Thanksday Harvestfall 29th, 199 AL | Toastytide Address to the Nation | WHEREAS the Feast of Lord Toastypops will shortly be upon us, AND WHEREAS it is the Garden-given duty of the Kalgachi government to generate and enable maximum jollity during this time, 1. THE COUNCIL OF PERFECTI instructs the Directorate of Education and Outreach to broadcast across all of its radio channels, at the stroke of midnight this Harvestfall 30th, the address contained in Schedule 1 of This Order. +++ Schedule 1 - The Toastytide Address - Harvestfall 30th, 199 AL + First address by the Salvator Lord Toastypops of Jollity: ONCE AGAIN, TOASTYTIDE COMES UPON THOSE OF US WITH THE FORTUNE OF RESIDING IN THE SHADE OF THIS GARDEN PHYSICAL. SOON, ALL SHALL BE CELEBRATING AND BEING JOLLY, AND NO WONDER; FOR AS BEAUTIFUL A THING AS JOLLITY IS BY ONESELF, HOW MUCH MORE SO IS IT WHEN SHARED WITH OTHERS? WHEN YOU SEE IT IN THE FACES OF YOUR FAMILY, YOUR FRIENDS, YOUR FELLOW REVELERS - THERE, FRIENDS, WILL YOU SEE A FACET OF THE GARDEN KETHERIC UNVEILED, AND THEY SHALL SEE IT IN YOU. Musical interlude - Rise of the Salvators + Second address by Our Brother Sovereign, the Chairman of the Council of Perfecti: Children of the Garden, It is my honour to address you today as Chairman of the Council of Perfecti, in whom the leadership of this Kalgachi nation is vested and entrusted. Historically my identity and works, and those of my fellow Perfecti, have been witheld from sight or sound by the meditative conditions we require to function. This will continue. But in recent times the Council has agreed that the sustained achievement of you, the Kalgachi people, in cultivating and defending the life of this nation at our behest, compels from us the courtesy of a direct address in which we might answer for our works and offer gratitude for your role in their fulfilment. Tomorrow begins the Feast of Lord Toastypops, in which we remember those who have perished before us and give thanks for those who remain with us. Over the last twenty-two years, as you well know, this holy occasion has gained renewed meaning in the returned personage of Lord Toastypops himself, Salvator of the Garden, he whose infectious jollity has carried our people through generations of anguish and hardship. Safely buried by history are the assertions of those doubters who said, after the fall of Sansabury, that none of the Minarbor's Salvational Host would ever walk among us again. As Lord Toastypops makes his rounds among you with gifts and soft-spoken advice, so too is he a frequent visitor to the chambers of we Perfecti, where his frank and fatherly advice in the governance of the nation is often given and always welcome. Indeed I say to you, if the Jolly Reaper has the power to command even our receptive ears, it follows that no child of the Garden can reject his presence or his words, if they wish to preserve their body and soul from eternal ruination. You will have heard from him before this address. Heed his words. Take them to your heart. Take them to your grave. For his communion with the Garden Ketheric is stronger than that of any worldly being. His will is the way of the Garden, and you will find a path to its gilded gates through him. It is in the spirit of Toastytide that we of the Council wish to acknowledge the toil and wit invested by you, the Kalgachi people, in the cultivation of our mountain homeland. From the border guards on our forested frontiers to the most weary underground factory workers, from kindergarten teachers who drown daily in noise and bodily excretions to the pushers of pens and the beaters of typewriters, everybody who works in this nation contributes to its ultimate good - even if the benefits are not always easy to see. Every minute of labour so invested is a minute which will forever be denied to the rapacious archonic agents beyond our frontiers, and sets back by more than a minute their designs to plunder and enslave our people by force. By your strength and resolve we shall forever avoid the fate of the Republican Inner Benacians, enyoked and humiliated by the Raspur Pact as they have been. Better still, your work shall give us the strength to protect friends as we do in Northbloom! In Council we are often asked of Kalgachia's predicament if the ailing Republic of Kasterburg, whose ruling Magistrate wheezes upon his death bed at this very moment, can no longer guarantee its own sovereignty. Certainly we in the Garden cannot guarantee it without endangering our own. One hopes that in good time, our honourable Kasterburgish neighbours will find the protection of their brethren from sovereign Batavia, but political realities compel us to face a most terrible condition to that event - the collapse of a sovereign Kasterburgish state is a long-awaited chance for the Raspur Pact to complete the full encirclement of Kalgachia's frontiers, and history shows they cannot be expected to do anything other than exploit the situation with full and sadistic enthusiasm. While part of Kasterburg - perhaps even the greater part - may be saved from the hegemonic talon, the Raspur Pact will be sure to appropriate enough territory, through bribery or force, that they gain the power to impose any conditon they please upon the continuation of our nation's physical contacts with the outside world: trade, tourism, even the travel of diplomats. It will be hailed in Shirekeep as a famous victory, a step closer to Endsieg on Benacia. We will then be invited, doubtless by increments over the course of many years, to make our submission to the Kaiser. You may rest assured that the Garden has other plans. As the exclusive host of our trade routes off Benacia, the Kasterburg Republic enjoys generous terms from us because they are sovereign in their outlook and honourable in their trade relations, unperverted by imperialist motives. Those who presume that the fruits of this lucrative relationship might be effortlessly diverted from Kasterburg to Shirekeep, or else held hostage to obtain concessions from the Garden, shall be sorely disappointed. When our ability to trade independently of the Raspur Pact is gone, that trade shall disappear without so much as a Millirand diverted to the Kaiser's coffers. Nothing so much as a feather's weight more leverage shall be obtained against our Garden after its enclavement than was obtained before. We shall go forth in our national life alone, supported by vast stockpiles of raw material which are becoming bigger all the time, arriving daily by rail and air across the Kasterburgish border while it remains open. Already we have enough to live comfortably for years and tolerably for centuries, transported and stored by the hardworking men and women of the Directorate of Public Works and the Directorate of Labour and Economic Planning. They are the foot soldiers of this economic war, as worthy of praise and adulation as the troops of our Kalgachi Defence Force. Their work is no less vital to our national survival than the resistance of an armed invasion, and their names no less deserving of reverence in future years. They are the heroes of our time. The world will learn, soon enough, that Kalgachia is here to stay. For we as a nation have learned well from the plight of our ancestors and the antics of our neighbours. Now it is willed from the Great Garden Beyond that we shall be the sublime knot in Benacia's woodgrain, slow-grown and hardened, deflecting axe blow and sawstroke alike. It is we, this vibrant kernel, this mountain race, who shall remain when all else is rotted down. This alone is cause for utmost jollity in the spirit of the season. And so I say unto you - rejoice! Thanksday Harvesthigh 24th, 195 AL | Diplomatic Recalls and Expulsions | WHEREAS the Lady Li Naomiai of Sentratera, an individual possessed of an unyielding and inexplicable hatred of the Kalgachi nation and all its works which is untempered by the respect and common courtesy exhibited by more responsible elements of the Shirerithian government, has regrettably reclaimed control of that nation's public foreign policy, AND WHEREAS this has precipitated through official channels an entirely unprovoked, counterfactual and unwarranted slander of the Kalgachi government in its efforts to preserve the sovereign jollity of the scions of Mondo, such that they can reclaim full self-governance the first moment they are able, AND WHEREAS this policy change appears to be informed entirely by the arbitrary whim of Lady Sentratera in defiance of the established precedent of consensus among the advisors of His Imperial Magnificence the Kaiser of Shireroth, AND WHEREAS these actions gravely and needlessly endanger the present cordiality of Sxiro-Kalgachi relations and the stability of the Established Benacian Order, 1. THE COUNCIL OF PERFECTI instructs the Directorate of the Tumultous Wastes to recall to Kalgachia all civilian staff from its residency in Shirekeep with immediate effect, excepting His Excellency the Chief Resident, Dr. Shehekhiah Pezaknik, who is instructed to proceed to the Palace of the Archons in Modan Hamlet and petition for residency in its proximity as a guest of the Prince. The DTW is instructed to furnish the Chief Resident with sufficiently respectable tribute to present for his imposition upon the Prince's time and territory. 2. All civilian diplomatic staff of the Imperial Republic of Shireroth within the Garden of Kalgachia, excepting His Excellency Frainan Uihmanzis Ajax Kolbe, are instructed to absent themselves from Kalgachi territory no later than forty-eight hours from the issuance of This Order. Their diplomatic visas shall be revoked upon exit. The Imperial Republic is invited to replace the departing staff with uniformed representatives of the Imperial Forces. The Shirerithian residency in Oktavyan shall thenceforth be considered an adjunct to the Sxiro-Kalgachi Military Coordination Council and all residency in, or communication with Kalgachia by civilian Shirerithian diplomats shall be prohibited. 3. The provisions of This Order shall remain in effect for the remainder of Lady Sentratera's lifespan, regardless of office.

Helloday Harvesthigh 6th, 193 AL | Ratification of the Sterklucht II agreement with Kasterburg | WHEREAS the General Staff of the Kalgachi Defence Force has requested a modest fast jet capability for visual interception of unidentified aircraft in Kalgachi airspace and special operations, AND WHEREAS supersonic crewed aviation is presently beyond the technological competence and development budget of Kalgachi aeronautical designers, but well within the capability of the Garden's neighbours in the Kasterburg Republic, AND WHEREAS any surrender of advanced military technology by a sovereign state requires the courtesy of substantial recompense, doubly so in the case of Kasterburg whose impeccable conduct in the observance of existing agreements between our nations compels further reward, AND WHEREAS the Directorate of the Tumultuous Wastes has negotiated an agreement upon the matter with the government of the Magistraat in Kasterburg, 1. THE COUNCIL OF PERFECTI hereby ratifies the Second Sterklucht Agreement on Airspace Security (Sterklucht II) as contained in the schedule to This Order. 2. All relevant organs of the Kalgachi government are directed to commence the fulfilment of Kalgachia's obligations under Sterklucht II with immediate effect. +++ Schedule 1 - the Second Sterklucht Agreement on Airspace Security SECOND STERKLUCHT AGREEMENT ON AIRSPACE SECURITY (STERKLUCHT II) The Garden of Kalgachia and the Kasterburg Republic, desiring to build upon their proven mutual legacy in developing an independent air security architecture, commit by This Agreement to the following: 1. The Kasterburg Republic shall provide the Garden of Kalgachia with sixteen Buzzard C-61 fighter aircraft, assure their maintenance in working order and train a cadre of Kalgachi pilots in their operation. 2. Garden of Kalgachia shall award to the Iron Company (Kasterburg) an exclusive contract to resurface and extend the runway of Gravelbottom Airport and construct sixteen hardened hangar adits in the adjacent hillside, all of the standard and scale necessary to accomodate the Buzzard C-61 aircraft type, for the sum of 500,000 Kalgarrand. 3. The Garden of Kalgachia shall surrender to the Kasterburg Republic five percent by weight of all goods unloaded at Kasterburgish sea ports for transport to Kalgachia, and the same proportion of all Kalgachi goods loaded at Kasterburgish sea ports for off-continent export. 4. This agreement may be suspended in part or in full by either signatory with written notification. 5. This agreement becomes void upon its formal renunciation by either signatory.

Thanksday Harvestrise 29th, 193 AL | MTO Membership | WHEREAS the Micras Treaty Organisation has in recent times been making efforts toward self-revival, AND WHEREAS this enables and requires the Garden of Kalgachia to more properly organise its representation within that entity, 1. THE COUNCIL OF PERFECTI by This Order ratifies the MTO Treaty of General Membership on behalf of the Garden of Kalgachia, and instructs the Directorate of the Tumultuous Wastes to convey the Garden's apologies to the MTO for the oversight of soliciting and obtaining membership without having effected said ratification. 2. Mothbert Dolornot Twiddle, Chief Emissary of the Garden, is without prejudice to his tenure of the aforesaid office appointed Kalgachia's principal representative to the MTO with immediate effect.
