Treaty of Preplava
The Treaty of Preplava, formally the Treaty of Friendship, Cooperation, and Development between the Federation of Nouvelle Alexandrie and Brezovo and Yavorina (Alexandrian: Traite d'Amitie, de Cooperation et de Developpement entre la Federation de Nouvelle Alexandrie et Brezovo et Yavorina; Martino: Tratado de Amistad, Cooperacion y Desarrollo entre la Federacion de Nueva Alejandria y Brezovo y Yavorina; Neo-Retic: Договор о пријатељству, суработи и развићу измежду Федерације Нове Александрије и Брезова и Јаворине), is a bilateral treaty signed on 12.II.1752 AN between Nouvelle Alexandrie and Brezovo and Yavorina. The treaty establishes formal diplomatic relations between the two nations and provides a framework for cooperation in trade, education, culture, and development.
The treaty holds particular significance given the historical ties between Brezovo and Yavorina and Nouvelle Alexandrie. Vod Damek Kmitsan, the founder of Brezovo and Yavorina, spent much of his early life in Nouvelle Alexandrie, attending school in Cajamarca and earning degrees in economics from the University of Chambéry. He held New Alexandrian citizenship from the 1700s until 1746 AN, when he declared independence for his new state.
Background
The relationship between Nouvelle Alexandrie and Brezovo and Yavorina predates the latter's independence. Damek Kmitsan, born in Zagorje in the former Republic of the Green, relocated with his family to Nouvelle Alexandrie as a child, settling in Cajamarca in the Wechua Nation. He completed his primary and secondary education there before attending the University of Chambéry in Valencia, where he earned both bachelor's and master's degrees in economics. After his studies, Kmitsan established Damecom, a trading company that grew to operate on a global scale. The company's extensive international network, built from its base in Nouvelle Alexandrie, enabled Kmitsan to establish contacts with Retic peoples across Micras. His wife, Katarina Kmitsan (nee Catarina Quispe), whom he met during his secondary education in Cajamarca, shares Wechua heritage. Kmitsan's business partner Jone Sharka, who would become the first Predsed of Brezovo and Yavorina, also spent time in Nouvelle Alexandrie, relocating to Chambéry during the 1719–1720 Hurmu civil conflict and later joining Damecom.
Following four years of preparation, Kmitsan declared independence for Brezovo and Yavorina on 23.XIII.1746 AN, establishing a new Retic state on two islands in northwestern Corum. The islands had previously been briefly occupied by the ESB Group as part of failed Constancian settlement plans. By 1748 AN, the population had reached approximately 17,500, drawn primarily from Retic communities across Micras, including former regions of Krasnocoria, Freeland, Ranentsi, Cerulea, Byalia, and the Shirerithian region of Mishalan.
In 1750 AN, Brezovo and Yavorina exchanged recognition and established formal diplomatic relations with the Order of the Holy Lakes, its first international partner. The success of this arrangement encouraged the Brezovan-Yavorinian government to seek expanded international ties.
Given the extensive personal and commercial connections between Vod Kmitsan and Nouvelle Alexandrie, the federation represented a natural partner for expanded relations. Preliminary discussions began in late 1751 AN, leading to formal negotiations in early 1752 AN.
Negotiations
Negotiations for the treaty were conducted between the Department of State and the foreign affairs representatives of Brezovo and Yavorina. Secretary of State Jean-Michel Durand, whose background as former Director-General of the New Alexandrian International Development Agency made him well-suited for negotiations involving a developing nation, led the New Alexandrian delegation.
The negotiations proceeded smoothly, with both parties sharing an interest in establishing cooperative relations. Key points of discussion included mutual recognition and respect for sovereignty, establishment of diplomatic missions, trade facilitation and tariff arrangements, educational and cultural exchange programs, and establishing a framework for future development cooperation. The parties agreed to sign the treaty in Preplava, the capital of Brezovo and Yavorina, as a gesture of goodwill and recognition of the new nation's sovereignty.
