Sxiro-Kalgachi Diplomacy
The practice of Sxiro-Kalgachi Diplomacy arose from the establishment of informal bilateral relations between the Imperial Republic and the Garden of Kalgachia following the collapse of the Minarborian Empire and the subsequent partition of inner Benacia. The relationship, although ameliorated by the Slavegate Treaty of Peace and Civility, tends to be transactional - limited to specific points of cooperation and deconfliction. Ultimately the geopolitical visions and even the theologies of the two vastly mismatched realms diverge to the point of almost being irreconcilable.

06.III.1655 | Sale of Weapon Systems to Nova England | Dear Sirs, Please be advised that the Imperial Republic considers the potential release[1] of the Malus hypersonic anti-gravtank missile to a member-state of the USSO to be a roundabout way of passing the weapon-system and its associated technologies to the Empire of Jingdao. We consider this to be potentially inimical to our interests as we are presently in an ongoing - and persistent - state of war with the aforementioned. Moreover Nova English Free Companies are actively engaged in supporting the Jingdaoese infestation in Western Benacia, our shared homeland. The Imperial Government therefore is of the opinion that this proposed weapons trade represents a violation of Article IV of the Slavegate Treaty. We of course remain committed to addressing any differences that may arise by the medium of dialogue conducted with due civility. We will however, in compliance with the treaty and with all due consideration for the safety and comfort of your enterprising diplomatic staff and El Kal employees, advise you that the Imperial Republic will consider itself to be in a state of war with Nova England from the moment that nation is reported to be at the point of receiving advanced Kalgachi weapons systems. Please be assured of our continuing highest consideration.

Harvestfall 14th, 161 AL | Sale of Weapon Systems to Nova England | Your Assorted Excellencies, The objection of the Imperial Republic of Shireroth to certain elements of Kalgachi assistance to the Kingdom of Nova England is noted. Contrary to the position in Shirekeep, however, the Garden of Kalgachia does not presently consider the government of Nova England to be at war with Shireroth by virtue of its commercial investments alone. Nor does Article IV of the Slavegate Treaty address anything other than the most direct assistance to a power whose army, under the flag of said power, is engaged in armed hostilities against one of the signatories (although under Article XII it does bind the signatories themselves to refrain from outsourcing military aggression to mercenary elements inhabiting or transiting the signatories' jurisdiction). The Nova English military is currently not in a state of armed conflict with Shireroth, nor have links of direct command between the Nova English government and such soldiers of fortune as may be operating in opposition to Shireroth's many battlefronts been proven with any degree of reliability. Furthermore the Kingdom of Nova England, holding only Associate membership of the USSO, cannot be considered to enjoy a state of military alliance with the Empire of Jingdao by default - indeed even in the case of full membership under the USSO Union Treaty, the existence of such a military obligation would remain subject to question. Should the Imperial Republic remain discontented with the above position, The Garden of Kalgachia invites the Imperial Republic to nominate a neutral party whom, subject to Kalgachia's blessing, shall attempt to reconcile any differences of interpretation and, if neccesary, unilterally rule upon same with the undertaking of both our nations to abide by their decision. In the interim, all matters of interpretation aside, Kalgachia recognises that it would be irresponsible to proceed with defensive assistance to Nova England while the latter remains unaware of a direct threat of war emanating from Shireroth. In the spirit of sovereign self-determination, therefore, the Kingdom of Nova England shall be informed of the aforesaid threat before any samples of military hardware are transferred, such that any such transfer will proceed only at the discretion of the Kingdom of Nova England. We hope and trust that this assuages any concerns about arms proliferation held by Shirekeep in the immediate term, until such time as the matter can be resolved more fully.

Harvestfall 27th, 162 AL | Aerial Occurrences in the Poroly Gap | Noble Servants of the Kaiser, The Garden of Kalgachia offers its condolences to the Imperial Republic concerning the pilot and navigator of a Shirerithian T-2 light attack aircraft who tragically lost their lives following a manoeuvring accident in the proximity of Kalgachi Jan van Gent VII transport aircraft KAL-0121 over the coast of the Poroly Gap during the dawn hours of Harvestfall 27th. It is only thanks to the robust construction of the Jan van Gent that KAL-0121's own crew were not lost, although the plane was severely damaged. Its emergency landing at MoMA Station Sagittarius would not have been possible without the assent of Shirerithian authorities and the Garden of Kalgachia wishes to convey its gratitude for the aircraft's escort to a safe landing. While the Garden of Kalgachia is willing to renounce its claim upon the aircraft's cargo, namely one thousand litres of Stalemate Gin and three tons of assorted pharmaceutical products which we gather has been confiscated by the MoMA to cover 'hangar fees' and 'compensation for lost Shirerithian assets', Kalgachia must politely request that the aircraft itself be allowed to undergo essential repairs for repatriation to Kalgachia at the earliest possible convenience. It is naturally understood that the reception of Jingdaoese engineers from Sokoku Industries for this purpose would be politically impossible in the current circumstances, therefore Kalgachia is willing to pay a reasonable rate for a Shirerithian contractor to restore the plane to operational standard, excepting the ECM suite whose components were jettisoned into the sea before landing and will be replaced in Kalgachia. The quality of the work undertaken would in this instance be assured by the engineers responsible accompanying the aircraft on its flight to Kalgachia, then returning to MoMA Station Sagittarius on the next outgoing flight. Apologies received for the incident through the Sxiro-Kalgachi Military Coordination Council, and the undertaking of the Imperial Shirerithian Air Forces to avoid further unfortunate occurrences are acknowledged and accepted in full. Conditional upon the safe return of KAL-0121, the Garden of Kalgachia is prepared to consider this unfortunate matter concluded.

08.VI.1656 | Return of KAL-0121 | Esteemed Subterranean Lords,
With the abatement of active hostilities on the Batavian Front against the cursed outlander Jing and Palliscian enemies of our Benacian peace and the rightly guided human supremacy over Micras it has been finally possible to essay the circumstances for the return of the Jan van Gent VII transport aircraft, call-sign KAL-0121, obliged to land at MoMA Station Sagittarius following a navigational mishap over the Poroly Gap. Owing to the rigour of the air accident investigators it was not possible to reassemble the airframe upon the conclusions of our investigations. However each individual component has been 3-D mapped, catalogued and inventoried before being placed into hermetically sealed ISO containers for storage. The containers have been delivered, via the cargo transporter MV Balty Majeed, to Portus Batavii and will now proceed overland to Slavegate where the Military Coordination Council will facilitate their prompt return in line with your earlier request. I regret that the crew of KAL-0121 have declined our offer of repatriation. It appears, having been our guests for so long, that they have become accustomed to a life of moving between hunting lodges in Malarboria and dachas in Mishalan. The captain in particular has formed an attachment to his hostess, Legate Kriemhild Gaiana, on the strength of which he and his crew have volunteered to remain in her employ at Misericordia Hall, near &zeter in Lywall. They do however ask that their arrears of pay from El Kal be honoured in due course. On the subject of repatriations, there is a Laqi gentlemen who appeared to have crossed the border into the Vale of Angularis by mistake. He will be returned to the Slavegate at the earliest instance. The gentleman will require medical assistance, having experienced some form of mishap with a threshing machine during his travels.

02.VIII.1657 | Nackholm | Esteemed Familiars of the Chthonic Mantle, The Magister Primum of Benacia Command extends to you his complements through us and advises that, with the lessening of commitments in other theatres, the Imperial Forces now hasten to strike a blow against that organised brigandage which has been the bane of all Benacian peoples. Our endeavour is to expunge the criminal gang associated with the perpetually errant Pachad Ben Mavet. In so doing we shall liquidate him, his associates, and all who seek shelter with him, lest of course they make prompt submission and opted to accept the honour of being called His Magnificence's Loyal Subjects. Please be assured that we have no abiding territorial ambitions in the region and that any forward operating bases established in the vicinity will be of a pleasingly temporary nature.

Winterhigh 26th, 168 AL | Nackholm | Accomplished Acolytes of the Archons Celestial, The Garden of Kalgachia acknowledges with gratitude your informative notification regarding Shirerithian operations in the vicinity of Nackolom and its subject territory. The Magister Primum of Benacian Command is advised that a prohibition of all KDF activity within 250 kilometres of the city of Nackolom will be appended to its next daily orders, and subsequent to the following midnight local time the Shirerithian armed forces are assured that no treaty commitments to Kalgachia are in danger of transgression should they elect to approach any entities residing therein with a weapons free attitude. The Garden of Kalgachia offers no opinion on the activities of Pachad ben Mavet, nor his liquidation, at this time. Upon consultation, however, the Lord Lieutenant of Bergburg has requested that his personal support for your operation be conveyed to the initiating parties, as follows: "Rephaim take the patch-eyed putz. He sold me a jalopy limousine back in the Shrub's day, when I was but a young Kohen. The shame. Fiddled the odometer, replaced half the transmission with spares from one of his freak-show tank thingies. And he never did pay for my daughter's abortion. It's about time he took one for the Tribe."

Winterfall 17th, 170 AL | Flight Tests | Esteemed Benacian Counterparts, The Imperial Forces of Shireroth are advised that the KDF Fortress Corps will shortly be undertaking a series of flight tests for the Ludd Theatre Pest Control System, intended for deployment against well-established Tee-al burrows amongst other miscellaneous uses. Mindful of the imperatives of deconfliction in the presence of Kalgachia's larger neighbour, the KDF School of Artillery has limited the course of these flights to the least hostile heading possible, originating from a single static launch site in Northeastern Schlepogora and terminating in Southwestern Lithead. The entirety of these flights will take place within Kalgachi territory. For the purposes of gauging atmospheric conditions, the tests will include limited deployments of supplemental artifacts, from the air and ground, which may present additional traces to the surveillance systems of foreign powers. The KDF General Staff wish to reassure the Imperial Forces of Shireroth that contrary to what its assets or those of its allied forces may initially perceive, only a single viable weapon will be in flight at any one time.

1. The Imperial Republic wishes to apprise the Garden of its recent efforts to secure and pacify the lawless settlements of Nackholm, Highbloom, and Stonetree. If there are any KDF personnel presently active in the Inner Benacian Quarantine Zone, outside of the areas recently entered under the aegis of Operation Broodmother, who have not yet made their whereabouts known or withdrawn to safety, the Imperial Republic respectfully asks that those persons broadcast their locations en clair and prominently display Kalgachi flags, so as to be visible to aerial reconnaissance, in order to ensure that there are no miscommunications or misunderstandings, but rather an amicable cooperation in the pacification of the last bastions of lawlessness. 2. It is our regrettable duty to advise that twenty-three Kalgachi nationals hitherto accredited to the DTW mission in Shirekeep, along with thirteen other persons not formally associated with the mission, including the enterprising journalist from the Bergburger Tagblatt, have been engaged in actions ill-suited to this present era of detente. As such the Imperial Republic has concluded that their presence is no-longer conducive to its interests. They will be returning on the next scheduled flight to Gravelbottom. Three locally employed members of the mission have had their immunity withdrawn and have been dealt with summarily. Photos are included.

Springrise 28th, 174 AL | Acknowledgement of Fall Schwartz-Tilman | Noted Imperial Cousins, The Garden of Kalgachia welcomes Shirerithian initiatives to dispose its forces into locations which, in the interests of neighbourly transparency, can be more readily monitored by DTW air assets from within Kalgachi airspace - thereby reducing the requirement for flights over ungoverned territory and the attendant risk of calamity displayed by recent incidents of close-formation interposition by Shirerithian fighter aircraft between the sensor arrays of DTW aircraft and their points of interest. That the purpose of forces recently detected massing behind the Shirerithian frontier has been willingly communicated by the Imperial Shirerithian Government is acknowledged and commended as the gesture of neighbourly goodwill which it is doubtless intended to be. The moratorium on Kalgachi operations in the region of the ruined metropolis presently designated Nackholm remains in place. At present, Shirerithian forces operating in the vicinity of Highbloom may encounter KDF cossack patrols operating out of Northern Schlepogora -. the Imperial Shirerithian Government is advised that these units, being operationally autonomous with an inherent latency in the receipt of any new orders to increase their visibility, may not initially be able to carry them out - but are equipped with standing instructions to maintain a respectful distance from large Shirerithian formations when and where they appear. Deep-cover Kalgachi assets embedded in Stonetree are presently engaged in the appraisal of Shirerithian intentions in the area to the local population, using recently-acquired illustrative material, for the purposes of incentivising a general evacuation. There are, however, hardline Doronist elements in the erstwhile capital of the West Benacian Deep Singers whom, for ideological reasons, are likely to reject any suggestion of asylum in Kalgachia and are thus considered beyond the Garden's redemption. The Military Coordination Council has been furnished with the necessary codebooks and listening times for Shirerithian forces to directly inform Kalgachi assets by HF radio of their approach. Said assets will be amenable to rendezvous with Shirerithian forces in person if so requested, for the dissemination of HUMINT regarding the discernment of militant elements of the population from those innocent parties whom, it is hoped, Shirerithian forces might permit to withdraw in some approximation of safety along with their Kalgachi companions. Those Kalgachi diplomatic staff recently afforded the conclusion of their Shirekeep posting wish to convey to the Imperial Shirerithian Government the utmost gratitude for its hospitality during their tenures. Springfall 13th, 179 AL | Visa approvals/denials and reception arrangements | Of the nineteen visa requests recently submitted through your office, sixteen have been approved and are enclosed with this message. Regrettably it has been found necessary to deny visas to three members of the Industrial Archaeology Programme Survey Team due to the presence of their names on a record of known Nationalist & Humanist Party agitators and functionaries compiled by the Directorate of the Tumultuous Wastes. We trust this will not especially compromise the amiable tenor of the team's visit.
Arrangements will be made for appropriate officials of the Directorate of Public Works and the Church of Kalgachia to receive representatives of the Euran Armoured Train Company and the Industrial Archaeology Programme Survey Team respectively. The Lieutenancy of Oktavyan has assented in most enthusiastic terms to the delivery of the bladed gift proffered by the latter party, but regrets to inform you that due to intractable scheduling issues arising from her assumption of office the Lady Lieutenant will not be able to receive the gift from your representatives in person. She has, however, undertaken to dispatch a suitable missive of gratitude in due course. For the safety and comfort of the visiting delegations - and for their visas to remain valid - it is requested that they remain in the close company of their assigned Prefect minders at all times and assent in good faith to any protocol instructions they may receive during their visit.

1. Ruslan Abaddon & ESB Expedition |
Our congratulations to the Prince of Modan, if he will accept them, upon his attainment of Ministerial office. As with the vanquishment of the Froyalanish, the KDF General Staff considers the protracted mutual attrition of imperial interests to be of net benefit to Micran civilisation and follows ongoing developments in Normark with interest. 1. Please find enclosed signed copies of the exit visas issued to the Abaddon expedition, detailing their egress from the Kalgachi frontier at a border post on the western Abrek River some two weeks after their arrival in the Garden. The Prefect border guard who stamped the expedition's documents reports that all members appeared to be in good health and spirits upon departure, and that he observed nothing noteworthy as they proceeded north across ungoverned territory. Nothing has been seen or heard from them since, although the KDF can confirm reports of Voortrekker activity in the region. Although the DTW Field Research Office have detected sporadic electromagnetic emissions of a vexatious nature from Fort Ermingander, the FRO's assessment of the format or particular logic of these emissions are at present classified Sub Juniperus, as is any information on the status of the DTW delegation presently at large in the fort's vicinity. May it suffice to convey, however, that the DTW has reported no observation or encounter with the Abaddon expedition during the course of its activities in the region. 2. Whilst the KDF cannot confirm or deny the existence of operational assets in the Republic of Inner Benacia, the successful prospects of a reconnaissance and raid by the Ś°ecehe Yśehe upon the present captors of the crew of IRS-87771A, precipitating their safe delivery to the Kalgachi frontier for a hypothetically very reasonable price, have been communicated to our intelligence staff through reassuringly convoluted channels. Were such an oppurtunity to be actualised, the Imperial Republic is expressly assured that any resultant Kalgachi custody of the Whirdlebird crew - be they living, deceased or a combination thereof - will be transferred to Shirerithian authorities presently.

I have had the pleasure today of being introduced to Lord Lieutenant of Jollity on the occasion of one of his visits to the subterranean portions of the capital, following closely upon the occasion of his miraculous reappearance. May the sublime countenance of my lords be reassured that your humble servant's receiving gift was a portion of mortuary wax of a significant amount and fragrance. I have made a careful note of which members of the mission staff have surreptitiously received gifts of a confected nature and attach their names to this note for the consideration of the appropriate authorities. The creature's portentous and pointed jollity concerning the state of the the Imperial Republic was much as you would expect. However he did make one puzzling remark, wishing that condolences be conveyed to Our Lord the Radiant Sun for his recent bereavement. Please investigate this matter as a priority as I have no knowledge of any members of the august and ever victorious Kalirion dynasty passing beyond the mortal veil. Perhaps the revenant was confusing his timelines. This sometimes happens with temporal haemorrhaging. Your Lordships have correctly surmised that the recent spate of revenant activity has encouraged in the heretics a renewed faith in the doctrine of temporal secessionism by which they presume to a greater self-reliance as the nebulous occult energies of the region seemingly recharge. By their own admissions the overseas activities of the Kalgachi state have been curbed significantly since the Ketherist revival gathered pace and the Lywaller blabbermouths made their way to the gallows. Besides the Military Coordination Council and the presence of resident "commercial officers" in Nova England and Raspur, the sole diplomatic forey of any note has been an effort to maintain friendly relations with the Jing fiends for the sake of maintaining those flying bricks they deign to call transport aircraft. My Lords should be aware that my proposal to sell the Taubes back to the Garden was not favourably received. I recommend that we proceed with the back up plan of finding a Euran buyer.
The Kalgachi Defence Force Delegation to the Military Coordination Council | The Imperial Forces Delegation to the Military Coordination Council | Summerfall 20th, 189 AL | The Northbloom Protectorate | Celebrated Martial Doyens,
The Imperial Republic is advised that developments in the last decade Libertatis - among others the Three Princely Covenants, the lamentable withering of the Kasterburg magistracy, the Transbatavian cession and the imminent ascent of a Kalirion to the throne of the United Batavian States - now impel the Garden of Kalgachia to take unilateral measures toward the preservation of alternative civilisational space on the Benacian continent. At present, units of the Kalgachi Defence Force - assisted by DTW air assets, units of the Prefects' Border Guard Service and humanitarian elements of the DLEP Labour Corps - are advancing from the Kalgachi frontiers at Abrek and Katarsis to attend to the welfare of one Mondo Etzeterra, from whom neither communication nor spurious electromagnetic emission has been received for some time. These forces are being assisted by selected local partisan cadres whom have already enjoyed varying degrees of martial tutelage and rudimentary improvements in material circumstances by operatives of the KDF Special Purpose Regiment. The Imperial Republic is hereby appraised that Lord Mondo, along with the entirety of the population and territory of the Northbloom Pocket, henceforth exist within the sole and exclusive protection of the Garden of Kalgachia - release from which shall occur at the exclusive discretion of Lord Mondo and/or his designated heirs or minions. Until such time as the will of Mondo is articulated once more in the region, may it please the Imperial Republic to learn that the area will be administered on Kalgachia's behalf by Lord Peter N. Skuryov in recognition of his Shirerithian baronial title. The Garden of Kalgachia shares the view of the Imperial Republic that the Highbloom Pocket is a region of special anthropological interest, to be conserved as such for the enlightenment of the Benacian nations. To this end, it is the commitment of the Garden of Kalgachia that Northbloom shall exist as a protectorate outside the usual structures of Kalgachi governance and that the imposition of Kalgachi spiritual or political norms upon its population shall under no circumstances come to pass - this without prejudice to the right of Kalgachi authorities to secure Northbloom's borders. Shirerithian forces present in the Northbloom pocket - if any - are politely requested, with immediate effect, to break cover and identify themselves in order to avoid kinetic misunderstandings with advancing Kalgachi forces. All necessary assistance will be granted for their safe and expeditious return to Shirerithian territory. Kalgachi forces operating in the immediate vicinity of the Shirerithian frontier will make every effort to identify themselves in a timely fashion. The Imperial Republic is asked at this time to remember the generous accomodations afforded by the Garden of Kalgachia during the annexation of Lywall, Fall Schwartz-Tilman, Fall Grunwald-Ulrich and divers matters relating to Shirerithian activity in lands presently claimed by the Dolmen at Bagegeniśort. The Garden trusts that in the context of these actions, the modesty of its present claim can be recognised to the silence of all reasonable opposition. Accept our assurance that the name of the Imperial Republic remains immutable in the Garden's high regard.
The Imperial Forces Delegation to the Military Coordination Council | The Kalgachi Defence Force Delegation to the Military Coordination Council | 06.VI.1664 | The Northbloom Protectorate | Zir Clarissimi and Lords Chthonic, The Imperial Forces acknowledge and support the forward movement of the KDF into the Northbloom pocket. This represents a long overdue rectification of a significant gap in the pattern of trans-Benacian harmony imposed by Shirekeep and Oktavyan respectively. Detachments from the Meteorological Service and Ordnance Survey have been advised to adhere to the protocols laid down by the KDF and shall shortly depart your area of operations. We wish you happy hunting. There may still be a half dozen fugitives leftover from the lost Voortrekker party for your chaps to amuse themselves with. Postscript: Between ourselves, events in King's Worth have taken a distinctly republican turn since the departure of the Jing garrison. Apparently the Batavians harboured all manner of heretical notions which the removal of the Tegong now leaves them free to express. I dare say that the day will come when a Kalirion sits on the Batavian throne, but it may not be in our lifetimes, almost certainly not in yours.
The Imperial Forces Delegation to the Military Coordination Council | Chief Emissary of the Garden of Kalgachia to the Tumultuous Wastes | 11.VII.1664 | Fall Jahanbani | My Lord, Distressing circumstances oblige us to confirm that the treachery of the erstwhile Minister of the Exterior is now well attested[2]. The Ministry of the Exterior has, for the time being therefore, come under direct military supervision until calm has been restored in the capital. Please be assured that this change in the Imperial Government will effect no alteration to the present policy of armed pragmatism and Benacian peace. With that having been noted may we politely request that any and all requests for asylum made by persons attached to the Imperial Mission in Kalgachia and or the Ministry of the Exterior generally be firmly denied and the asylees returned to the Imperial Forces Delegation to the Military Coordination Council at Slavegate at the earliest opportunity. We also request that any persons with the surnames Jahanbani, Megadaezj, Terravia, Lla'i or de la Gardie, seeking to cross into the Garden be turned about at the border.
Chief Emissary of the Garden of Kalgachia to the Tumultuous Wastes | The Imperial Forces Delegation to the Military Coordination Council | Summerfall 23rd, 189 AL | Fall Jahanbani | Sirs, It is the longstanding position of the Garden that the mutual attrition of archonic forces is a manifest good and that on the balance of outcomes, the robust measures presently taken by the Imperial Shirerithian government are entirely just and commendable in preventing a fate for the Benacian continent far darker and more devoid of hope and decency than even the Garden's most Sybilline Lywallers have ever dared to prophesise upon the policies of the present Shirerithian administration. May our nations, if nothing else, continue to make common cause in the final eradication of the Vanic pestilence from Benacia's hallowed gardens. The Imperial Republic is unreservedly assured that neither agent nor dupe of the Haraldite Archon, even if they be divested of the mandate of your celestial overlords and cast from the very heavens themselves upon a tide of brimstone and thunder to irrigate the Garden hedge with eyes of glistening sorrow, shall ever find refuge within our borders. Your requests shall be honoured accordingly.

The Directorate of the Tumultuous Wastes | The Imperial Forces Delegation to the Military Coordination Council | Harvesthigh 11th, 194 AL | Biochemical incident, Tealsburrow | The Council is advised that at 1831 hrs this Harvesthigh 10th, multiple air defence units of the Kalgachi Defence Force made independent detection of a single Moraquine/Ikol missile in ramjet cruise mode, approaching the Kalgachi frontier from the direction of Angularis. In the absence of prior explanation from the Imperial Forces of Shireroth or any other entity in the region, the event necessitated a hard adjustment in the alert state of the Fortress Corps and the recall of the KDF General Staff to all three National Command Rhizomes. To say that this presented an inconvenience, occurring as it did on a Byeday, would be understating the matter somewhat.
Although the missile was subsequently observed to pass south of Schlepogora Lieutenancy and descend out of contact in the vicinity of Bagegeniśort, the Directorate of Health and Public Welfare has since reported a severe spike in rates of dreadnettle poisoning in parishes south of Tealsburrow, Lithead. The fact that dreadnettles are currently passing out of season makes such an occurrence anomalous - all the more so as a notable proportion of fatalities from the incident, upon post-mortem examination, indicate terminal crystallisation rooted in the lining of the lungs rather than the usual dermal contact. The Coroner General of the DHPW has noted that this is all but impossible under natural conditions and has ascribed the origin to an artificially-prepared airborne particulate, carried across the Kalgachi border by prevailing winds on the day of the missile contact. As Shirerithian military action in the region has hitherto been notified to the Council with laudable consistency, the incident has caused some uncertainty within the government of the Garden. Although the possibility of the Republic of Inner Benacia acquiring Ikol-family missiles cannot be ruled out, the advanced maintenance requirements of a liquid-fuelled system and the known presence of Moraquine launch units in Angularis would suggest, upon the balance of probabilities, a Shirerithian initiator. The Garden recognises that the discharge of such a system at a target so close to the Kalgachi frontier without prior notification is uncharacteristic of the Imperial Republic, and invites the latter to present a clarifying account of the matter.

21.I.1666 | Inner Benacia Biochemical Incident |
My Lords, We do not attempt to deny or disguise the seriousness of what has transpired. On 10.I.1665, Ænst Fiþnan Herlot bi Merensk, a Lywaller Auxiliary officer, formerly of the disgraced Fifth Legion, assigned to the Area Defence Vexillation attached to the Combined Arms Corps Angularis, initiated the launch sequence for a modified Moraquine Mk.III short range ballistic missile. How a junior officer came to be in possession of all three launch keys is a matter under urgent investigation by the Chamber of the Crypteia. Needless to say Ænst Fiþnan bi Merensk, his subordinate personnel, alongside the battery commander, have been relieved from their posts and returned to Shirekeep to give as full an account of the incident and their part in it as they are able. We will share the findings of the investigation once it has been completed. The Moraquine SRBM in question carried a special payload and its detonation over the Inner Benacian bandit settlement known has Stonetree has triggered a serious contamination incident. It has been impossible to establish contact with the authority hitherto presenting itself as the governing authority in Inner Benacia and it is possible that the state institutions, such as they were, have ceased to function. Concern for the safety and welfare of Shirerithian nationals resident in Inner Benacia has obliged the Imperial Republic to dispatch a S.W.O.R.D. search and rescue team to Ketekgorod. As may be expected the natives have rejected our explanation and violent incidents have multiplied in their frequency and severity over recent days. Only yesterday a Te.42 Sagittario with Inner Benacian tribal markings daubed on its fuselage launched a dawn raid on the Auxiliary garrison at Highbloom, flying at low altitude to avoid detection and dropping grenades and florian cocktails on the vehicle park and inner courtyard of the fortress there. I might also advise my Lords of this being the first instance of an aircraft being brought down in flight by a shoulder launched Waspsting missile. Under these circumstances it will not be tolerable to permit a humanitarian disaster to unfold on our doorstep coupled with a retreat into lawless savagery by the natives of the region. Please be advised therefore that the Joint Military Council of the Raspur Pact has brought forward the scheduled introduction of a stabilisation force into Inner Benacia (IBFOR). A second S.W.O.R.D. team is presently escorting a joint Vigiles Arcani and Ordo Decimae impact assement team to Stonetree and will, within the next forty-eight hours be covering the introduction of a joint Streïkrupp headquarters and engineer squadron to establish a forward operations base. Inner Benacians encountered in the wild will be brought to Ketekgorod as a place of greater safety. In line with the agreed policy of the Raspur Pact the sovereignty of Inner Benacia shall remain unaltered and shall, pending certain realignments of policy by the Dolmen representatives, be fully recognised. As of midnight today a no-flight zone shall be in force over the nominal territory of Inner Benacia, policed by No. 12 Group of Fighter Command on behalf of the Raspur Pact. Stabilisation and Reconstruction Teams will be introduced over the subsequent month and we of course invite the KDF to send observers to monitor this deployment. Please accept the highest assurances of the Imperial Government that the use of such a terrible weapon was not premeditated and that we deplore absolutely the adverse consequences experienced by the Garden on account of their unauthorised launch. With immediate effect, as a confidence building measure, all remaining Moraquine launchers are to begin relocating to the eastern bank of the Red Elwynn, removing them from the Central Benacian Regional Theatre. The Prince of Modan has agreed that the Imperial Forces Delegation to the Military Coordination Council should appoint from their number a Commissioner to serve as the point of contact for any claims for compensation for destruction of property and or bereavements occurring in the Garden as a consequence of this incident.

Harvesthigh 12th, 194 AL | Inner Benacia Biochemical Incident/IBFOR | Illustrious Magisters, The explanation and corrective measures proferred by the Imperial Republic regarding the Stonetree incident are acknowledged with gratitude. The No Fly Zone over the Republic of Inner Benacia will be respected by the Garden's aviation assets. The KDF will shortly nominate a delegation of observers to IBFOR and the Lord Lieutenant of Lithead shall compile an appropriate assessment of recent dreadnettle effects in the Tealsburrow region for submission to the Imperial Forces Compensation Commissioner. For the duration of the IBFOR occupation, and due to its stated objectives in the limited usurpation of the Dolmen's sovereign prerogatives with regard to foreign policy, the Garden is now obliged to consider the Republic of Inner Benacia a Shirerithian subject territory within the meaning of Article XII of the Slavegate Treaty, requiring from the Imperial Republic an assurance of that territory's respect for Kalgachi territorial integrity. The Garden has had numerous problems with Inner Benacian border incursions in the past, including airspace violations of the type detailed in Frainan-Streïakeï Uaneill's missive which recently compelled the purchase of a small force of jet interceptors from Kasterburg. The Garden trusts that no elaboration be needed of the adverse consequences if any further such incursions, by ground or air, were to be interpreted as malevolent or wilfully-neglectful proxy action by the Imperial Republic in circumvention of international law. The KDF stands ready upon Shirerithian request to assist in securing the Inner Benacian side of the Kalgachi frontier, in the event that IBFOR is precluded from fully upholding the Imperial Republic's obligations to the Garden by operational considerations.

10.VIII.1666 | Dr. Shehekhiah Pezaknik | My Lord,
The residency of Doctor Pezaknik at the Court of the Prince of Modan, in a nominally advisory capacity has been approved by His Serenity this afternoon and the requisite authorisations issued. A representative from the Palatini Corps will present His Excellency with permit and papers offering safe-conduct from Shirekeep to Modan Hamlet. As for the suitable form of tribute, we of course leave this at your discretion, but I recall that the Chief Designer of the KDF Quartermaster General's Dress Optimisation Office was once in line for a secondment to Caputia. Although the project itself may not have amounted to very much, His Serenity was appraised of the negotiations via the channels you would expect. The State Forces of Modan want for a standardised uniform, being presently attired in Imperial and UDF castoffs. His Serenity has expressed a preference for uniforms that are a little more uniform and characterised by a little more dash and elan. I dare say that His Serenity would welcome any technical advice or assistance that the Garden might offer in regards to such a matter. |
