The Aldurian Economic Diversification and Recovery Act, 1755 (Alexandrian: Loi sur la diversification économique et le redressement de l'Alduria, 1755; Martino: Ley de Diversificación Económica y Recuperación de Alduria, 1755) is an act of the Cortes Federales of Nouvelle Alexandrie that established a five-year, NAX€50 billion program of economic diversification and recovery centered on the Region of Alduria. It passed its third reading in the Federal Assembly on 9.VII.1755 AN by 701 votes to 18, with 30 abstentions, and received Royal Assent from King Sinchi Roca II on 16.VII.1755 AN.

The Act was the central commitment of the confidence and supply agreement that sustained the government of Premier José Manuel Montero in the 13th Cortes Federales, and the measure the twelve deputies of the Aldurian Independent Coalition had named as the price of their support. It was one of three enabling bills in that program, alongside the companion Financial Institutions Stabilization and Homeowner Protection Act, 1755, which resolved the banking crisis, and a structural banking-reform bill that remained in committee. The legislation answered two pressures on the Aldurian economy: the projection of Peak Alexandrium, the point around 1768 AN at which domestic Alexandrium extraction was expected to peak, and the regional damage of the property-securities crisis of 1753 AN and 1754 AN.

Alongside NAX€50 billion of spending across seven strands, the Act set a statutory requirement that 12 percent of federal Alexandrium revenues be directed each year into non-resource investment, a figure raised from the 9 percent the government first proposed during committee. The advanced-sciences strand funded the Aldurian Science and Technology Campus at Punta Santiago and the diamond-semiconductor program Foundation 1768, which delivered its first working hardware in 1757 AN. The recovery of the banking sector was handled by the separate companion law. Coalition coordinator Émile Bouchard has since pressed for the housing and agricultural strands to keep pace with the advanced-sciences strand.

Background

Alduria entered the 13th Cortes Federales as the most economically strained of the Federation's regions. The property-securities crisis that surfaced in 1753 AN, when Treasury Secretary Warren Ferdinand disclosed NAX€127 billion of property-backed securities exposure across the banking sector, fell heavily on the region. The Caisse Régionale de l'Alduria failed its federal stress test and was ordered to raise additional capital, and the contraction in regional lending that followed reached households and small employers well into 1754 AN.

The longer-term concern was the region's dependence on Alexandrium extraction. The Alexandrium Sustainability and Strategic Management Act, 1750 had created the first federal framework for managing extraction after the Institute for Strategic Studies warned that domestic reserves could be exhausted within decades at the growth rates then prevailing. By 1755 AN the federal projection known as Peak Alexandrium placed the peak of domestic extraction at approximately 1768 AN, after which output, and the employment that depended on it, would decline. Much of that employment sat in Aldurian extraction communities with few alternative industries.

The 1754 general election reshaped Aldurian representation. The Democratic Socialist Party, which had dominated the region, collapsed there, and independent candidates took twenty-five of Alduria's seats. Twelve of those independents organized as the Aldurian Independent Coalition and signed the confidence and supply agreement with the Federal Humanist Party of Premier José Manuel Montero, which gave the government a working majority of nine. A sustained program of federal investment in Alduria was a central term of that agreement, and the Act became its principal legislative product.

Key provisions

The Act appropriated NAX€50 billion over five years to an Aldurian Diversification and Recovery Fund, administered through a regional implementation authority based at Punta Santiago under the Council of State. Treasury Secretary Warren Ferdinand confirmed that the program required no new borrowing and no tax increase, drawing instead on accumulated federal surpluses and existing investment authorities.

Beyond the spending, the Act imposed a statutory diversification mandate. It required that 12 percent of federal Alexandrium revenues be directed each year into non-resource investment. The figure was the most contested provision of the bill: the government had proposed 9 percent, the opposition had asked for as much as 20 percent, and the Economic Affairs committee, under chair Marc-Antoine Perreault, settled on 12 percent.

The NAX€50 billion was divided among seven strands. The largest, at NAX€11 billion, funded the transition of Alexandrium extraction communities through retraining and local development. Advanced sciences received NAX€8 billion, which established the Aldurian Science and Technology Campus at Punta Santiago and funded Foundation 1768, the federal diamond-semiconductor program. Tourism and water infrastructure together received NAX€7 billion, as did port modernization. Agricultural modernization and housing received NAX€6 billion each, and civilian Alexandrium applications NAX€5 billion.

The housing allocation drew the sharpest dispute. The Democratic Socialist Party's bid to raise it and tie its distribution to need-based formulas was rejected in committee, although the party did win a guaranteed retraining entitlement for displaced extraction workers within the transition strand. In implementation the advanced-sciences strand moved fastest, delivering its first semiconductor hardware in 1757 AN, and coalition coordinator Émile Bouchard has pressed for the housing and agricultural strands to keep pace.

4 13.VII.1755 AN Chamber of Peers Passage – Passed under automatic-passage provisions for money bills
5 16.VII.1755 AN – Royal Assent – Signed into law by King Sinchi Roca II

The bill was a government measure, and the confidence and supply agreement committed the twelve Aldurian Independent Coalition deputies to support it. Its only serious contest came in committee, where the diversification mandate was raised from the government's proposed 9 percent to 12 percent before the bill was reported for its third reading. It then cleared the Federal Assembly by a wide cross-party margin. In the Chamber of Peers, the appointed upper house in which independent crossbenchers hold the balance, the Act passed under the automatic-passage provisions that apply to money bills, and it received Royal Assent on 16.VII.1755 AN.

Voting record

The Act passed the Federal Assembly by a wide cross-party majority. All 372 Federal Humanist Party deputies and all twelve Aldurian Independent Coalition deputies voted in favor, joined by the Democratic Socialist Party, the Wakara People's Party, and 92 of the 119 Federal Consensus Party deputies. The eighteen votes against came from Federal Consensus fiscal critics and unaligned independents. The ten Civic Governance Alliance deputies abstained, four weeks after the government had voted down the party's anti-corruption bill.

Analysis

The size of the majority reflected the difficulty any deputy faced in voting against money for a region's recovery during an extraction transition the Cortes itself had mandated. The government bloc of the Federal Humanist Party and the Aldurian Independent Coalition was never in doubt, but the Act also drew the Democratic Socialist Party and the Wakara People's Party across from the opposition benches. The Democratic Socialists voted for passage while calling the bill compromised in origin; their leader Marcos Ferreira Gonçalves said he would not punish Aldurian cities for a bargain struck in Cárdenas, and the party's shadow Treasury spokesman Ricardo Ortega won strengthened worker protections while losing his bid to raise the housing allocation. Yuiza Bohi'o of the Wakara People's Party tied her caucus's support to the precedent it set for Boriquén.

Opposition was concentrated in the Federal Consensus Party, which split: 92 of its deputies voted in favor, while its fiscal critics supplied most of the eighteen votes against. The Civic Governance Alliance abstained. The most contested question had been settled earlier, in committee, where the diversification mandate was raised from 9 to 12 percent of Alexandrium revenues; committee chair Marc-Antoine Perreault described 12 percent as the figure the chamber could carry. The Chamber of Peers passed the Act without a division.
