The Ministry of Defense of Anglien (Crandan: Ministerium fonn Defensie) is the governmental department responsible for the military affairs and territorial defense of the Free Duchy of Anglien. Established alongside the other four ministries following the promulgation of the Charter of Anglien in 1754 AN, the Ministry oversees the Anglian Ducal Guard and the Anglian Maritime Service, which together constitute the armed forces of the duchy.
The present Minister of Defense is Alice Steinbach, a former officer in the Lac Glaceian cantonal guard. The ministry's senior uniformed officer is First Sergeant-Major Kaimana Loloku, himself a Koa Kia'i veteran.
History
The security of western Anglien during the NKR insurrection of 1752 AN–1754 AN rested almost entirely upon irregular resistance formations. Three principal groups operated within the territory: the Koa Kia'i, a Mala'anje territorial defense force concentrated in the eastern districts and the fishing communities around Kloss; Ke Ala Moana, a Mala'anje maritime escape network that evacuated more than 1,500 civilians by sea; and the Bergbuurg Underground, a largely Crandish urban resistance cell active in the duchy's second city. These groups had no unified command structure and received no external military support until the Natopian intervention of 1753 AN–1754 AN.
Following the expulsion of NKR forces from the canton in IX.1754 AN and the subsequent promulgation of the Charter of Anglien, the Diet of Anglien enacted the Defense Establishment Ordinance as one of its twelve foundational statutes. The ordinance created the Ministry of Defense and vested operational command jointly in the minister and the Sovereign Duke, the latter retaining supreme command authority under the Charter's transitional provisions.
The officer cadre of the new armed forces drew heavily upon veterans of all three resistance movements. Alice Steinbach's appointment as minister brought pre-occupation Lac Glaceian cantonal guard experience to the head of the institution, while the distribution of battalion commands among former Koa Kia'i, Ke Ala Moana, and Bergbuurg Underground leaders ensured that no single resistance formation dominated the new military establishment.
Organization
The Ministry sits under the Council of Ministers and reaches each armed service through its own commander, the Commandant of the Ducal Guard and the Director of the Maritime Service. The Defense Establishment Ordinance vested operational command jointly in the Minister and the Sovereign Duke, who held supreme command under the Charter of Anglien's transitional provisions. Since 1.VIII.1759 AN the Constitution of Anglien has made that supreme command ceremonial, left the administration and employment of the forces with the Government under law, and made both services answerable through the Minister to the Diet. Neither may be deployed within the duchy except under a State of Vigilance declared by the Sovereign Duke as Lord Protector, or as a statute provides for disaster relief and the support of the civil power.
Armed forces
The armed forces of the Free Duchy are the Anglian Ducal Guard and the Anglian Maritime Service.
Anglian Ducal Guard
Some 2,400 strong, the Guard is the larger service: three light infantry battalions, a support battalion, and a headquarters element, carrying the duchy's ground defense and internal security. External deterrence is no part of that. It rests with the Natopian garrison maintained under the Treaty of Johannsessbuurg. By early 1759 AN it had taken over area responsibility throughout the duchy from the withdrawing Concord Alliance Stabilization Force in Anglien.
Anglian Maritime Service
The Maritime Service is smaller, some 1,400 personnel and eighteen vessels working out of Eesdehaven, and most of what it does is civil rather than military. Fisheries protection takes more of its sea time than any other task, and much of the rest goes to carrying the officials, freight, and post on which the island communities depend. Against a state adversary it has no capability, and formal naval defense stays a Natopian responsibility under the same treaty.
Post-transition proposals
Feasibility studies conducted within the Ministry, with CAMA-A advisory support, have examined the establishment of an air arm and of a unified special-operations command as post-transition undertakings. Neither proposal has been put to the Diet of Anglien. Both are framed as questions for the permanent government to be formed under the Constitution of Anglien, in force since 1.VIII.1759 AN.
CAMA-A relationship
The Concord Alliance Military Assistance Mission to Anglien maintains a permanent advisory presence within both armed services. At the battalion level, CAMA-A training teams provide instruction in small-unit tactics, communications, and logistics management. The mission also administers the equipment pipeline through which surplus Natopian defense stores are transferred to the Anglian forces.
The CAMA-A garrison in Johannsessbuurg, authorized under the protection treaty between Anglien and Natopia, operates separately from the Ducal Guard's chain of command but coordinates closely with the Ministry on territorial defense planning and intelligence sharing.
Personnel
The cadre that raised the Ducal Guard came with long combat and clandestine experience but next to no formal military schooling. To close that gap the Anglien Officer Training Institute was founded under CAMA-A's Institutional Development Directorate, and most Guard officers commissioned since 1756 AN have come through it rather than by appointment from resistance service.
Both services also inherited an unsettled liability. Service before 1753 AN in the Lac Glaceian cantonal guard and maritime police earns no Anglian pension, because the Lac Glacei Act carried Lac Glacei's obligations to the Order of the Holy Lakes only for territory under effective Glaceian control when it took effect, and no successor arrangement has been concluded. Both the Minister and the Director of the Maritime Service served in those bodies. The Ministry of Finance and Reconstruction has costed any settlement against the Bliven Fund's future transfers rather than the present allocation.
Procurement
Equipment has reached the two services by different routes. The Guard draws principally on surplus Natopian stores administered by CAMA-A's Equipment Directorate. The Maritime Service was equipped with new hulls instead: coastal surveys between XII.1754 AN and IV.1755 AN found only about a third of the pre-occupation boats still usable, so the Ministry gave up recovering the old fleet and ordered four standard classes under Concord Alliance grant.
Neither route leaves the duchy supplying itself. The Guard's ammunition, vehicles, and communications equipment all come from that one Natopian pipeline, a reliance the Ministry has named as a question for the period after transition. Separately, the instrument proposed for the duchy's fiscal position once alliance assistance ends is the Bliven Fund, an endowment put to the Concord Council in 1757 AN to be capitalized as that program's closing act. Nouvelle Alexandrie declined to subscribe in II.1759 AN. The Ministry of Finance and Reconstruction then said the endowment would be sized to whatever capital was pledged. East Zimia and the Wallis Islands announced a contribution on 1.VIII.1759 AN.
