The so-called Long Session of the Congress of Chryse (1741 AN – 1751 AN) Infamously sat in permanent session for a decade trying to agree a new constitutional settlement. From the death of the Szodan of Benacia, Daniyal ibn Daniyal, in 1743 AN, the congress distracted by the Great Contention between the partisans of Lors Bakker-Kalirion and his mortal rival Zacharias Avon-El over the succession to the vacant office. Around the irreconcilable rivals polarised the two broad coalitions of factions in the Congress - the Revanchists, supported by Benacia Command, the Nationalist & Humanist Party, and the Unified Governorates, who backed Lors, and their main opponents - the Reformists, comprised of the realms of Chryse, Ransenar, and the Sovereign Confederation, supported by the Commission for the Panopticon and the Honourable Company, who came to accept the candidacy of Zacharias in order to maintain the loyalty of the military. The coalition of factions assembled by the Reformists were eventually able to overmatch the Revanchists - securing the appointment of Zacharias as Szodan in 1747 AN, clearing the way for the appointment of a new High Presidium of the Benacian Union, in which the eastern realms - Chryse, Ransenar, and the Sovereign Confederation - were ascendant.

At this convocation, the Basilinna of the Imperial State of Constancia and Chair of the ESB Group, through the representative of the Honourable Company, put forth a petition beseeching that the Congress clarify the status of her Viscounty of Lumenetra, granted to her with lands and furnishings by Kaiseress Salome, and henceforth ceded to the Benacian Union by the Imperial Republic of Shireroth in accordance with the Treaty of Lorsdam. Upon her untimely death the petition was renewed by her daughter and successor-in-interest, Princess Rosamund, Autokráteira of Constancia, Director of Financial and Legal Services of the ESB Group, and 2nd Viscountess of Lumenetra.
