The Xenovian are citizens of Phinbella who serve in the [[Phinbella Defense Forces]]. Members of the community have attained top positions in Phinbellan politics and public service. As a minority group in every territories in which they are found, they have frequently experienced persecution, except in [[Phinéas Padolski]] and [[Permata Mutiara]], where Xenovian judges, parliamentarians, diplomats, and doctors occupy the highest echelons of society. The Xenovian is one of the major alien groups in Phinbella, with between 8,000 residents. They are found primarily in [[Territory of Extraterritorial Authority of the Refugee Camp and Immigrant Settlements Area]], [[Maritime Kachi Kochi]], [[Straits Settlements]] and [[Permata Mutiara]], with small communities in [[Cyberaya]]. The oldest and most densely-populated Xenovian communities exist in [[Tannyeugwa Settlements]] and in the north of Permata Mutiara around [[Mountain Druzes]]. The Xenovian's social customs differ markedly from those of other alien groups, and they are known to form close-knit, cohesive communities which do not fully allow non-Xenovian in, though they themselves integrate fully in their adopted homelands.
