The relations between the Grand Duchy of Lac Glacei and the Order of the Holy Lakes (Hurmu) were established in 1694. Negotiations on a treaty began immediately, culminating in the signing of the Treaty of friendship and non-aggression between Hurmu and the Grand Duchy of Lac Glacei on 16.IX.1694 by Senator Jan Spiik (for Hurmu), and Orion II on behalf of Lac Glacei, before Lac Glacei's claim had met international recognition through the MCS. As such, it was Lac Glacei's first treaty. The treaty set out the relationship between the two historically and culturally linked countries, established a condominium in Seivannavik (which later expanded into becoming Eesdeheito in 1696), and regulated traffic through the River Glacei between the Sea and Lake Glacei.

Immediately following the signature, Hurmu opened up an embassy in Alpreaux and Lac Glacei an embassy in Huyenkula and a consulate-general in Ghawlama.

In 1743, the Senate of the Lakes relinquished the sovereignty of the Order of the Holy Lakes over Eesdeheito, thus making Lac Glacei the sole sovereign – and allowing a contiguous connection of sovereign territory between all of Lac Glacei's mainland Apollonian land.
