The Alcalá Declaration was the result of the Alcalá Conference hosted by the federation of Nouvelle Alexandrie after the complete implementation of the Northern Eura Protocols and Operation Paramount.
Background
The expansion of the Republic of Antakia dangerously close to the borders of the Aldurian Region and the important port of Arak in Constancia, and the sense that it was unwittingly sheltering insurgents of the so-called Free State of Constancia, led to the secret Northern Eura Protocols.
After the implementation of Operation Paramount, there was a need to ensure significant regional coordination regarding the new acquisitions, hence the Alcalá Conference. The Kingdom of Ransenar, a Raspur Pact ally that had been a major exporter and which had expressed interest in greater foreign direct investment in Eura in light of the unfolding situation after the Scouring, was also invited.

Proceedings
Alcalá was the obvious choice in light of it being the most prominent city in the immediate proximity of the new territories, and its location alongside the picturesque Lake Nerub. Domestic political reasons similar to what led to the Fontainebleau Accords were also a significant consideration.
