Ratified in 35.03 PSSC (6414 ASC), the Treaty of Voorpost allowed for the establishment of the Union of States around the Sovereign Oceans (USSO).


TREATY OF VOORPOST

CONCERNING THE ESTABLISHMENT OF THE UNION OF STATES AROUND THE SOVEREIGN OCEANS

The Nations of Craitland, Gerenia, Jingdao, Passio-Corum and Xang Muang, further called Contracting Parties or Member States, affirm their desire for the establishment of a system of Micrasian collective security based on the desire to protect ourselves against the danger of war and threats to the national security of the peaceable states; being desirous of further promoting and developing friendship, cooperation and mutual assistance in accordance with the principles of respect for the independence and sovereignty of states and of non-interference in their internal affairs, have decided to conclude the present Treaty of Voorpost.


Article 1

The Contracting Parties declare their readiness to participate in a spirit of sincere cooperation in all international actions designed to safeguard international peace, stability and security, and will fully devote their energies to the attainment of this end.

The Contracting Parties will furthermore strive to protect each other and assist in keeping the peace in their respective spheres of influence. The planet Micras will be divided in these spheres of influence with approval of all Members.


Article 2

The Contracting Parties shall consult with one another on all important international issues affecting their common interests, guided by the desire to strengthen international peace and security.

a. They shall immediately consult with one another whenever, in the opinion of any one of them, a threat of armed attack on one or more of the Parties to the Treaty has arisen, in order to ensure joint defence and the maintenance of peace and security.

b. Joint military bases will be established and joint military exercises are welcomed.

c. A military system will be introduced and adopted by all Contracting Parties to streamline the military system.


Article 3

In the event of instability in regions which lie outside the borders of the Member States, each of the Parties to the Treaty, in the exercise of its right to individual or collective self-defence can immediately, either individually or in agreement with other Parties to the Treaty, act as peace force to avoid that the region is further destabilized. The Member States can decide to cooperate in such peace missions and deploy an international peace force.


Article 4

Territories and regions on the brink of chaos which are or were pacified by the peace force of the USSO, can receive a Mandate status. No time frame must be foreseen for the granted Mandates.

There are two Mandate statuses: a. Mandate A: One of the Member Nations receives the responsibility to keep eye on the region, possibly through temporary occupation or strong cooperation with the local administrations.

b. Mandate B: The whole USSO is held responsible for the stability of this Mandate. A joint representative will be appointed to cooperate with the local administrations and keep the peace. In case of disagreement concerning the appointment of a joint representative, the Member Nation whose sphere of influence the Mandate is located in, will have the final say.


Article 5

The Contracting Parties have agreed to establish a Joint Command of the armed forces that by agreement among the Parties shall be assigned to the Command, which shall function on the basis of jointly established principles. They shall likewise adopt other agreed measures necessary to strengthen their defensive power, in order to protect the peaceful labours of their peoples, guarantee the inviolability of their frontiers and territories, and provide defence against possible aggression.


Article 6

a) For the purpose of appointing the Joint Command, expending or amending the present Treaty, and also for the purpose of examining questions which may arise in the operation of the Treaty, a Political Consultative Committee (Policon) shall be set up, in which each of the Parties to the Treaty shall be represented by a member of its Government or by another specifically appointed representative.

b) The Committee may set up such auxiliary bodies as may prove necessary.

c) The Committee will hold a conference at the request of one or more representatives of the Member States.

d) The Committee shall consist of at least one representative of each Member State.

e) The Committee shall elect a Chairman of the USSO every three months, or when the Chairman goes inactive or fails to do his job. The Chairman's job will be to preside the Committee and act as spokesman of the USSO.


Article 7

The Contracting Parties undertake not to participate in any coalitions or alliances and not to conclude any agreements whose objects conflict with the objects of the present Treaty.

The Contracting Parties declare that their commitments under existing international treaties do not conflict with the provisions of the present Treaty. If so, they promise to disband those conflicting treaties within a time frame of five days.


Article 8

a) The Contracting Parties declare that they will act in a spirit of friendship and cooperation with a view to further developing and fostering economic and cultural intercourse with one another, each adhering to the principle of respect for the independence and sovereignty of the others and non-interference in their internal affairs.

b) Concerning this matter, the Contracting Parties will discuss the establishment of an economic and military framework, together with desire and attempt to tighten the cultural ties through - both private as government - projects. The creation of a detailed map of the member states can be used for both military and cultural purposes.

c) The Contracting Parties declare that they will share a common forum, to make communications easier.


Article 9

The present Treaty is open to the accession of other states, irrespective of their social and political systems, which express their readiness by participation in the present Treaty to assist in uniting the efforts of the peaceable states in safeguarding the peace and security of the peoples. Such accession shall enter into force with the agreement of the Parties to the Treaty after the declaration of accession has been deposited with the Political Consultative Committee, located in Apollo City.


Article 10

The present Treaty is subject to ratification, and the instruments of ratification shall be deposited with the Political Consultative Committee.


Article 11

The symbol of the USSO will be two bay leaves behind a start and a handshake in the middle. The bay leaves symbolise the unavoidable victory of the USSO in case of a conflict; the star symbolizes the Member States trying to reach the stars and the hope this Pact gives to the peoples; the handshake symbolizes the eternal friendship and desire of cooperation between the Members.
