The President of the Government, the Premier, leads the Council of State and stands at the summit of the Politics Path. Where a Deputy makes the law and a leader builds a party, the Premier runs the Federation: forms a government, sets its course, and answers for the whole of it to the House and the Crown. It is the highest office a player can hold in the season, and the hardest to keep.

Forming a government

You come to the Premiership at the head of the winning side. After a general election the Premier is normally the leader of the party, or the coalition, that commands the Federal Assembly; the King appoints you by his prerogative, the Speaker countersigns, and the Assembly confirms you in a vote of confidence. With the office comes the power that defines it: you name your Council of State, handing the departments to the secretaries you choose and appointing a Vice-Premier beside you. The government is yours to build, and from the first day it is yours to answer for.

The Vice-Premier

The Vice-Premier, the Vice-President of the Government, is the Premier's deputy and chosen second. You are named by the Premier, you most often hold a department of your own as well, and you stand in to chair the Council and carry the government when the Premier is away. Above all you are the line of succession: when a Premiership falls vacant, it is the Vice-Premier who steps up. It is the seat closest to the summit, and the surest path to it.

Setting the agenda

A Premier governs by setting direction. You chair the Council of State, fix what the government will pursue, and drive its program of bills through the Cortes. The office is first among equals, not a throne: the Council decides together and each secretary runs their brief, but it is the Premier who points them all one way and carries the weight when they wander. A government is judged on what it gets done and on the country it leaves behind, and that record is the Premier's before anyone's.

Surviving the chamber

The Premiership rests on the confidence of the Assembly, and holding it is the daily work of the job. You answer for the whole government at 🙋・question-time, your program must carry its votes, and a Cortes that turns against you can bring the government down by withdrawing its confidence. A general election lost ends the term outright, and by custom a defeated Premier hands in their resignation. To govern is to keep the chamber with you week after week, because the moment you cannot is the moment the office slips away.

What you're playing for

The prize is the thing itself: to lead the Federation, to set its course for a term, and to leave a government written into the canon of the season. A Premiership well played is the highest mark a political career can reach, short only of the lasting honors, and a Premier stands with everyone else for the season's cross-path honors and the citizen-voted Wilson-Clarke Prize. How those are awarded is set out in the Guide to Honors and Awards.
