A referendum is a binding national question put to every Citizen of Nouvelle Alexandrie, and one of the few times the whole nation decides a matter directly. Unlike a bill, a winning vote needs no further passage: when YES carries, the measure becomes canon the moment the poll closes, and the Cortes is left only to work out the details. Where the season's Paths ask you to organize, earn a credential, or publish, a referendum asks only that you be a Citizen and show up to vote. One runs once a month, the steady national heartbeat of the season.
Where one comes from
Most referenda are seeded by the Admins from the season's unfolding crises, so the heartbeat never skips a beat even when no one else puts a question forward. Beyond that, any party or officeholder can sponsor one: a deputy, a minister, or a party leader is the threshold, with no signature drive and no backer-counting. A citizen with a question of their own routes it through a party or a friendly deputy, who carries it forward. The bar is light and held by common sense: one clear national question with real canon consequences, never a personal attack and never an out-of-character matter. The Admins may tidy the wording before it drops.
Who votes
Only Citizens vote, the players who hold 🟥┃Citizen. One timing rule is worth knowing: to vote in a given referendum you must have become a Citizen before its poll opened. If you are sworn in while a vote is already running, you vote in the next one instead. Citizenship never closes, so the only thing a latecomer misses is that one live vote, and becoming a Citizen takes about ten minutes through 🧭・how-to-play.
How one runs
Every referendum moves through the same five steps in 🗳️・referendum-hall, across roughly eight active days:
- The question drops. The Admins or the sponsor post what a YES enacts, what a NO means, and who put it forward. The post stays pinned while the vote is live.
- The nation debates it. Citizens and parties argue it out in the channel, and the press covers it; an IOP street poll can take the country's temperature during this window.
- The vote runs seventy-two hours. A single poll sits pinned at the top of the channel, one click for every Citizen, and it closes on its own.
- The result lands, together with the government's answer. A government can be made to carry out something it campaigned against, and it pays in the press if it drags its feet.
- It goes on the record, and the loop resets for the next question.
What a YES binds
A winning YES is self-executing. The measure is canon law or policy the instant the poll closes, with no separate vote in the Cortes to pass it. The drama is political rather than procedural: the Cortes still legislates the size and shape of the thing, but the mandate is locked by the citizens, and a government forced to enact a policy it opposed, or seen slow-walking one the nation demanded, wears that in the chamber and in the headlines. Results are canon, and the government lives with them.
The record
Every referendum leaves a public trail, which is what keeps a Citizens-only vote open to the whole community: anyone can follow the question in the open, even though the binding click itself is gated to Citizens. The trail is:
- Its own wiki page, the canonical record of the question, the campaign, the turnout, and the result. Each is titled by its subject and year, for example New Alexandrian National Resilience Fund referendum, 1757.
- An entry on Elections and referenda in Nouvelle Alexandrie, the national register, linking the dedicated page.
- A result story on NBC Newsfeed, the national broadcaster's account, carried on the breaking-news wire.
