Passas is a country located in the tropical plains region of Southwestern Keltia, in the region known as Pallisica. Passas is a member of the Commonwealth of Hamland.  It is directly bordered by the Alexandrian state of Corcovado and Santander to the South, and the Hammish states of Israat and San Luis to the North and East.  To the West is the Strait of Chelkra.
History
Government
As the birthplace of the Passasian Economic Model, Passas is the second largest economy in the Commonwealth of Hamland, second only to the Hammish government itself.  As of 5224 ASC the Passasian Regional Government ranks the 7th largest SCUE affiliated economy. Though the nation was at one point invested in each of SCUE's major markets, today Passas is almost solely invested in the HAM50.  Passas' leading industries include shipping and banking. As of 5224, its largest company is Bay of Bel Air.

Zibertian Societies
Notable Passasians of the modern era include Pallisico Sivad, who is widely credited with the creation of the modern Passasian state, and Duke Sinclair, who crafted the Passasian Economic Model.

History
Established in 15.42 PSSC, the communities which constitute the Zibertian Societies are collectively regarded as the birthplace of the Pallisican nation, which in Era 16 toppled the burgeoning Republic of Passas in the conflict known as the Passasian Civil War.  It is furthermore the birthplace of the Pallisican Religion, which - since as early as the 22nd Era - has defined the cultural world-view of the people of Passas.  Formally annexed by Passio-Corum in 36.59 PSSC following a prolonged period of foreign rule,  the Zibertian Societies are today the home of the Passasian capital, Zidü Wéazde, and of the West Keltian Trade Association, which represents Passas and its neighbors on the Port of Vines.

"Today, our nation turns 2,556 years old. 2,556 years since the founding of the Republic. 2,106 years since the fall of the Republic. 1,787 years since Passas won it's independence from Gralus. 1,472 years since our nation collapsed following it's bid for independence from Craitland. For 966 years, Passas has existed as a member of the Hammish Commonwealth. Three kings have been coronated before today, with the latest being my father. Today, I become the first queen of Passas. I am proud to become your queen. Proud, but humbled. Humbled, but not intimidated. Not intimidated, because our country is strong."

Gralun Passas (3184 ASC - 3319 ASC)
Transportation
The primary mode of transportation in the Zibertian Societies is rail.  Railways in the region are maintained by the West-Trinity Keltian Railway Corporation.  Other modes of transportation include air travel and sail.  Settlements located in the region are interconnected by a highly developed system of roadways.
Military Installations
While there are no major military installations located in the Zibertian Societies, the region is defended by the New Zimian War League, as well as by local authorities]].

Nearly two centuries after the fall of the Republic, Passas was annexed into the newly formed Confederacy of Gralus.  Again, little is known about this period of Passasian history except that it was marked by protests, sometimes violent, against Gralun rule.  Certain records indicate that at one point, Passasian naval vessels refused to fly the Gralun flag, much to the dismay of Gralun governors.  Records indicate that the presence of the Confederacy was short lived due to wide spread, frequent protests and rebellions.
Protected Areas
Protected areas in the Zibertian Societies include the Zidado Societies, and the Zibertian Society for which the region at large is named.

The Pirate States / Craitish Passas (3534 ASC - 3634 ASC)

In the centuries following the collapse of Gralun rule in Passas, the the former Republic descended into a state of feudalism. The cities of the west, by this time, had fallen into utter disrepair and chaos while the cities of Newvillage and South City fell under the authority of two ruthless pirates, who's names have been lost to history.  When these pirate kings died, so to did their kingdoms.  The nation was absrobed by Craitland for a handful of years before the Craitish, like the Graluns, abandoned their investment in the region after prolonged periods of protest and rebellion.

With the decision by the Craitish government to cut its losses, Passas was left in a state of limbo.  The cities of the south, like their counterparts in the west, fell into disrepair and ruin. The people largely returned to the countryside where they developed the agrarian communities which would later lead to the establishment of the Free Societies.

In 3879 ASC, a certain tribal leader named himself ruler of a new Passasian nation. He established Zidado West as the nation's capital and built a grand palace which now lies in ruin in the western part of the city.  Unfortunately, construction of this palace ultimately bankrupted the nation, and it collapsed almost as soon as it appeared.

Almost three hundred years after the fall of the Zidado Kingdom, Passas was absorbed into the Hammish Commonwealth, where it remains to this day.  Half a century later, in 4199 ASC, the Kingdom of Hamland agreed to the establishment of the Free Socieities of Passas, after disagreements between the peoples of Passas and the Hammish government over certain issues including the use of hallucinogenic drugs.
History
Located in the scenic southern foothills of the Southern Hammish Highlands, the Zimian Societies, which include the cities of Zimia and Nuncrest, are regarded as representing the gateway between Passas, and its old world adherence to tradition and customs, and Pallisica, a nation driven by the pursuit of progress and prosperity.  The people of the Zimian Societies have, to this end, developed a culture that reflects a unique blend of Passasian and Pallisician values - two sets of values which are often portrayed as being at odds with one another - which is heavily influenced by the extensive military tradition that has existed in the region since as early as the mid 28.60's PSSC.  The extensive influence of this culture is best represented by the widespread practice of the Simian Path, one of the three broad paths to enlightenment offered by the Pallisican Religion, which originated in the city of Zimia in the late 18.90's PSSC.  The Simian Path, a fundamentally militant religious world-view, which originated within the Zimian Societies, continues today to play a significant role in the domestic and foreign policy of the Haifo-Pallisican Imperial Trade Union, due largely to its extensive practice within the ranks of the New Zimian War League and New Zimian Merchant Marines.

Kingdom of Passas (4870 ASC - 5122)
Geography
Climate and Topography
During the era of the Kingdom of Passas, the nation enjoyed greater stability than at any other point in its history, until this point. Beginning in 4847, with the conquest of Pallisica by King Lucien I,this period is known for unprecedented economic and industrial growth. The Passasian Economic Model was developed during the reign of King Lucien III, who established a national bank in the year 5074. During this period a representative legislative body was established for the first time in over 1,000 years.  Headed by President [Duke Sinclair, the Passasian Regional Government passed legislation which improved Passas's economic power and influence.

Second Republic of Passas (~5119 - Present)
Transportation
The primary mode of transportation in the Zimian Societies is rail.  Railways in the region are maintained by the West-Trinity Keltian Railway Corporation.  Other modes of transportation include air travel and sail.  Settlements located in the region are interconnected by a highly developed system of roadways.

It is unclear whether the Second Republic of Passas came into existence in 5119 ASC, when the Central Bank of Passas was absorbed into the Hammish Ministry of Coin, or 4122 ASC, when Queen Mina announced her abdication in an interview with The Daily Pallisican.  Some scholars even point to August 15, 5123 as the date of the establishment of the Second Republic, for the reason being that on that date the Passasian Regional Government announced that it would opt out of all foreign markets, in a move which set the tone for the nation's future economic policy.
Military Installations
The primary military installation located in the Zimian Societies is Fort Sinders which, established in late Era 27, is the oldest continuously operating military base in the Haifo-Pallisican Imperial Trade Union.

Of the eight eras of Passasian history, the Second Republic is by far the most well documented.  This period has seen, among other things, the rise of Pallisican Imperialist political philosophy.  The Hammish city of Bel Air was annexed into Passas in 5131 ASC following the establishment of the Commonwealth of Hamland.  During this period, the Passasian economy has enjoyed greater stability than at any other point in the nation's history.
Protected Areas
Protected areas in the Zimian Societies include the two Zimian Societies for which the region is known.

Geography
{{Bottom nav
Passas is located in Southwestern Keltia.  It is the Southernmost province of Central Hamland, and it borders Alexandria Santa Gertrudis to the North.  Passas is primarily a tropical grassland, though it features sparse woodlands in certain areas including the Rodina Valley.  The nation's western region is hilly, and lightly forested.

Passas is a small, semi-sovereign theocratic republic. The Passasian Regional Government maintains legislative authority. The President of the PRG is Chief Executive, meaning that he/she holds the authority to dissolve both the Temple and Secular courts, as well as implement, or veto legislation passed by the Passasian Regional Government.

Today, the aristocracy is at the center of the nation’s social and political hierarchy. Cities are conceptualized as royal households, reflecting tastes of local business leaders, as well as the Duke of Northman and the Duchess of Zidado West. The Duke and Duchess have the power to designate and allocate all land in the province. The Passasian Regional Government (PRG) serves as the nation’s legislative body. Composed of three representatives from each city, it has the authority to pass laws, to declare war, and to elect a “Duke,” or President, who acts as the official spokesman for the PRG, who presides over legislative gatherings, and who’s responsibility it is to maintain the nation’s credit.

Judicial power is held by the Temple and Secular courts. The Temple Courts enforce laws which pertain to moral turpitude, such as indiscretion, insubordination, and heresy, whereas civil and criminal law fall within the domain of the the Secular Court. Secular court adjudicates cases which Temple Court cannot, and has appellate jurisdiction over Temple Court. The Duke of Northman and the Duchess of Zidado West are the chief arbiters of the Temple and Secular Courts, though they do not appoint judges.

Courts are comprised of panels featuring judges, state officials, and temple officials. The legal system of Passas is inquisitorial. Passas’ legal system is renowned for the role of it’s judges in developing evidence, as well as the requirement of defendant’s testimony, even when such testimony is self-incriminating. Lawsuits are less common in the Second Republic than in the Kingdom. Carried out in a very particular, very formal fashion, it is best to summarize by detailing that only free men have the right to readily sue, and slaves may sue in regards to their status. Heads of household sue on behalf of families, or slaves (in regards to matters other than status), women, and children.
|group3 = Sport

All citizens of the Second Republic are entitled to the nation’s lands, though permission to use the land must be obtained from the Duke of Northman or the Duchess of Zidado West. Citizens who are denied use of the land may issue appeals through the nation’s Secular Court.

All people born in Passas are natural citizens. Rights and Privileges of citizenry include the right to elect representatives, protection by the state police, and legal incentives such as the right to representation in the court of law, and the ability to earn parole. Responsibilities include two years of compulsory military service for men, and for women: a year of service to the nation’s schools.

History
The original homeland of the Kralian people in southwestern Keltia prior to the establishment of the Republic of Passas in the 13.90's PSSC, the lands which today constitute the Carol Stream Societies were settled by Spanish-speaking migrants from Hamland and Alexandria in the 21.80's, nearly five eras PSSC after the collapse of the region's government following the Passasian Civil War.  Formally ceded to Passio-Corum as part of an agreement between the Pallisican and Hammish governments in 36.59, the region today is defined by a robust ranching and farming industry, and by an energy sector represented on the Port of Vines by the Preservation Hydroelectric Powerplant, the largest hydroelectric power plant in southwestern Keltia.

According to the myth, God, or Jea, existed at the beginning of all things. “There was Jea and Jea was all,” reads the Ealivmav, the central holy text in Pallisican theology. Today there is some question as to what constitutes “the beginning,” though it is generally agreed that this period represents the state of existence prior to the first change. The first day is believed to represent this first change, which can be understood as the beginning of time, or order, which is known in Pallisican as “Pousim.” On the first day, according to the Ealivmav, Jea ceased to exist. It did not create Pousim. It became Pousim.
Transportation
The primary mode of transportation in the Carol Stream Societies is rail. Railways in the region are maintained by the West-Trinity Keltian Railway Corporation. Other modes of transportation include air travel and sail. Settlements located in the region are interconnected by a highly developed system of roadways.

On the second day, the Ealivmav states that “Pousim resolved into Hibji (chaos).” It is believed that this second day represents the dissolution of the singularity, of time, or order itself, into the multitude of things (i.e. the universe). This period, according to the holy text, includes the formation of Micras and of the other planets of the Atos System, as well as the formation of life.
The city of Cäol Stranama is home to an Imperial Bassarid Orbital Transit Depot, which connects the city to the orbital trade routes which extend between Corum, Eura, and Keltia.

The third day, the day of mystery, or Voou, has long been the subject of fierce debate and questioning. Though there is no consensus on what this period represents, it can reasonably be assumed that it refers to the development of self-awareness, or consciousness. During this period, humans and other hominids first appear on Micras. The development of self-awareness during this third period can be seen as the restructuring of chaos into order. Thus is derived this saying, in Chapter IV of the Ealivmav.
Military Installations
While there are no major military installations located in the Carol Stream Societies, the region is defended by the New Zimian War League, as well as by local authorities.

“Chaos resolves Order.
Protected Areas
Mystery resolves Chaos.
The largest protected area in the Carol Stream Societies is the Passasian Society.
Order resolves Mystery.

These three fundamental forces of the universe, Pousim (order), Hibji (chaos), and Voou (mystery), are referred to in Pallisican traditions as Biu, or Oversouls. Biu are essentially god-like beings, though they are not gods. Each Biu is believed to rule over a particular realm of the material plane of existence. Dodi (humans) and other hominids such as kral (nymphs), fall within the Plane of Pousim. By virtue of this, such beings are closer to Jea (God or the Origin) than are the inhabitants of the Plane of Hibji, aead (demons) and their kin, or the inhabitants of the Plane of Voou, omum (nature), and so they suffer. In addition, they are at the mercy of the inhabitants of the latter two planes. Aead, in the Plane of Voou, envy dodi for his closeness to Jea, and so they are hostile towards dodii. Omum, in the Plane of Voou, no longer conceives of Jea, and so it is neutral and ambivalent in regards to dodi. This relationship between dodii, aeadii, and omum can be understood through this poem, also written by Kju Plo, shortly before is death in 3123 ASC.

Certain more traditional sects maintain that each Biu corresponds to a planet in the Atos System. According to traditions which date back to the time of the Golden Temple, Pousim corresponds to the planet Micras, while Hibji corresponds to Indigo, and Omum corresponds to Noctis. In addition, Tarisca is believed by some to correspond to the non-dodi races of Micras, while Ivory, the moon of Indigo, is believed to correspond to certain types of aead. Though this belief has fallen from its place as a core tennant, it is still taught as a means of representing the relationships between the Biu and Jea, or the Origin. Many Pallisican Temples still feature scale models of the planetary system, even those which no longer practice this element of the religion’s doctrine.

In addition to the Biu, which are the three fundamental forces of the universe, there are numerous Lesser Souls, or Hiu, otherwise known as the Enlightened Ones. These, according to the Ealivmav, are the souls of those beings who have realized balance between the Biu. Notable Hiu include Jetaln, who is said to have turned ash into water, and Rel, who is said to have been witnessed ascending from his bed towards Tarsica. Some Hiu are worshipped as Gods, although the Ealivmav strictly forbids this. Such Hiu include Alezu, who commanded arms against the forces of King Lucien I, and Eneamos, who led the Nietzeans back to Pallisica following their turmoil in the mountains to the East.

Though the Ealivmav attempts to offer a straightforward and concise set of concepts to aid the practitioner in his goal, that is, to realize balance between the Biu, the Pallisican religion is divided between three main schools of thought, known as the Aohem, which are also each divded into lesser schools, which are referred to as the Aochoe. Among the Aohem is the Simian Ao (Gateway Path), which teaches that the way of the warrior is the way of enlightenment, the Oorafu Ao (Sunlit Path), which teaches a philosophy based around predestination and resurrection, and the Rodinan Ao (Humble Path), which teaches that enlightenment is a fundamentally flawed concept, and that man should be compelled towards worldly, rather than mystical aims.

The first of these paths, the Simian Ao, has spawned two major Aochoe, the Uja Ao (Valley Path), and the Evat Ao (Center Path). Particularly popular in Zidado West, the Uja Ao teaches a message of spiritual warfare between the forces of good and evil, while the latter, which maintains a strong following in Zimia and Zibert, teaches that good and evil are complementary forces innate in all self-aware beings. Both philosophies are widely observed in the Passasian War League, though the latter is more popular amongst the majority of officers while the former is more popular amongst soldiers. Followers of both Aochoe practice ritual hunting and consumption of raw meat.

The second of the Aohem, the Oorafu Ao, is divided into three major Aochoe, the Iadiiu Ao (Skyward Path), the Joau Ao (Darkened Path), and the Voa Ao (Flowing Path). The first of these Aochoe, which is heavily practiced in Springville, teaches that enlightenment can only be attained one the individual’s soul has attained union with the soul of Micras. The second, the Joau Ao is very popular in small towns across the highlands, particularly in Mt.Vahn and in Donnetsburg. This lesser path teaches its followers to derive meaning from dreams. The third of the Oorafu Aochoe, the Voa Ao maintains a signficant following in Kingsland, Nuncrest, and Northman. Perhaps the most well known of all Aochoe, this philosophy encourages the use of psychedelic mushrooms as a means of attaining union with Jea.

History
Originally settled by the Kingdom of Hamland in the early 18.00's PSSC, the region which today constitutes the Bel-Air Societies was ceded to Passas as part of a re-organization of Hamland's internal borders in 28.24, and was subsequently ceded to Passio-Corum, along with the rest of Passas, in 36.59. With the largest and most diverse population of any region in Passas, the Bel-Air Societies are today regarded as the cosmopolitan capital of Bassarid Keltia.  The region is, to this end, home to many Pallisican and Haifan celebrities and other important people.

The third Aohem, the Rodinan Ao, features two subset schools of thought: the Gi Ao (Wide Path), and the Ad Tacha Ao (Heart Path). Maintained by a strong following in the cities of Carol Stream, Northman, and the Wallis Islands, the Gi Ao was the driving force behind the armies of King Lucien I when they unified Passas. That said, this Aochoe does not espouse a particularly militant view, though it does condone warfare as a means of resolving conflict. Of the lower paths, the Gi Ao is unique for the reason being that it draws no distinction between man and nymph. In contrast, the Ad Tacha Ao, which is popular in the rural communities of the Rodinan Pines Region, adheres to a belief the importance of segregation between the races, though it also claims that man and nymph are fundamentally equal. This latter Aochoe, the Ad Tacha Ao, draws on the beliefs of the ancient Pallisicans insofar as it espouses the notion of a spiritual link between the worlds of Micras and Indigo, and the races of man, nymph, and demon. According to this philosophy, it is possible to travel between the worlds by means of dreams, hypnosis, and meditation.
Geography
Climate and Topography
It is interesting to note that the various Aochoe share their names with the various rivers of Passas. This is no coincidence. Rather, the lesser paths derive their names from the rivers. The reason for this is drawn from the first line of the Ealivmav: “the way to Truth is the way of the river.” This central idea refers to the tendency of water to flow along the course of least resistance towards union with its origin, the ocean. The Aochoe honor this ancient wisdom by naming themselves after the land’s many streams and rivers. Followers of the lesser paths name their philosophies after the waterway which traditionally provides them with their drinking water, so that the highest concentration of any given Aochoe resides along the bank of the river for which the Aochoe is named. Followers of the Evat Ao primarily live near the Evat River, while followers of the Ad Tacha Ao live in communities around the Ad Tacha River in Eastern Passas. Where rivers converge, so too do the lesser paths intersect. Along the Iadiiu – Jemiu River, for instance, one finds followers of the Iadiiu Ao and Jemiu Ao living alongside one another. These shared areas have been the sites of conflict throughout the history of the region. Significant among these conflicts is the Sibertian Wars, which were fought between the Uja and Etfu during the period following the fall of the first Republic. In modern times, such conflicts are relatively uncommon, though not unheard of. The most recent of these conflicts occurred in the 4900s when the Igu and Woa engaged in a series of skirmishes over oil rights in the region East of Kingsland.

Despite their numerous differences, all of the Aochoe maintain a strong belief in the concept of a realm of consciousness known as the Inner World. This belief, which has its roots in the period following the fall of Gralun rule in Passas, is described in a brief manuscript, published in the Kingdom of Craitland in the year 3461 ASC.

“According to Pallisican beliefs, when a person dies they are automatically reincarnated, always into another person. The cycle continues until they are able to enter into their own Inner World at will. Each person has an Inner World, just that some people are able to access it easier than others. What this place actually is varies from people to people. For most it is a place of beautiful landscapes, with jewel encrusted mountains and pure blue rivers feeding into grand oceans. The inhabitants of this world also vary from person to person. Some may find their world inhabited by strange animals, or regular people. It varies greatly, and none can say for sure exactly what is there. Most people subconsciously access this world while they sleep. It is a world of dreams. The ultimate goal of this religion is to gain permanent access to this inner paradise. Once a person is able to enter it at will, their soul will cease to be reincarnated, as it joins the other inhabitants of the Inner World.

Practitioners of the Pallisican religions have long utilized various types of native plants and fungi in their attempts to access the Inner World. These plants, otherwise known according to the archaic term “frin,” or ally plants, are described in a manuscript also published in 3461, which is also stored in the Kingdom of Craitland. Among the plants described in the manuscript, only the blood vine and the star pod are still widely used by Pallisicans for spiritual purposes, though certain sects are more or less permisible when it comes to the use of these drugs. In terms of historical significance, in 4199, differences in opinion between the governments of Passas and Hamland played a key factor in the establishment of the Passasian Free Socieities, which today serve as national widelife refuges.
Transportation
The primary mode of transportation in the Bel-Air Societies is rail. Railways in the region are maintained by the West-Trinity Keltian Railway Corporation.  Other modes of transportation include air travel and sail. Settlements located in the region are interconnected by a highly developed system of roadways.

Though the Passasian Regional Government does not officially recognize any one Aochoe, or Aohem, over the any other, the majority of the government’s highest officials follow the philosophies of the Rodinan Ao. Of particular note is the important role played by the Duchess of Zidado West and Duke of Northman in the doctrine of the Ad Tacha Ao. According to that tradition, those two seats of power maintain a status of partial divinity derived from ancient claims of ownership over the land of Pallisica. It is this element of Ad Tacha theology which grants the Duke and Duchess the authority to serve as supreme arbiter of the nation’s Temple Courts. As of 5247 ASC, it has been decreed by mutual consent of the two rulers that the Aochoe have the right and responsibility to enforce Temple Law on a local basis. Therefore, no single Aochoe oversees the entire Temple Court.
Military Installations
While there are no major military installations located in the Bel-Air Societies, the region is defended by the New Zimian War League, as well as by local authorities.
Protected Areas
There are no formal protected areas located in the Bel-Air Societies.

Regardless of the creed or particular belief system, the Pallisican religion as a whole plays a very important role in the day to day proceedings of the average Passasian. One obvious way in which this holds true is the nation’s judicial system, which attempts to uphold moral as well as secular law. Passasians are required to know basic moral, or religious law, which is outlined in the Ealivmav, and basic secular law, which is outlined in the constitution, before they are allowed to graduate from highschool. Religion plays a less overt role in the people’s economic structures; the communal emphasis of the Passasian Economic Model is rooted in the Pallisican notion of enlinghtement, which ultimately requires a cessation of interest in worldly ambitions. Citizens of Passas are expected to provide for their communities rather than for themselves, and so individual poverty is relatively high, even when the wealth of the community as a whole is great. As a result, Passasians have rejected modernization until recent times.

Since its original inception in the 4890s, the Passasian War League has served as the nation’s official state militia. Today, the War League is a defensive, land based military force, consisting of about 100,000 units divided up into nine armies, each of which is based in one of the nation’s nine cities. The War League is controlled first and foremost by the Arbiters of the Courts, though they delegate command of the whole military to an appointed General. During times of peace, the General of the War League has the authority to grant direct command of each of the nine armies to local governments.
|group2 = Cities and Towns
|list2 =  Bel-Air

Each of the nation’s nine armies consists of between 10,000 and 25,000 soldiers, with unit types varying at the discretion of commanders and the provincial governors. In general, infantry is the favorite unit type, with around 50,000 men filling the ranks between the four armies. Cavalry units are less popular, though on certain years they tend to be more or less in vogue. Currently, there are around 34,000 cavalry units between the armies. Siege units are hardly utilized, with only around 24,000 between the armies. Aircraft and armored infantry are forbidden under the current War League Charter.
|group3 = Sport
|list3 =

Every so often the nation’s armies, under the control of local rulers, compete against one another in friendly tournaments known as War Games. These tournaments, which have been known to last for several years at a time, are a time honored celebration of the wars which ravaged Pallisica for over 1,000 years following the end of Craitish rule in the region. In particular, the Games celebrate the Great War, which resulted in the conquest of Pallisica by the forces of King Lucien I. There are two types of War Games: friendly and unreserved. The two tournaments differ on whether it is permissible to kill opposing combatants; tournaments classified as friendly do not permit such killing, while those classified as unreserved impose no such restrictions. Both types of tournaments follow very strict sets of rule, as well as a code of ethics known as the Lucien Code.

History
Located in the Passasian central highlands, the region which today constitutes the Springville Societies - first settled by the Republic of Passas in the 13.90's PSSC and later re-settled by Israati migrants from Hamland in the 18.30's - was the site of the series of attacks which prompted the outbreak of the Silos War, the first foreign war in Pallisican history. A land shrouded in mystery and mythology, the Springville Societies have since as early as the 29th Era, served as the home of an unusually high number of cults which practice variants of the Pallisican Religion that are found nowhere else in the Bassarid sphere of influence. Not least of these is the Elorist Cult, which includes religious practices centering around the worship of Elora, a local goddess of love and confusion.

Climate and Topography
The War Games are an old practice which have gained in importance over recent due in large part to the increasing rate of urbanization. As people flock to the cities, the demand increases for winning armies, and the stakes become greater. The commanders of the winning army are invited to dine for one night with the royal families. The army itself receives a large sum of obols from the Passasian Regional Government, which is usually added to their city’s reserve. The soldiers themselves are revered as heroes, and often accumulate large sums of personal wealth via sponsorships and tributes. Many people gamble on battles, and even venture out into the country-side to follow armies on their campaign. Suffice to say, the League’s games are eagerly anticipated, and those who live to see them are considered highly privileged. The most recent competition, the 164th Cities’ Tournament began on January 7, 5267, and lasted until October 9, 5268. The tournament was won by the province of Bel-Air.

Economy
When the Republic of Passas collapsed in the year 3000 ASC, it’s central bank collapsed with it. For the succeeding 1,700 years, no such centralized financial institution would be established. Despite being absorbed into a handful of different nations, the Passasian economy would dwindle and revert to a primitive state from which it would not improve until the year 5074 ASC, when the newly established Passasian Regional Government voted in favor of establishing a central bank based on the Standardized Currency and Unified Economy.

Today, with significant investments in the Hammish stock exchange (HAM50), the Passasian Regional Government is among the ten wealthiest traders on the Commonwealth Exchange. According to the nation’s most recent National Evaluation Summary however, the PRG accounts for less than a third of the nation’s total economy. Cities, and private entities account for 70% of the nation’s economy. One percent of the nation’s value is unaccounted for. According to the most recent Commonwealth Investment Summary (5243 ASC), Passas constitutes around 45% of the Commonwealth’s whole economy, though this percentage has decreased in recent years due to other states adopting the Passasian Economic Model, which promotes communal ownership of property as opposed to individual ownership, as well as changes within the model itself.

History
Originally established in 15.30 PSSC as a province of the Kingdom of Toketi, Chelkran Kesh is a mystical land, still lightly imbued with the magical energies of its founders. Indeed, it is also a land which has had a tremendous impact on the development of Pallisican culture. With a common cultural heritage which dates back to the late 16th era, when Passas and Chelkran Kesh were unified into a single state under the rule of the Confederacy of Gralus, the Pallisican and Chelkran peoples have long considered themselves friends, and informal allies. This relationship was formalized in the 32nd era, when the city of Chelkra was annexed by the Greater Pallisican Trade Association.

Formal rites of passage occur at birth, transition into adulthood, marriage, and death. The most significant rites of passage are those of transition into adulthood, and death. Initiation rites for boys, which occur every ten years, involve prolonged periods of isolation from the community, during which time such knowledge and skills are taught as farming techniques, methods of building homes, craft specialties, songs and dances, and rudimentary history of the culture and country, as well as how to behave with other adults and elders. Social messages are reinforced by beatings, physical mutilation such as circumcision and ritualistic scarring. These initiation rites also include vision quests, in which initiates are led to remote wilderness locations, where they ingest powerful hallucinogenic drinks in an attempt to seek guidance and counsel from the divines. Initiation rites for girls are much less pronounced, and yet involve many of the same lessons as are taught to boys during their rigorous rites, but primarily pertain to the role of women in the context of community.
Chelkran Kesh served as the central headquarters of the New Zimian Temple Authority until the early 41.20s PSSC, when the institution was relocated to the Saint Andre Islands, in Apollonia. The decision to relocate the Temple Authority came in response to a protracted rebellion in Chelkran Kesh, in which prominent local monastic leaders and their followers openly opposed the authority of the Crown of Passio-Corum. The Temple Authority headquarters was relocated back to Chelkran Kesh in 42.73 PSSC, after the Bassarid government suspended its claims to the Saint Andre Islands.

Traditionally, the customs of childbirth have placed the brunt of the burden unto the mother alone.  For centuries, expectant mothers have born children entirely on their own, in isolated places in the wilderness, with little to no aid.  In contrast, today's expectant mothers generally form social groups in which they seek the counsel of notable figures of Passasian culture, heroes and teachers, scribes and leaders, and venture together into the wilderness where they help one another to find sacred birthing places, usually places such as streams or rivers, or rocky outcrops where it is believed that the newborn child can view genuine beauty upon its entry into the world.  Newborn children receive little recognition or admiration in their respective communities, for it is believed that to adore a newborn would instill it with a dangerous sense of pride.
Geography
Climate and Topography
At eight years old, boys are handed from their mothers to their fathers for disciplined training, and preparation for the rigorous initiation rites which occur two years later (at which point they're considered adults). Girls are raised and educated by their grandmothers, who are revered with great dignity. Children younger than eight years old are typically dressed in light, soft colors such as pale blue and pink. Children eight to ten years of age are dressed in brighter variations of the same colors, and tend to adorn the color green which signifies growth and learning. Young adults, aged ten to fifteen are dressed in darker variations of red and blue and green, and from fifteen until old age, they adopt the colors of their respective classes and industries.

Customs surrounding death include the summoning of the eldest son of the deceased to the death bed, where he is expected to symbolically inhale the last breath of his parent. Public processions carry the deceased on a wooden platform, to the tomb or pyre, where the body is cremated. Participants of the procession where death masks, representing ancestors and notable heroes of Passas, and processions usually feature mimes, dancers, and fire breathers. Nine days after the day of procession, the home of the deceased is swept, and the dust is dumped over the tomb. After this cleansing ritual, the dead are mostly ignored, and forgotten.  In Passas it is viewed us unwise to linger on thoughts of the dead.
Transportation
The primary mode of transportation in Chelkran Kesh is sail.  With that said, the Chelkran capital city is connected to other settlements by an ancient network of roads constructed during the era of Gralan rule in the region.
Military Installations
While there are no permanent military installations in Chelkran Kesh, the island is defended by the New Zimian War League, as well as by the private security forces of the New Zimian Temple Authority.
Protected Areas
Although it is not formally recognized as a protected area, the Tokish ruins of Minas Nur, in the far northern reaches of Chelkran Kesh, are regarded by practitioners of the Pallisican Religion as being sacred.

History
Originally the capital of the Republic of Liga, the island of Voorpost was colonized by the New Zimian War League in 31.97 PSSC.  Throughout its history, Voorpost has served as a focal point in Pallisican foreign relations.  Most notably, it was the site of negotiations which resulted in the ratification of the Voorpost Pact, the treaty which allowed for the establishment of the USSO.  With this said, Voorpost was also the base of operations for forces engaged in the Siege of Talenore, a military campaign successfully conducted by the War League during the War of Lost Brothers.

Mocked throughout the region for their local delicacies, the people of Passas consume a diet which reflects frugality and agricultural hardship, and which specializes in the use of grain, various oils, and wine. A typical day in the life of a citizen consists of four meals: breakfast, lunch, dinner, and after-dinner (lunch-dinner). Breakfast is observed around sunrise, lunch--shortly before noon, dinner takes place in the mid-afternoon, and after-dinner is observed in the evening, usually after sunset.
Geography
Barley cereal, consumed with relish, is a staple of a Passasian breakfast. Passasian breakfast blend is a special recipe, consisting of cabbage, onions, lentils, sweet peas, chickpeas, broad beans, with a dash of honey. White wine is a common drink consumed with breakfast, even amongst young children. Lunch most often features a combination of barley broth, fruit (pomegranates, figs, grapes), and a drink of spring-water. Dinner in Passas usually features a light quantity of stew (black broth), as well as cheese and red-wine. After-dinner is the smallest of the meals, featuring a combination of cereal, eggs, and rose wine. Sweet dumplings are often consumed at this time, sometimes with figs.
Climate and Topology
Social hierarchies are obviously represented in the country's cuisine. For instance, grilled meat is typically consumed ritualistically by the business class.  Salted fowl meat is more often consumed by the middle class, who constitute the majority. Peasantry often raise geese and sheep for personal consumption. Nobles tend to grill their meat, while middle class and peasantry tend more to salt and cook it. The country's poor eat little to no meat but for what they hunt. Instead they consume mostly crops which they manage to produce, and dried fruit. In extreme situations, it's been observed that those in extreme poverty will often eat acorns. Common drink ranges from water (spring water is universally preferred) to wine (rose, red, and white). A local drink, known as Wubalash consists of barley gruel mixed with various herbs and spices. The consumption of milk, and the use of butter is seen as barbaric.

Formal meals are notable for the elevation of seats and tables above the floor, as they're always several inches taller. In addition, cutlery is used at formal dinners, whereas for non-formal dinners cutlery is never used. Wine consumed at formal dinners is typically said to be of higher quality due to it usually being cut with spring water from very specific locales.  Such wine is sweetened usually sweetened by herbs such as thyme and penny roll.

Tables at which meals are eaten are usually round with legs shaped like animal legs. No place of honor is typically observed unless the occasion features royalty or business leaders, in which case their seats are slightly higher than the rest. Men and women eat separately, first men, then women. Boys eat with their fathers, girls with mothers. Servants eat on their own, separate from masters, unless by special appointment.

In physical appearance, the people of Passas are distinct amongst the tribes of  of Hamland. The Passasian people are readily identified by a mesomporphic, powerful build, and are more prone to build muscle than fat. The vertical height of the typical Passasian cranium is high, and the wide-open eyes are set near to a large, concave nose. Dark brown eyes are most predominate, while lighter brown eyes, even hazel, are much less common. The faces of the people of Passas tend to be orthoganic, with wide chins and broad (not bulbous) foreheads. Brown, to black hair is common, with very rare instances of blonde or red.  In addition to all of this, Passasians are renowned for their forward facing ears.
Transportation
The primary mode of transportation in Voorpost is sail. Virtually all households claim ownership of at least one personal sailing craft. For those who do not own a personal craft, ferries are very common around the island.

The Passasian standard of beauty for people maintains that less fat is more attractive, while being overly skinny is a sign of ill-health. That is to say that more muscular individuals are more beautiful than individuals who are fat, or skinny. In the same way, lighter colored hair is viewed as favorable, and in an artistic, poetic sense, it is said to harken to the country's golden sky. Wider faces, also are more attractive than narrower, larger noses are favorable to smaller ones, darker eyes are preferred over lighter, and taller individuals are more prone to procreate than shorter, as are those with lighter skin, than are those with darker pigmentationLarge, forward facing ears are regarded as very beautiful.
Military Installations
As a constituent member of the New Zimian Outer Realms, the region of Eastern Corum is governed by the New Zimian War LeagueThe entire region is therefore classified as a military installation.

Fashion
Protected Areas
Fashion in Passas has changed very little since the era of King Lucien III. Morning attire for the women of Passas involves a simple, soft, muslin gown, which is worn from the early hours after sunrise, to shortly before noon. Afternoon, the simple muslin gowns are replaced by extravagant, velvet dresses, adorned with lace, ribbon, and net. These evening dresses are often short-sleeved and low cut, as opposed to the long sleeve, formal gowns worn earlier in the day. White gloves are usually worn with evening dresses, which might be accented with all manner of exaggerated effects, such as bustles, panniers, and crinolines.  Particular colors are used to distinguish between the various age-groups of women. Periwinkle blue, pink, and lilac are typically indicative of young age, and are often worn by women seeking courtship and marriage, whereas older women tend to prefer much more harsh colors, such as purple, black, and crimson. The most prominent hairstyle for women consists of masses of curls worn over the forehead and ears, with the long hair in the back, drawn into loose buns (psyche knots). In terms of head wear, bonnets are very common, while more liberal women prefer mob caps.

History
A region whose inhabitants are ethnically and culturally unique, the Passasian Unincorporated Territory is the traditional home of a self-governing community of indigenous Spanish-speaking Kralians who have lived and worked in the area since at least 14.61 PSSC. To that extent, the kralians of the Passasian Unincorporated Territory, whose lands have historically been claimed by nations including Passas, Gralus, Alexandria, Hamland, and Passio-Corum, represent one of the oldest communities in continuous existence anywhere in the eastern hemisphere. With that said, the cultural heritage of the region's inhabitants and their right to the land became the subject of scrutiny and controversy in 35.92 PSSC, when the Council of Courts of the Greater Pallisican Trade Association issued a decree which opened the region to potential settlement by people displaced by the Hammish Civil War.

Men's fashion is much less intricate, typically featuring some variation of the standard, which consists of dull-colored, tight breeches, heavy, high-waited wait coats over linen shirts worn with cravats, and hessian boots, as well as a top hat. Men's hairstyles tend to feature short curls, with long sideburns or muton chops. Hair wax is all the rage amongst the men of Passas.

Cultural Tips
When traveling in Passas, individuals are advised to spend as little time alone as possible, as individuals who are alone are perceived by Passasians as suspicious and antisocial. To be seen doing nearly anything alone, especially outside of one's home, at night, or in the hottest parts of the scorching summer days, is very likely to rouse high suspicion to the extent that most Passasians would summon the police to inquire.

When meeting for the first time, people are introduced in relation to their respective fathers, and grandfathers, and in some instances, primarily for those without a notable lineage, are introduced in relation to place of origin. When introducing several people, eldest male is always introduced first, followed by younger men, followed by older women, followed by younger women, and then children. If there is a title of nobility, then it is stated at first meeting, in addition to the reference to father and grandfather, or place of origin, but such things are very rarely referenced once people have become acquainted.

When visiting or when hosting guests, It is generally impolite to ask about work, or to discuss it in public, regardless of what work entails, in any setting aside from work. This stems from the widely held view that work is best left with work, at work, whereas time spent not working should be precisely that. Politics are not mentioned unless by the host.

It is not unusual for guests to request light snacks, or fresh water, or to partake in a meal with the host while visiting. The host is not likely to offer anything, but is expected to provide for whatever the guests might request, within certain limits (pending the relationship between host and guests). Again, the nature of a visit is determined by the guests, and not by the host. A host who is less able/willing to provide for requests, is more likely to be shunned by friends/family/future guests. Its impolite for a guest to be too forward with their requests, or to make requests very soon after arriving (for anything but water, which is freely requested/granted). So, a guest might immediately ask their host for water at arrival, whereas a request for bread or wine, or smoke, would be more impolite, at least right away.

Racism is rampant in Passas.  Non Passasians are advised not to travel without informing the proper authorities of their destination and expected arrival time.

Transportation

The primary mode of transportation in the Passasian Societies is rail. Railways in the region are maintained by the West-Trinity Keltian Railway Corporation. Other modes of transportation include air travel and sail. Settlements located in the region are interconnected by a highly developed system of roadways originally constructed during the era of the Republic of Passas

Military Installations

While there are no major military installations located in the Passasian Societies, the region is defended by the New Zimian War League, as well as by local authorities.

Protected Areas

There are no formal protected areas located in the Passasian Societies. Ironically, the Passasian Society for which the region is named is actually located in the Carol Stream Societies. This fact is a result of changes to Passas' internal borders in 35.08 PSSC.
