The Union Treaty of 1650, known at the time as the Union Treaty, was the basic text for the Union of States around the Sovereign Oceans. In 1691 AN it was replaced by the Union Treaty of 1690.


Union Treaty

CONCERNING THE UNION OF STATES AROUND THE SOVEREIGN OCEANS

The Member States, further called Members or Union States, affirm their desire for the further development of the Union of States around the Sovereign Oceans as Micrasian collective security based on the desire to protect ourselves against the danger of war and threats to the national security of the peaceable states; being desirous of further promoting and developing friendship, cooperation and mutual assistance in accordance with the principles of respect for the independence and sovereignty of states, have decided to conclude the present Union Treaty.


CHAPTER I: MEMBERSHIP TO THE UNION

Article 1.

The USSO recognises three different kinds of Membership:

  1. Full Membership (Union States)
  2. Associate states: States which have requested and received approval to participate in one way or another with a project of the Union.
  3. Observer states: indicated interest in joining or participating in the Union.

Article 2.

  1. Full Members - or Union States - hold all privileges and duties, as being agreed upon in the Union Treaty.
  2. New Members must be approved unanimously by all Union States during a special meeting of the Political Consultative Committee.
  3. To leave the Union, a one week notice in advance is made to the Political Consultative Committee.
  4. The process for leaving the Union shall include the reallocation and/or liquidation of investments in the Common Market of the Union State which seeks to leave, as well as the reallocation of any roles or responsibilities within Joint Command held by the Union State prior to its departure.

Article 3.

  1. Associate Members are allowed to send a representative to the Political Consultative Committee, but hold no voting power.
  2. Participation in a project (militarily, economically, cultural) must be approved by the Political Consultative Committee and involved Commissar.

Article 4.

  1. Observer States are allowed to send a representative to the Political Consultative Committee, but hold no voting power.

Article 5.

The USSO is an organisation, formed on the basis of the voluntary association:

  1. Alrig
  2. Jingdao
  3. Krasniocora
  4. Passio-Corum
  5. Xang Muang

Article 6.

The jurisdiction of the Union covers:

  1. Representation of the Union in international relations, conclusion and ratification of treaties with other states;
  2. Questions of war and peace;
  3. Admission of new states into the Union;
  4. Control over the observance of the Union Treaty and ensuring conformity of the laws and treaties of the Union States with the Union Treaty;
  5. Organization of the defence of the Union and direction of all the armed Union Forces;
  6. Organization of a uniform system of national economic statistics;
  7. Organization of a Common Market
  8. Rules on citizenship of the Union;
  9. Organization of projects concerning cultural cooperation.

Article 7

  1. Full Members and Associate Members shall adopt for the purposes of trade within the USSO, a unit of currency known as the Credit which shall derive its value from levels of investment in the Port of Vines or any market which may formally succeed it. This currency shall not replace the national currency of any member, but shall serve as an auxiliary unit of trade allowing for ease of international trade.
  2. Full Members and Associate Members shall be represented within economic institutions maintained by alliance members, by Regional Investors, which shall retain the ability to invest in any brokerage featured on the Port of Vines or any market which may formally succeed it.
  3. Observer Members shall retain the ability to lobby the Political Consultative Committee for the right to obtain a Regional Investor, so as to invest, or to receive investment through the Port of Vines or any market which may formally succeed it.

CHAPTER II: UNION COUNCIL

Article 8

The highest executive and administrative organ of the Union is the Union Council of Commissars (UCC).

Article 9

The Union Council Commissars issues decisions and orders on the basis and in pursuance of the treaties in operation, and supervises their execution.

Article 10

The Union Council is appointed by the Political Consultative Committee and consists of:

  1. The Chairman of the Union
  2. The Commissar of Trade
  3. The Commissar of Cultural Affairs
  4. The Commissar of Union Defence & Security

Article 11

  1. The position of Chairman shall every three months, rotate between the heads of the state of all Full Members.
  2. Other members of the Union Council are elected for a term of three months.

Article 12

  1. The Chairman presides the Political Consultative Committee and acts as figurehead of the Union.
  2. The Chairman is responsible for the diplomacy of the Union and coordination of diplomatic efforts of the Union States.

Article 13

  1. The Commissar of Trade is responsible for the Common Market and coordination of economic efforts of the Union States.

Article 14

  1. The Commissar of Cultural Affairs is responsible for coordinating and stimulating cultural projects within the Union.

Article 15

  1. The Commissar of Union Defence & Security is responsible for the defence of the Union and coordination of Union armed forces.
  2. The Commissar is responsible and presides the Joint Command.

CHAPTER III: POLITICAL CONSULTATIVE COMMITTEE

Article 16

The Political Consultative Committee (Policon) represents each Union State Government.

Article 17

The Committee may set up such auxiliary bodies as may prove necessary.

Article 18

The Committee will hold a conference at the request of one or more representatives of the Member States.

Article 19

The Committee shall consist of at least one representative of each Member State.

CHAPTER IV: UNION CITIZENSHIP

Article 20

  1. Union citizenship is hereby established. Every person holding the nationality of a Member State - and if not being convicted for treason - shall be a citizen of the Union.
  2. Citizenship of the Union shall be additional to and not replace national citizenship.

Article 21

Citizens of the Union shall enjoy the rights and be subject to the duties provided for in the Treaties. They shall have:

  1. the right to move and reside within the territory of the Union States, under the same conditions as nationals of that State.
  2. the right to vote in their State of origin, under the same conditions as nationals of that State.
  3. the right to enjoy, in the territory of a third country in which the Member State of which they are nationals is not represented, the protection of the diplomatic and consular authorities of any Union State on the same conditions as the nationals of that State.
  4. the right to petition the Political Consultative Committee.
  5. the right to benefit from the investments by Regional Investors, in the Port of Vines or any market which may formally succeed it.

Article 22

  1. Union Citizenship grants no automatic right of participation in the government of another Union State.
  2. Where the Union Citizen has a master, no right given to him by this treaty can be exercised without the master's consent.

Article 23

Union citizens can reside on the territory of another Union State for up to a month without any conditions other than the requirement to hold a valid identity card or Union passport.

Article 24

  1. To reside in another Union State for more than three months, citizens are required to meet certain conditions depending on their status (e.g.: worker, student, etc.) and may also be required to meet certain administrative formalities.
  2. The administrative formalities are regulated by every Union State.

Article 25.

  1. Union citizens can acquire the right to permanent residence in another Union State after legally residing there for a continuous period of 2 years.

Article 26

  1. The family members of Union citizens have the right to accompany or join them in another Union State, subject to certain conditions.

Article 27

  1. The Union Citizens are subject to trial in the nation they reside in.

CHAPTER V: SYMBOLS

Article 28

  1. The symbol of the USSO will be two bay leaves behind a start and a handshake in the middle. The bay leaves symbolise the unavoidable victory of the USSO in case of a conflict; the star symbolizes the Member States trying to reach the stars and the hope this Pact gives to the peoples; the handshake symbolizes the eternal friendship and desire of cooperation between the Members.

Article 29

  1. The archives of the original documents of the Union are located in Apollo City.

Article 30

  1. The USSO Command Enterprise acts as headquarters and capital of the Union.

CHAPTER VI: AMENDMENTS

Article 31

  1. The Union Treaty may be amended only by decision of the Political Consultative Committee adopted by an unanimous majority.
