Before you begin
This page provides standardized templates for drafting legislation articles on MicrasWiki. Before drafting any bill, please complete the following steps:
Step 1: Check constitutional authority
Review the Proclamation of Punta Santiago to confirm your proposed legislation falls within federal authority. Key provisions to check:
- Article 2(5) - Lists matters under exclusive federal jurisdiction (foreign relations, inter-regional commerce, national taxation, defense, etc.)
- Article 2(6) - Lists matters under shared federal-regional jurisdiction (education, healthcare, environment, etc.)
- Article 35 - Treaty powers and ratification requirements
- Articles 38-39 - Legislative procedures and requirements
If your bill concerns a matter not listed in Article 2(5), consider whether regional legislation might be more appropriate.
Step 2: Check existing law
Search Category:New Alexandrian Law to identify:
- Laws your bill would amend or repeal (these should be listed in the infobox under "related_legislation")
- Laws that might conflict with your proposed provisions
- Similar failed legislation that might inform your approach
How to search MicrasWiki effectively
MicrasWiki uses MediaWiki's search functionality. Here are tips for finding relevant legislation:
Basic search:
- Use the search box in the top right corner of any page
- Enter keywords related to your topic (e.g., "healthcare," "Alexandrium," "budget")
- Results show page titles first, then content matches
Advanced search techniques:
- Exact phrases: Use quotation marks:
"Federal Hospital System" - Exclude terms: Use minus sign:
Alexandrium -mining(finds Alexandrium pages without "mining") - Search within titles only: Use
intitle:prefix:intitle:Act 1750 - Search specific namespaces: Click "Advanced" under the search box to limit to main articles
Category browsing (recommended for legislation):
- Category:New Alexandrian Law - All enacted federal legislation
- Category:Bills before the Federal Assembly of Nouvelle Alexandrie - Bills under consideration
- Category:Failed bills of the Cortes Federales - Rejected or withdrawn bills
- Category:Economy of Nouvelle Alexandrie - Economic legislation and policy
- Category:Foreign affairs of Nouvelle Alexandrie - Treaties and foreign policy
- Category:Military of Nouvelle Alexandrie - Defense legislation
- Category:13th Cortes Federales, Category:14th Cortes Federales - Legislation by session
Using "What links here":
- Go to any existing Act page
- Click "What links here" in the left sidebar under "Tools"
- This shows all pages that reference that Act, helping you find related legislation and amendments
Search by year:
- Most legislation follows the naming convention "[Short Title], [Year]"
- Search
intitle:Act 1750to find all Acts from a specific year - Or browse the relevant Cortes Federales category
Common legal frameworks to review
- Constitutional matters: Proclamation of Punta Santiago (the constitutional instrument of the Federation); Cortes Federales Act, 1694 (organic statute of the legislature)
- Budget and appropriations: General Appropriations and Taxation Act, 1760 and earlier Acts in the General Appropriations and Taxation Act series
- Alexandrium: Alexandrium Treaty Ratification and Application Act, 1749
- Defense: Defense of the Federation Act, 1694; National Service Act, 1726
- Foreign affairs and treaties: Treaty Implementation and Ratification Reform Act, 1750
- Healthcare and drugs: Drug Security Act, 1736 (no general healthcare-reform statute has been enacted to date)
Step 3: Identify stakeholders
Consider which parties, committees, and interest groups will need to support your bill:
- Which Cortes Federales committees will review it?
- Does it require Council of State sponsorship?
- Will it need cross-party support to pass?
Step 4: Choose your template
Select the appropriate template based on your bill's current status:
| Status | Template | When to use |
|---|---|---|
| Proposed | Template: Proposed legislation | Bills currently before the Cortes Federales |
| Passed | Template: Passed legislation | Bills that have received Royal Assent |
| Failed | Template: Failed legislation | Bills rejected by either chamber, withdrawn, or lapsed |
How to use these templates
- Click "Edit source" on this page
- Scroll to the appropriate template section below
- Copy the entire template (everything inside the <pre> tags)
- Create a new page titled: [Short Title], [Year] (e.g., "Federal Budget Act, 1750")
- Paste the template and replace all placeholder text in [BRACKETS] with your content
- Delete all instructional comments (text inside <!-- --> tags)
- Preview your page before saving
Article naming conventions
- Format: [Short Title], [Year]
- Examples:
- Alexandrium Treaty Ratification and Application Act, 1749
- Federal Budget Act, 1750
- Emergency Powers (Amendment) Act, 1748
- Healthcare Reform Act, 1751
- General Appropriations and Taxation Act, 1760
Tips for quality legislation
- Write in encyclopedic, neutral tone
- Include multilingual names (Alexandrian, Martino, Wechua) in the lead section
- Use the AN date format: [DATE].[YEAR] AN (e.g., 15.VII.1750 AN)
- Cross-reference related legislation with wikilinks
- Include realistic vote counts that reflect party composition (see Seat counts reference below)
- Draft the numbered Articles in the statutory register, not in prose (see Drafting the operative text below)
Drafting the operative text (statutory register)
The prose sections (the lead, Background, and Key provisions) are meant to read well and explain the law. The operative text of the bill (the numbered Articles inside the Bill text block) is written in a different, stricter register: it states rules and never explains, justifies, or persuades. Every "why" belongs in the prose sections, never in an Article.
- Modal discipline, one word one meaning. Use must for a duty, may for a power or discretion, and must not (or "A person must not") for a prohibition. Use the present indicative for a statement of law, a definition, or an offense ("A person who does X commits an offense"). Do not use the older "shall"; the one exception is text inserted into an existing Act that itself uses "shall", for consistency within that Act.
- One rule per paragraph. Break a compound rule into lettered sub-paragraphs under a clean lead-in, and state the legal effect first, then the conditions.
- No purpose clauses inside a section. Strike "so that...", "in order to...", "to ensure...". A single spare objects Article (Article 3, "The purposes of this Act are:") stated plainly is allowed and aids interpretation; purpose clauses scattered through operative sections are not.
- Consistency over elegance. Use the same defined term every time; never vary it for style. Put all definitions in Article 2, alphabetical, each with "means" (an exhaustive definition) or "includes" (one that adapts the ordinary meaning).
- Plain words. Prefer "the"/"that" over "such", "under" over "pursuant to" or "by virtue of", "despite" over "notwithstanding", and "if"/"when" over "in the event". Avoid "hereby", "aforesaid", and "above/below".
- Name the consequence. An offense names its penalty or the Article that sets it; a cross-reference names the exact provision, never "as the law provides".

Seat counts reference
Vote totals in a bill's voting record should reflect the actual composition of the Cortes Federales session that considered it. Party rosters change at every general election, so always confirm the composition against the relevant Cortes session page before writing vote counts.
The Federal Assembly of the 14th Cortes Federales (current) has 801 seats:
| Party | Seats |
|---|---|
| Federal Humanist Party (FHP) | 293 |
| Democratic Socialist Party (DSP) | 232 |
| Civic Governance Alliance (CGA) | 95 |
| Federal Consensus Party (FCP) | 93 |
| Independents | 50 |
| Wakara People's Party (WPP) | 28 |
| Republican Party of Oportia (RPO) | 10 |
| Total | 801 |
The Democratic Socialist Party and the Wakara People's Party sit together as the Alliance for a Just Nouvelle Alexandrie (AJNA, 260 seats). The governing Federal Accord combines the Alliance with the Civic Governance Alliance and the Federal Consensus Party (448 seats). The Speaker of the Federal Assembly, a Wakara People's Party deputy, sits non-partisan in the chair.
The Chamber of Peers has no fixed roster or seat count; its members are royal appointments made on the advice of the Government, and the number of peers rests with the King. Because there is no standing seat count, record a Chamber of Peers division by the vote actually reported, not by a fixed composition.
