The Cárdenas Protocol is a bilateral technology-cooperation agreement between Nouvelle Alexandrie and Natopia, signed at Cárdenas on 14.II.1757 AN, at the close of the first plenary of the Natopian-Nouvelle Alexandrie Joint Economic Council (NNJEC) held that year. Premier José Manuel Montero signed for Nouvelle Alexandrie and Chancellor Marco Lungo, III for Natopia. The agreement takes its name from the New Alexandrian capital that hosted the plenary.[1]

The protocol enlarged the council's standing Technology and Innovation Partnership into a program of semiconductor and advanced-materials cooperation, aimed at the Federation's reliance on Alexandrium in the electronics that carry its power and run its industry. Under its terms Natopia agreed to transfer semiconductor fabrication technology, train New Alexandrian engineers, and co-invest in the Aldurian foundries established by the Aldurian Economic Diversification and Recovery Act, 1755. The program commits as much as NAX€16 billion over eight years, drawn from Natopian co-investment and from federal money in the Act's advanced-sciences strand.

Background

The agreement answered a problem New Alexandrian scientists had named for years. The Institute for Strategic Studies economist Rodrigo Castellanos had projected in the report The Alexandrium Horizon that domestic Alexandrium extraction would peak around 1768 AN, the projection that carried the concept of Peak Alexandrium into policy debate. The Aldurian Economic Diversification and Recovery Act, 1755 was written to build an electronics industry that did not lean on the mineral before that year arrived, standing up foundries in Alduria alongside Foundation 1768, the federal diamond-semiconductor program, and the Institute for Wide-Bandgap Electronics.[1]

What that program had not achieved was scale. The first domestic diamond power devices entered service on the Punta Santiago to Piriya corridor early in 1757 AN, two weeks before the protocol was signed, but the Federation could not yet manufacture them in quantity. Secretary of Research and Development Alexander Melas described the shortfall as the distance between a demonstration and a supply chain. The NNJEC, established in 1738 AN after the Recession of 1737, supplied the standing framework through which the two governments moved to close it.[1]

Terms

Natopia undertook to transfer semiconductor fabrication technology, train New Alexandrian engineers in its use, and put its own capital into the Aldurian foundries. Natopia, the Raspur Pact's largest economy and the issuer of the natopo that serves as the alliance's reserve currency, had run such fabrication at industrial scale for a generation, a maturity the Federation was still acquiring device by device. The agreement folded the existing Foundation 1768 and Institute for Wide-Bandgap Electronics into the joint effort and concentrated the work at Punta Santiago, where Punta Santiago Substrates grows the semiconductor wafers and the Institute builds the finished devices.[1]

Funding was set at up to NAX€16 billion over eight years, divided between Natopian co-investment and federal money already committed to the advanced-sciences strand of the Aldurian Economic Diversification and Recovery Act, 1755. The protocol's working groups were to convene first at Lindström in the spring of 1757 AN, with the first Natopian production lines expected in Alduria within three years.[1]

Reception

Natopian Chancellor Marco Lungo, III presented the protocol as the continuation of an established trade relationship rather than a concession to an ally in difficulty. The Federation was already Natopia's largest trading partner in both directions, and Lungo cast Natopia's help in building an industry the two states already traded in as arithmetic rather than generosity.[1]

Rodrigo Castellanos, whose report had put a date on the peak, called the cooperation sound engineering and uneasy strategy. He warned that Nouvelle Alexandrie was easing a dependence on a material it mined at home by taking on a dependence on technology held in another country, and he asked that the Federation keep building its own manufacturing capacity behind the Natopian assistance rather than let it stand in for one.[1]

Reaction in the Cortes followed the year's familiar lines. Émile Bouchard, coordinator of the Aldurian Independent Coalition whose votes had carried the Diversification Act, welcomed the investment in Alduria while renewing his complaint that the Act's housing and agriculture strands had delivered less. Leader of the Opposition Marcos Ferreira Gonçalves of the Alliance for a Just Nouvelle Alexandrie accepted the agreement as sound for Alduria and turned the exchange back toward the cost of living.[1]
