Saint Salvation, officially the Republic of Saint Salvation (Martino: República de San Salvación), is a ministate and city-state located in central Keltia along the Rodinia River on the riverbanks of the Attera Gap. Saint Salvation is located within an arid desertscape fueled by the waters of the river and the lifesaving aquifers of the region. The republic’s economy is limited by the arid environment, with spice and cereal grain agriculture along the riverbanks, desert tourism, and commercial fees from the crossing on the Rodinia River being the cornerstones.
The nation is considered a "melting pot" of the region, combining numerous ethnic groups escaping The Green. The culture of Saint Salvation is particularly a blend of Istvanistani- and Martino-speaking influences of numerous ethnicities descendant from the Union of Caputia and refugees from The Green. The largest groups of Salvatiners are the Caputians, San Luisians, Haifans and Atterans, also descendants from former nations along the Rodinia River.
Saint Salvation is a republic, and its political structure is characterized by democratic principles. The government is comprised of an elected Assembly of Selectmen responsible for the legislative power of the nation. The executive branch is held in committee by the Board of Regents, elected in turn by the Assembly. The citizens of Saint Salvation actively participate in the democratic process and are entitled to submit ballot measures and constitutional referendums during semi-annual elections, including vetoing legislation.
Etymology
Saint Salvation was given its name as the home of "Salvation" for refugees and wanderers of The Green. The city of Saint Salvation, lying on the narrowest point of the Rodinia River, served as an oasis with a high aquifer and access to life-saving water along the Rodinia River in the arid region.

Rise of empires (antiquity–1545 AN)
The riverbanks of the Attera Gap have been home to multiple kingdoms and empires for hundreds of years since time immemorial. One of Micras' oldest empires, Attera, ruled the region off-and-on for 100 years, particularly on the East Bank of the Rodinia River. Other lasting governments included The Free Republic, Baracão and Treesia, inhabiting primarily the West Bank of the river through the 1490s AN.
The East Bank of the Rodinia River at the Attera Gap has long been the least developed of Saint Salvation. The region was then abandoned for around 45 years until 1545 AN after the final fall of Attera in the 1510s AN. The final loss of Attera entered the region into its second-longest dark time in history, over three decades.
Hamland and Caputia (1545–1669 AN)
The rise of the Kingdom of Hamland in 1545 AN on the West Bank of the Rodinia River began the second great empire in Saint Salvation's protohistory. Hamland, later Caputia, would control the region for over 120 years, the longest in history. Hamland then expanded to the East Bank of the river off and on from 1555 AN.
In 1651 AN, Hamland became the Kingdom of the Union of Caputia during the Hammish Civil War. At the start of the war, modern Saint Salvation was controlled by the National Salvation Front, which controlled southern Hamland. The end of the civil war would see the region reunited under the crown of Caputia.
Modern Saint Salvation lies in the former Caputian states of Wakefield and San Luis. However, the same year Caputia was proclaimed, the Alexandrian Flu attacked, released by opposing forces during the civil war, leaving alive only 2% of Caputians. The end of the civil war still brought about a new government under Queen Elizabeth I. But the dramatic decline of Caputia to disease would nonetheless haunt the nation. In 1669 AN, Caputia suddenly and dramatically collapsed due to the White Plague.

Era of disorder (1669–1724 AN)
No nation in the region had held a hegemony as long as Caputia. Its fall dispersed the peoples of the country into The Green, a harsh, warlord-ruled land with few provisions and no bonds of organized society. In this long dark time, a trading post at the Attera Gap provided refuge to those displaced by the challenges of The Green.
Saint Salvation's reputation as a safe haven came from its stable water supply and strategic location on the hills overlooking the Rodinia River. As decades passed, this town, now known as Saint Salvation, grew from a trading stop into its own civilization. The city sheltered numerous peoples seeking a chance for them to rebuild their lives away from the harsh conditions of The Green.
By 1700 AN, the one-time trading post had become a de-facto city, reaching 200,000 people in population. Services were provided by volunteer fire departments, water delivered by community acequias, and the community courts. In 1698 AN, The Attera Gap Ferry had been opened to replace the numerous small, private boats that had provided transportation for centuries. While the city continued to grow, it nonetheless remained an informal society with minimal modern infrastructure.
The new republic (1724 AN–present)
In 1723 AN, the city government announced the need for a meeting of the population of the city. The largest gathering of Salvatiners in history was held, over 50,000 people strong. In a near-unanimous voice vote of support, then Mayor Leroy Cartwright asked for the creation of a new republic on the banks of the Attera River Gap. The Republic of Saint Salvation was thus created that day.
A constitutional convention was subsequently organized for 8.I.1724 AN, where the new republic organized a system that avoided any one person holding all power. Accordingly, the executive of the new nation was given to a Board of Regents, while an Assembly of Selectmen would create the laws, and the people would retain almost unlimited veto and referendum authority.
Government and politics
Legislature
The legislative power of Saint Salvation is placed in the Assembly of Selectmen (Asamblea de Ediles), a unicameral 64-person body. The Assembly has three primary functions: drafting the laws of the republic, arranging the funding of the city, and electing the Board of Regents, the national executive. Votes in the Assembly of Selectmen must pass by a 60% majority.
The Assembly is elected in a non-partisan contest every two years by popular vote. No individual may serve a consecutive term. The franchise in Saint Salvation is held by all residents aged 16 and older. Each Selectman is elected in one of Saint Salvation's 64 wards, each with almost 4,200 residents. As the republic has no formal citizenship, a Salvatine national, or resident, is an individual continuously domiciled in the city for more than six months.
Executive
Saint Salvation has a functional joint head of state and government, held in executive committee. The executive is filled by the five-member Board of Regents (Consejo de Regentes), the chairman of which is the Captain Regent (Capitán Regente), who serves as the nation's head of state for ceremonial purposes. The Assembly of Selectmen votes every six months for a new Regent of the Board. Each seat is elected on a rotating basis, so that a term is two and a half years. An individual may not be reelected for another two years after their term.
The Board of Regents is responsible for managing the day-to-day operations of Saint Salvation, and operates on a majority vote. Each Regent is likewise the head of one of the five governmental departments of the republic: the Board is therefore the cabinet. As a collective, The Board of Regents is also the collective commander-in-chief.
Judiciary
As a small city state, Saint Salvation likewise has a small judiciary. The trial court, or court of general jurisdiction, is the Superior Court. Eight judges sit on the court, with one Chief Judge responsible for administering the Superior Court. The Superior Court hears all felony and full misdemeanor crimes, those where a trial by jury is constitutionally required. It also hears all civil cases valued in excess of Ⱥ10,000, or claims made against the Republic of Saint Salvation itself.
A party to a case with an appeal is entitled by constitutional right to review of the Superior Court en banc by a panel of at least three Superior Court judges. If a party does not prevail on en banc review, discretionary review may be petitioned to the three judges of the Court of Appeals, who chose to hear only a minority of cases petitioned.
Justices of the Peace are magistrates who sit in each of Saint Salvation's four quarters. The Justice Courts relieve pressure on the Superior Court by hearing small claims in civil matters, as well as citations and petty misdemeanors. Appeals from the Justice Courts can be made to the Superior Court.

Military
The city identifies itself as having two military branches: the Public Force and the Republican Guard. The post of commander in chief is formally held in commission by the Board of Regents, with a seniority in case of death or disability. The functional commander of each unit is the Commandant-General.
The Force Public is the city's fire, rescue and emergency medical services department, responsible for issues ranging from civil defense to medical transport. Each member is trained in the use of small firearms, as well as emergency medical services. It operates out of thirteen stations throughout the city and is comprised of 925 personnel: 69 officers, 178 non-commissioned officers and 678 other ranks, with 171 civilian employees.
The Republican Guard is the militia and external defense force of Saint Salvation. As the city is a small republic in the Green, incursions from warlords are sometimes attempted. Members are trained in the use of small and light arms. The Republican Guard operates out of one barracks in each quarter of the city. It is comprised of 849 personnel: 21 officers, 164 non-commissioned officers and 664 other ranks, with 96 civilian employees.

Saint Salvation lies on the Attera Gap, the narrowest point on the Rodinia River and the only point it narrows more than 12 km between Lake Rodinia and the Captive Sea. At the Attera Gap, the river is only 10.62 km wide. The city is split into four Quarters, one on the east and three on the west sides of the gap. The eastern quarter, Embudito, consists of a majority of the Martino-speaking peoples. The western quarters, Ridgeview, Downtown and Neverwood, are likewise primarily Istvanistani speaking.
Climate
The republic is in a cool semi-arid region on the north edge of the "hot" region of southern Keltia, the desert and tropical half of the continent. The city experiences warm summers and slight snowy winters. As a trading post on the watering hole of the Attera Gap, Saint Salvation became one of the only communities to lie on the central Rodinia River's banks north of the former Craitish territority of New Vaduz.
Demographics
The peoples of Saint Salvation come from a diaspora of people who have long inhabited the region, many relegated to The Green during Keltia's long untamed wilderness in the continent's interior. Atterans, Caputians, Haifans, Israati, Lyricans, Pallisicans and San Luisians, who have inhabited the region of central Keltia for three hundred years, are major ethnic groups.
Religion
Melusinianism is the majority faith in the republic, and the people of Saint Salvation are descendants of followers of the Church of Caputia. As believers in the holiness of water, the Attera Gap is a sacred site and affirmation of its life-giving power. The largest religious structure in Saint Salvation is the Cathedral of the Seraphine Waters. While not an official religion, Melusinianism receives special preference through funding for religious facilities, staff and ceremonies.
Remnants of the Autocephalous Nazarene Church of Alexandria also retain a minority of followers. A small community of irreligious Salvatiners, to the opposite, oppose the entanglements of religion due to disbelief particularly spurred by the ungodly harshness from living in The Green.
Language
The peoples of Saint Salvation come from two of the major language demographics of the former Caputian region. These are speakers of Common Tongue (Istvanistani) from former Caputian Wakefield, and speakers of the Martino language from former Caputian San Luis. Accordingly, these are the republic's official languages.
Education
Post-secondary education in the republic is available at Saint Salvation University, with 4,855 students. Its main campus in the Downtown Quarter, though there is an undergraduate branch in Embudito, focusing on Martino-language instruction. Entry-level credentials and trades training can also be completed at the City College of Saint Salvation, with 8,189 students.
Culture
Sports
The largest contact sport in Saint Salvation is football, administered by the Saint Salvation Football Association. The most attended competitive events, however, are hot air ballooning and helium blimps, held every XII and XII of the year, respectively. The launch site of the hot air balloon competitions may showcase up to 150 balloons launching from Paradise Bluff Park, and be attended by 31,000 people daily over two weekends. The helium blimp competitions launch from Alameda National Stadium, capacity 27,500, and showcase the fastest flights from Saint Salvation to Lake Rodinia, across The Green.
