heð) is a dependency of Lac Glacei, and previously a condominium of Hurmu and Lac Glacei from 1693 AN to 1743 AN. Historically, Eesdeheito, with much larger territory than present-day Eesdeheito, was a territory and independent kingdom located in northeastern Apollonia. It was primarily held as a vassal state of Stormark for most of its existence, but was also associated with Cranda and Hurmu. To a lesser extent it was also related to Lac Glacei through the joint condominium at Seivannavik. The people of Eesdeheito are mostly related to the ethnic Crandish of Heathersland, the Hurmu people of Lake District (as evidenced by Norse place names such as Fiskbat, Klifvatr, Ulfrvik etc), and, a minority, to Lontinian people. There is a large Lontinian Lamaist temple outside Seivannavik, called the Ninety-Nine Buddhas of Lémisamen, as a centre of the Lontinian people and religion in Eesdeheito.
History

Originally the area of Eesdeheito was settled by the Apollonian Tatars, but immigrants from Cranda and Slobovia slowly pushed these indigenous populations out. The greater majority of these migrants came from Heathersland to the west, who called it Eesdeheito, meaning 'eastern heath'. Eesdeheito first appeared as a semi-autonomous kingdom around 2123 ASC 1504 AN when mercenaries from Stormark supported a popular uprising against Crandish rule and founded Ulfrvik on the northern coast. From this stronghold the Storish-Eesdeheitan warriors spread rapidly and conquered the regions of Balduvien, Jutien, Leilond and Lontinye. While most of these populations were assimilated, the Lontiniens migrated south along the River Glacei to establish modern Lontinien. During this time the Eesdeheitans established other strongholds, such as Klifvatr and Fiskbat, that further solidified their power. The kingdom would reign for several centuries, outlasting even the collapse of neighboring Arminy, until its collapse in 2428 ASC 1514 AN.
The Keshians, a Tataric tribe, conquered the area and established Grot Kesh around 2816 ASC (1527 AN). Grot Kesh itself would later be incorporated into Gralus, where it would remain for several more centuries. It was not until the Gralan empire collapsed in 5986 ASC (1631 AN) that Stormark would reclaim Eesdeheito. Except that this time the region was not granted any local autonomy and was instead incorporated directly as directly subservient to the Storish crown. It would remain a Storish possession until their collapse in 7614 ASC 1685 AN.
Following a prolonged period of barbarism, the nations of Hurmu and Lac Glacei agreed to re-establish their former condominium at Seivannavik in 7870 (1693 AN). Seivannavik's successful growth and development proved profitable enough that the two nations agreed to expand the condominium to include Eesdeheito and began military operations in the area in 7966 ASC (1696 AN) to push the boundaries north and begin the gradual reconquest of the region from the Green. Thanks to a combined Hurmu-Glaceian task force, Eesdeheito was retaken from the Green following a year-long engagement with hostile forces, bringing Operation Coeur to an end and officially forming the full condominium. As of 1697, Reyna Freer was elected to the position Mayor-Governor, serving in a dual position as Mayor of Seivannavik and Governor of Eesdeheito.
In 1743, Hurmu relinquished its portion of administrative responsibility over Eesdeheito, placing its half of governance directly in the hands of the local authorities. This shift placed Lac Glacei as sole administrator for the autonomous region. As a result, the Grand Duchy announced that it would begin the process of holding local elections and shifting the relationship between the two states to one of greater permanence. An open dialogue approach was announced for complete transparency, with a series of public forums to discuss best practices for moving forward to be deliberated before any formal changes are finalized. The process is expected to take a year to ensure ample time for public comment.
Government
In accordance with the Treaty of friendship and non-aggression between Hurmu and the Grand Duchy of Lac Glacei, the government of Eesdeheito is vested in the Joint Council, consisting of 5 members from Lac Glacei and 5 members from Hurmu. Acting similarly to a corporate board, the Joint Council appoints the Mayor-Governor (Mayor of Seivannavik, Governor of Eesdeheito). Reyna Freer holds this position. She answers to the Joint Council but is not a member of it, though she attends meetings.
